30 years in prison for man impersonating senior expert of Government Office

On June 28, the Hanoi People's Court opened a trial and sentenced defendant Nguyen Van Ha (born in 1956, residing in Ha Long ward, Nam Dinh city, Nam Dinh province) to 20 years in prison for "Fraudulent appropriation of property" and 2 years in prison for "Forgery of seals and documents of agencies and organizations."

Together with the previous 18-year prison sentence given by the People's Court of Nam Dinh province to Ha for "Fraudulent appropriation of property," the total sentence for Ha is 30 years in prison.

According to the indictment, Hai Minh Construction Investment and Trading Joint Stock Company, with Mr. Do Xuan Nam as Director, was granted certificates for civil, industrial, and infrastructure construction professions...

Through a friend, Mr. Nam got to know Ha. When meeting Mr. Nam, Ha made up a story, introducing himself as a senior expert of the Government Office, having relationships with many competent state agencies, and being able to apply for large-scale construction projects.

Any business that wants to do construction just needs to make a profile and pay in advance so Ha can go meet the leaders to "ask."

After hearing Ha introduce himself for the first time, Mr. Nam met Ha many times to continue discussing the projects that Ha promised to get for Mr. Nam.

To increase trust, Ha told Mr. Nam about his ability to be nominated to bid for projects such as the Vung Ang Port Leveling and Embankment Construction Project (Ky Anh District, Ha Tinh) and the Old Apartment Building Renovation Project No. 8 Tran Quoc Toan (Hanoi)...

Ha also forged a number of documents of the Ministry of Finance, the Ministry of Planning and Investment, the State Treasury, the European Project Management Board in Vietnam, the Taiwanese Project Management Board in Vietnam...

Then, Ha gave it to Mr. Do Xuan Nam so that Mr. Nam could mobilize companies to participate.

Because he believed it was true, Mr. Nam signed joint venture contracts, economic contracts and received money from 13 businesses.

After receiving money from the businesses, from October 28, 2010, to July 4, 2013, Mr. Nam repeatedly gave money to Nguyen Van Ha with a total of more than 13 billion VND so that Ha could complete the procedures to allow the above companies to construct the bid packages as Ha had promised.

When the time came, the companies were not awarded the contract. Mr. Nam asked for money, but Ha only paid Mr. Nam more than 1 billion VND, and embezzled the remaining more than 12 billion VND.

After Ha was arrested, Mr. Nam learned that Ha was a professional fraudster with two previous convictions for the same crime of "Fraudulent appropriation of property"./.
