(Baonghean.vn) - According to the report of the Department of Home Affairs, in the first 6 months of 2023, Nghe An province streamlined 183 positions, including 51 cadres, civil servants and 132 public employees.

Perform tasks effectively

In the first 6 months of 2023, the Nghe An provincial Department of Home Affairs has focused on improving the effectiveness and efficiency of state management. Timely reviewing, researching, amending, supplementing, and issuing new legal documents to specify the documents of the Central Government in order to perfect the institutional system to ensure unity, synchronization, publicity, and transparency in the implementation process.

The sector continues to effectively implement the Project on organizational and apparatus arrangement associated with staff management. In the first 6 months of 2023, the whole province streamlined 183 staff, including 51 cadres, civil servants and 132 public employees.

The Department of Home Affairs advises the Provincial People's Committee to direct agencies and units to develop job position projects according to the guidance of specialized ministries.

At the same time, the management, training, fostering, regimes and policies for the staff, civil servants, public employees and workers in the province are carried out seriously and in accordance with regulations. The work of building the government is focused on, in which the focus is on developing the Project to adjust the administrative boundaries and urban space of Vinh city, resolving existing problems in the implementation of Project 513.

Administrative reform has many positive changes, especially the leadership role of Party committees at all levels, the direction and administration of authorities at all levels has become more drastic, faster, and more effective; many tasks and solutions have been promptly proposed to overcome shortcomings and limitations in administrative reform work at agencies, units, and localities.

Emulation and reward work continues to be strongly innovated, increasingly substantive, ensuring timely and appropriate commendation and reward, prioritizing direct laborers, creating motivation for development. State management of religious beliefs is implemented resolutely, in compliance with the law; the situation of beliefs and religions in the province is basically stable.

The field of documents and archives is increasingly receiving attention; in which, the focus is on storing electronic documents as a basis for promoting digital transformation in the field of archives to promote the value of documents to serve socio-economic development. The management of associations, funds and non-governmental organizations, youth work, training, fostering, inspection, legislation, international cooperation, etc. have had many positive results.

In addition to the achieved results, the Home Affairs sector pointed out the shortcomings and limitations that need to be overcome: The rate of online public service records is still low; mainly implemented directly at the provincial public administrative service center and at the one-stop department at the district and commune levels.

The work of reorganizing the apparatus, streamlining the payroll, and restructuring the civil servant and public employee team has not been really effective. Some agencies and units are facing difficulties and obstacles in reorganizing the apparatus, advising on regulations on functions and tasks; the reorganization of some public service units is still slow.

Discussing at the conference, departments and branches shared their experiences in their work; at the same time, they reflected on difficulties and obstacles, and made recommendations to the Department of Home Affairs and the Provincial People's Committee to remove difficulties and obstacles in performing professional tasks.

Improve the quality of advice

Concluding the conference, comrade Nguyen Viet Hung - Member of the Provincial Party Committee, Director of the Department of Home Affairs acknowledged and highly appreciated the results achieved by the entire Home Affairs sector in the first 6 months of 2023.

Deploying tasks for the last 6 months of the year, the Director of the Department of Home Affairs emphasized: In the coming time, the workload of the Home Affairs sector will be very large, therefore, the cadres, civil servants and public employees of the Home Affairs sector will continue to uphold the sense of responsibility in their work, coordinate smoothly, unite, improve the quality of advice, innovate leadership methods, and increase initiative in directing and operating in assigned fields.

First of all, it is necessary to thoroughly grasp the Central's documents on the Home Affairs sector; to build a strong, honest, and people-oriented Home Affairs sector.

Strictly implement Decree 107 of the Government to reorganize departments and units at the provincial level; focus on reorganizing public service units according to Decree 120 of 2020, especially for district-level Construction Investment Project Management Boards; reorganize the school system; build job positions after receiving instructions from ministries, departments and branches.

Districts, cities, towns, and units focus on completing teacher recruitment before the new school year; coordinate with the Department of Home Affairs to implement decentralization according to Resolution 04; pay attention to appointing and re-appointing officials; promptly carry out rotation, promotion, appointment, and apply new basic salary levels for officials, civil servants, and public employees; advise on implementing plans for training, fostering, and civil servant promotion exams.

Pay attention to implementing the arrangement of administrative units at district and commune levels for the period 2023-2025 according to Conclusion No. 48-KL/TW. Advise on drafting documents to implement Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and non-professional workers at commune, village and residential group levels; thoroughly resolve existing problems and difficulties regarding administrative boundaries.

In the field of administrative reform, improve the quality of advice for the Steering Committee for Administrative Reform of the province, departments, branches, districts, cities and towns; pay attention to the observance of administrative discipline and public ethics at agencies and units; amend and supplement the set of criteria for evaluating and ranking the administrative reform index to ensure fairness and objectivity.
