PV:The goal of Ky Son is to focus on effectively exploiting the potential advantages of the district, striving to build Ky Son to develop comprehensively, and soon escape from poverty. To achieve that, what breakthroughs has Ky Son chosen?

The Resolution of the 23rd Congress of the Party Committee of Ky Son district, term 2020-2025, sets out important goals: Strengthening the great solidarity of all ethnic groups; improving the leadership capacity and fighting strength of the Party Committee, building a strong Party and political system; promoting democracy, the combined strength of socio-economic development, ensuring national defense, security, and foreign affairs; implementing social security well; effectively exploiting the potential advantages of the district, striving to build Ky Son to develop comprehensively, and soon escape from poverty.
To achieve that, the district identified 3 breakthroughs as follows:
The first:Strongly innovate to enhance exemplary behavior, fight against conservatism, expectation, dependence, and local, ethnic, and clan-based ideology among cadres, party members, and the people.
Monday:Implement land allocation associated with forest allocation to households, aiming to improve the effectiveness of forest management and protection, form and develop concentrated agricultural and forestry production economic zones with large value chains, combined with the development of medicinal herbs under the forest canopy.
Tuesday:Restructure the district's economy towards commodities, develop production scale, form a system of key products associated with building geographical indications, brands, and trademarks of Ky Son district's products; develop the form of economic production organization of cooperatives and cooperatives in agricultural, forestry, and handicraft production. Develop trade, services, and tourism; preserve and promote the cultural identity of ethnic groups; ensure national defense and security, and deepen foreign relations with border localities of Laos.

In recent times, the district has resolutely implemented tasks and solutions to direct and manage socio-economic development and promptly issued work programs, growth scenarios, assigned targets and plans for units, communes and towns to proactively implement.

Along with that, the district focused on implementing the dual goal of both preventing and fighting the Covid-19 pandemic and actively directing economic development, especially directing the production of the Summer-Autumn - Winter-Spring crop, the main crop of the year for ethnic minorities in the mountainous district of Ky Son; preventing livestock and poultry diseases; ensuring social security; ensuring national defense and security; forest management and protection... With the efforts of departments, branches, communes and towns, and the attention and support of the Central and the Province, Ky Son district achieved remarkable results.

In particular, during the implementation process, Ky Son has always received timely attention and support from the Central and the Province through programs and projects such as: National target program for sustainable poverty reduction and New rural program, balanced resources from the Provincial Budget... Ky Son has risen up, built synchronous infrastructure, contributed to social security, creating a premise for economic development in the district.
It can be seen that, in recent times, the district has mobilized and effectively used development resources in various fields, notably implementing well the restructuring of the agricultural sector towards commodities, forming specialized areas, enhancing the application of science and technology associated with the development of processing and consumption industries according to the value chain on the basis of promoting local advantageous products such as ginger, taro, squash, Mong melon, and sweet cabbage grown by Mong people on the mountain slopes, ...
The district has promoted the application of appropriate science and technology, formed specialized production areas for crops, combined with the construction of geographical indications, brands and trademarks for agricultural products with the district's strengths; expanded the area of clean vegetable cultivation on the fields in accordance with the season. Expanded the area of industrial crops with high economic efficiency suitable for the district's soil; developed medicinal plants such as Phuxailaileng Ginseng, Ha Thu O, Dang Sam, Panax Notoginseng, 7-leaf-one-flower... in the highland communes.
Gradually shift from small-scale, dispersed livestock farming to concentrated livestock farming in farms, ranches, and households; form livestock farming areas far from residential areas, such as the Muong Long black chicken farming cooperative, Khe Nhinh cooperative in Huu Kiem commune; shift the structure towards increasing the proportion of poultry in livestock herds; develop livestock farming associated with waste treatment, minimizing environmental pollution, ensuring food hygiene and safety, and preventing epidemics.
Developing local livestock products with advantages, meeting consumption and processing needs, contributing to economic growth and restructuring. Strive to increase the total buffalo herd to 9,600 by 2021, the total cow herd to 39,800, the total pig herd to 26,000, and the total poultry herd to 150,000....

