4,000 prisoners were pardoned and released early during Tet holiday

The Amnesty Advisory Council will submit to the President a list of prisoners eligible for amnesty in 2016 for consideration and decision. Accordingly, approximately 4,000 prisoners who meet the conditions will be released early.

On the morning of November 27, at the Government Headquarters, under the chairmanship of Permanent Deputy Prime Minister Truong Hoa Binh, Chairman of the 2016 Amnesty Advisory Council, the Amnesty Advisory Council met to review the list of proposals for the President to grant amnesty and early release of prisoners who meet the conditions for amnesty in 2016.

Speaking at the meeting, Permanent Deputy Prime Minister Truong Hoa Binh emphasized that humanity and leniency towards criminals are good traditions of our nation. Our country's laws demonstrate strictness towards criminals, resolutely punishing masterminds, ringleaders, stubborn opponents, and dangerous recidivists, but are lenient and forgiving towards criminals who are sincere, have made meritorious contributions to atone for their crimes, repent, and create favorable conditions for them to correct their mistakes, become good people, and be useful to society.

The Deputy Prime Minister said that, implementing the President's decision, the Amnesty Advisory Council has urgently directed and actively deployed the work. All aspects of the work have been carried out strictly, in accordance with the law, and on schedule. Agencies, especially the Ministry of Public Security, have appraised over 4,000 amnesty applications for prisoners in prisons. To ensure the review of the list is strict, public, transparent, and in accordance with the law, the Advisory Council has specifically considered each amnesty proposal case with a strict process in accordance with the provisions of the Amnesty Law and the President's Decision.

After that, the Amnesty Advisory Council will submit to the President a list of prisoners eligible for amnesty in 2016 for consideration and decision. Accordingly, about 4,000 prisoners who meet the conditions will be released early to return to their families for Tet 2017.

According to statistics, from 2009 to present, our State has carried out 6 rounds of amnesty and early release for 81,795 prisoners and 919 people whose prison sentences are being postponed or temporarily suspended. Thanks to the close attention and direction of the Government, ministries, departments and branches and the careful, proactive and active preparation of Party committees and authorities at all levels, the vast majority of people who were amnestied have returned and not re-offended.

The Deputy Prime Minister emphasized that after each amnesty, it is necessary to pay attention to those who are pardoned to eliminate the inferiority complex and discrimination against them; at the same time, it is necessary to do a good job of monitoring, educating, helping, teaching and creating jobs for those who are pardoned to return to the community to do honest work, limiting re-offending....
