4 people were electrocuted to death while pulling telecommunication cables, related parties shirked responsibility
The telecommunications cable construction side said they had sent a request to cut off the power, but the power company reported that they had not received any orders.
On October 27, Ha Tinh Electricity Company said the cause of the work accident that killed four people on the afternoon of October 26 was that the construction unit erected a telecommunications cable pole under a 35 kV line without notifying the electricity industry to implement safety measures.
The telecommunications representative responded that both the unit and the contractor had requested the power company to cut off the power, but "the two sides are arguing about this issue." "We are working together to handle this issue. This issue will be investigated by the investigating agency to clarify right and wrong and will be handled according to the law," said the telecommunications leader.
Mr. Phan Van Anh, Head of the Labor Safety Inspection Department (Ha Tinh Electricity Company), informed that anyone who registers to work related to the power grid in the province is included in the weekly plan and reviewed daily, and must be approved by all levels.
Last week, the electricity company did not receive any orders or telegrams requesting power outages from the units involved in the incident.
"The safe distance from the power grid is 3 meters. When working on the power grid corridor managed by the locality, the investor and construction unit must report to the electricity authorities at all levels before allowing workers to enter to work," said Mr. Anh.

A leader of Cam Xuyen District Electricity said that, in principle, workers when constructing power grids must have expertise, be trained and coached regularly in labor safety techniques. In this case, it is unreasonable for the investor to hire seasonal workers.
Previously, at around 5 p.m. on October 26, while constructing a pole to pull telecommunication cables in the field bordering Cam Lac and Cam Trung communes (Cam Xuyen district), four people in Cam Hung commune were electrocuted to death. The victims were all freelance workers with difficult family circumstances, two of whom were siblings.