Continue to protect the area of protective forests and review the land fund, reasonably balance the area of protective forests and production land. Promote the implementation of land and forest allocation, attaching the interests of the people to the management, protection, care and planting of forests. Develop the area of trees with high economic value, suitable for ecological conditions such as: po mu, sa mu and medicinal plants under the forest canopy.
Effectively implement the central and provincial policies to support production development through poverty reduction projects and programs, support production development to diversify livelihoods... Replicate effective production development models. Transfer and train people in applying scientific and technical advances in production, thereby contributing to gradually shifting the agricultural economic structure in the right direction. Improve the quality and production efficiency of the district's key products (Tuyet San tea, ginger, horned livestock, food vegetables). Strictly implement the provisions of the Law on Public Investment in new rural construction...
PV: Due to the serious impact of the Covid-19 epidemic, in the coming time, the implementation of the district's goals will face many difficulties. So, can you tell us about suitable development solutions in the new situation?
Comrade Nguyen Huu Minh:
Due to the COVID-19 pandemic, the economy in general has been greatly affected, and Ky Son district is no exception. As a border district with a border and border markers of over 203 km, bordering 4 districts in 3 provinces of Laos, the work of controlling, preventing and fighting the epidemic has been deployed very promptly by the Ky Son District Party Committee and authorities. Along with strengthening inspections, the Steering Committee for COVID-19 Prevention and Control of the district also regularly organizes online meetings with the People's Committees of 21 communes and towns, 7 Border Guard Stations and functional forces of the communes, to promptly direct the implementation of epidemic prevention and control according to the recommendations of the Ministry of Health. In particular, it is necessary to strengthen the control force and checkpoints on the border to prevent people from illegally crossing the border through trails.
Along with the work of disease prevention and control, especially strictly implementing the "5K" recommendations of the Ministry of Health, the district also directed the communes to mobilize and guide people to actively produce the Summer-Autumn - Winter-Spring crop in 2021, with a total planting area of more than 6,544 hectares of upland rice, 740 hectares of rice and nearly 1,400 hectares of corn. This is considered the main crop of the year, providing up to 70% of the food source for people in Ky Son district during the year.

In particular, in early 2021, Ky Son District coordinated with the Department of Agriculture and Rural Development of Nghe An province to survey, evaluate and orient the development of Na Ngoi commune. Specifically, with a large natural land area of over 17,000 hectares, cool climate all year round, fertile land. Especially with Pu Xai Lai Leng mountain peak 2,720 meters above sea level, Na Ngoi commune, Ky Son district, has great potential to build an Industrial - Agricultural cluster, combining resort tourism services, spiritual tourism, community tourism and adventure tourism to conquer Pu Xai Lai Leng mountain peak.

To awaken the potential natural advantages of Na Ngoi commune, to become a "Sa Pa" of Nghe An, a second "Da Lat", Ky Son district has coordinated with Thien Minh Duc Group to plan and invest in building an Industrial - Agricultural cluster, combining resort tourism services, spiritual tourism, community tourism and adventure tourism to conquer Pu Xai mountain peak, with an area of 2,000 hectares.
In addition, Thien Minh Duc Group is also supporting the district, planning and directly investing in the construction of a civilized urban area in Block 1 of Muong Xen town and Hoa Son village, Ta Ca commune. This is the most modern urban area in the Western districts, including a chain of motels and services, creating a highlight to attract tourists to Ky Son in the future.

Along with that, the district focuses on directing the development of programs and projects (29 projects according to the action program of the District Party Congress) to preserve, conserve and promote the cultural identity of ethnic groups (Mong, Thai, Kho Mu). Strengthening propaganda, mobilization and education for the people, creating strong changes in the will to self-reliance to overcome hunger and reduce poverty. At the same time, building key defense works in the defense area, promoting propaganda and education on national defense and security; Regularly patrolling, guarding, maintaining security and order in the area, especially national border security. Continuing to strengthen foreign affairs with districts and provinces of the Lao PDR on all three pillars: Party diplomacy, State diplomacy and people's diplomacy.
