4 new education policies take effect from December
One of the important education policies that took effect this December is the relaxation of promotion conditions for university lecturers.
Relaxing conditions for university lecturer promotion
Circular 31/2021/TT-BGDĐT of the Ministry of Education and Training, effective from December 26, stipulates that lecturers only need to be classified as having completed their tasks well or better in the previous working year (ie only need to be classified as having completed their tasks well for 1 year) before taking the exam/consideration for promotion.
Meanwhile, according to previous regulations, lecturers must be classified as having completed their tasks well for 3 consecutive years to be eligible for promotion.
Thus, the conditions for classifying the quality of lecturers' task completion have been relaxed.

In addition, Circular 31 also stipulates standards and conditions for university lecturer promotion, but is not too different from the old regulations.
Specifically, university lecturers are eligible to take the exam/be considered for promotion from professional title level III to level II, from level II to level I when they meet the standards and conditions specified in Article 5 of Circular 31 as follows: Currently holding a professional title of lecturer at the next lower level; Having good political qualities and professional ethics; Not being subject to disciplinary action, not being subject to regulations related to civil servant discipline; Meeting the requirements on minimum working time depending on each professional title level...
Change the score structure for lecturer promotion
Circular 31/2021/TT-BGDDT also provides new regulations on admission scores in the lecturer promotion exam.
Previously, the admission score in the university lecturer promotion exam was based on the lecturer's scientific work score. In particular, lecturers admitted in the exam for promotion to the professional title of senior lecturer, grade II, must have a scientific work score of at least 6 points; those admitted to the exam for promotion to senior lecturer, grade I, must have a minimum score of 16 points.
But according to the new regulations of Article 9, Circular 31/2021/TT-BGDDT, the selection of candidates is not only based on the score of scientific works but also on the results of professional and technical activities such as the results of guiding graduate students, published training books...

In which, the candidate who passes the exam to be promoted to the rank of senior lecturer, level II, has a converted professional performance score of at least 3.5 points.
Candidates who pass the exam for promotion to senior lecturer level I must have a converted professional performance score of at least 8.0 points.
Successful candidates are selected in order of score from highest to lowest within the assigned professional title promotion quota.

Learners need to meet the requirements of specific competencies according to 6 levels and according to the four communication skills on the 6-level Foreign Language Competency Framework for Vietnam. The teaching content in the Program is designed according to a multi-component structure according to the following methods: personalized teaching; integrated teaching; developing self-study capacity; applying technology in teaching.
Teachers must meet English proficiency and teaching standards and will be fully instructed on the content and implementation of this program.
Evaluation and selection of materials for use in preschools
Circular 30/2021/TT-BGDDT regulating the compilation, appraisal and selection of documents for use in preschool education institutions will take effect from December 21, 2021.

According to this circular, documents for preschool managers and teachers must meet the following requirements: The content and form of the document must be consistent with culture, history, geography, ethics, and customs; Ensure scientific, pedagogical, aesthetic values, and ensure children's rights; Be consistent with the goals, content, methods, and forms of organizing preschool education activities.
Terms, concepts, definitions, events, and images ensure accuracy, objectivity, and consistency; images, events, and data have clear origins.
The presentation of documents is balanced and harmonious, the system of symbols, icons, fonts, font sizes, pictures, photos, maps, and drawings is consistent with the educational content and regulations of Vietnamese law.
