After more than 1 day of serious and urgent work, with the spirit of democracy, innovation and high responsibility, the second session of the 18th Provincial People's Council completed all the contents and programs set out.

At the meeting, the Provincial People's Council discussed and agreed to assess: In the first 6 months of the year, our province faced many difficulties and challenges due to the negative impact of the Covid-19 pandemic. Vinh city and a number of districts and towns in the province had to apply measures of blockade, distancing, and social isolation due to the appearance of positive cases of Covid-19, with a high risk of community infection.

With the close, unified and synchronous leadership and direction of the Provincial Party Committee and the Provincial People's Council; the drastic, timely and flexible management of the Provincial People's Committee, together with the participation of the entire political system, the joint support of the business community, the determination, unity and consensus of the entire people, the entire army and the frontline forces in epidemic prevention and control, a combined strength has been created to help our province basically control the epidemic.

Despite the difficult context, the economy has been maintained and achieved good growth; budget revenue exceeded estimates. Culture and society have many bright spots, especially the work of caring for and protecting people's health has been ensured; key education continues to maintain its top achievements nationwide; social security for workers has been given attention. National defense, security, order and social safety have been maintained.

The great national unity bloc has been strengthened, and the people's trust in the Party and the State has become increasingly solid. The whole province has successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; well organized the first session of the 18th Provincial People's Council and People's Councils at all levels.

In addition, through discussion, the Provincial People's Council found that there are still many issues that need to be focused on solving, especially the risk of Covid-19 epidemic entering and spreading, seriously affecting the health, life and livelihood of the people; production and business activities of enterprises are extremely difficult; The rate of public investment disbursement, although higher than the national average, is still much lower than the same period in 2020; the number of workers in the province who have lost their jobs, temporarily stopped working, and workers, especially in the southern provinces, returning to their localities is increasing rapidly, causing great pressure on the work of disease prevention and control, ensuring social security, security and order...

Based on the Submissions, the Provincial People's Council discussed, reviewed and approved 26 resolutions to stipulate principles and directions for the activities of the Provincial People's Council for the 2021-2026 term; creating a legal corridor for all levels and sectors to implement public investment policies, implement mechanisms, policies and measures to support investment, promote economic development, promptly implement measures to ensure social security, firmly consolidate national defense and security, improve the quality of organizations in the political system...

The resolutions passed not only promptly resolve urgent issues at hand, but also decide on important strategic and long-term issues, creating the premise for successfully implementing the goals, targets and tasks of 2021 and the entire 2021-2025 period.

The remaining months of 2021 are forecast to continue to be extremely difficult, with the Covid-19 pandemic still evolving in a complicated and unpredictable manner; in addition, natural disasters are becoming increasingly extreme. The economic growth rate and some socio-economic indicators have not yet met the plan, which is a huge challenge to the implementation of socio-economic development tasks in 2021 and the entire 2021-2025 period.

Based on objective and comprehensive analysis and assessment of favorable opportunities, difficulties and challenges; with a high sense of responsibility to voters and the People, the Provincial People's Council agreed: Not to adjust the goals and targets for 2021 that have been determined.in Resolution No. 17 dated December 13, 2020 to motivate efforts to implement in the remaining months of 2021. Propose that the Provincial People's Committee, all levels and sectors continue to promote the spirit of solidarity, unity, and consensus; be persistent, steadfast, and resolute; be synchronous, creative and flexible in direction and operation to successfully implement the set targets at the highest level.

The Provincial People's Council basically agreed with the groups of solutions stated in the report submitted to the meeting; at the same time, emphasized the following contents:

The first,All levels and sectors need to focus the highest level and concentrate resources on the work of preventing and fighting the Covid-19 epidemic with the spirit of "fighting the epidemic like fighting the enemy", protecting the lives and health of the people.is above all, first of all. Continue to well implement the motto "timely, synchronous, drastic, relying on the people"; act with the spirit of being one step ahead, one level higher; be flexible and creative in accordance with reality on the basis of ensuring the common principles. Promote the combined strength of the entire political system and the people; unite, reach consensus, calmly respond to situations, contain and repel the epidemic. Resolutely fight against subjectivity, negligence, and excessive optimism in the work of epidemic prevention and control.

Prepare well plans and scenarios to respond to the epidemic situation at higher levels, in case the epidemic situation worsens and becomes more serious. Focus on ensuring social security and supporting people, especially those in difficult and vulnerable situations. Timely, effectively and safely deploy the Covid-19 vaccination strategy in the province. Continue to raise awareness of disease prevention and control, arouse in the people the spirit of solidarity, mutual love, mutual assistance, joining hands and contributing to overcome the pandemic.

Monday,Focus on leading and directing the removal of difficulties and obstacles, creating the most favorable conditions within the legal framework to maximize the production capacity of all industries, fields, and economic sectors, focusing on: Continuing to promote and create breakthroughs in administrative reform, in the direction of "Fast - Correct - Effective", creating an open environment and favorable policies for people and businesses. Accelerating the disbursement of public investment capital, strongly improving the investment and business environment. Tightening financial discipline, promoting thrift practice, fighting waste, corruption, and negativity. Developing a plan to effectively implement the resolutions just passed by the 15th National Assembly, especially the resolutions on the 5-year plan (2021 - 2025).

Pay attention to culture and society, especially education, health care, employment, policies for people with meritorious services, and support policies for people and workers facing difficulties due to the Covid-19 pandemic. Maintain national defense - security, order, and social safety in the area. Focus on promptly and effectively resolving problems right in residential areas; resolutely fight, prevent, and handle violations of the law, and push back social evils.

Tuesday,In this session, we have made initial innovations in the preparation and organization of the session. This is an important premise to continue improving the quality of the upcoming sessions of the Provincial People's Council; in which, focusing on innovating the method of organizing and conducting discussions at the session; selecting discussion and questioning content that is close to reality, issues that are of interest to the majority of voters, associated with the responsibility of quick - concise - thorough explanation of relevant authorities.

Strengthening the application of information technology, moving towards effectively applying the model of "paperless meetings", managing data and documents of the Provincial People's Council using software. Diversifying forms of contact with voters, towards increasing thematic contact, direct contact with people, workers, by profession, by gender... Innovating information work, disseminating activities of the People's Council, creating a "bridge" between delegates, voters and people in the whole province.

Wednesday,After the session, it is recommended that the People's Council delegates continue to meet with voters, report the results of the session, disseminate and propagate the Resolution of the Provincial People's Council; actively listen to and grasp the thoughts and aspirations of voters and people to promptly make recommendations and reflections to the Provincial People's Council and the Provincial People's Committee for consideration and resolution. Strengthen monitoring and supervision of the implementation of the Resolution of the Provincial People's Council, supervise and urge the resolution of voters' recommendations, complaints and denunciations of citizens.
