7 new policies take effect from April 2019

(Baonghean.vn) - Registration fees for pickup trucks will be tripled; Fishing must be done in writing; Fishing boats over 15m long can only fish in offshore areas; Three cases where businesses must conduct internal audits... are new policies related to various areas of life that officially took effect in April 2019.

1. Triple the registration fee for pickup trucks

This is the notable content in Decree 20/2019/ND-CP of the Government amending Decree 140/2016/ND-CP.

Specifically, from this point on, passenger and cargo cars with a permitted load capacity of less than 1,500 kg and 5 seats or less, and VAN trucks with a permitted load capacity of more than 1,500 kg will pay the first registration fee at a rate equal to 60% of the first registration fee for passenger cars with 9 seats or less.

Currently, the registration fee for passenger vehicles with 9 seats or less is 10 - 15%, depending on the locality. With the registration fee being 60% of the fee for vehicles with 9 seats or less, the registration fee for pickup trucks will be around 6 - 9%, 3 times higher than the current 2%.

The Decree takes effect from April 10, 2019.

2. Playing them must be in writing

Decree 19/2019/ND-CP of the Government requires that agreements on family lines must be made in writing, instead of being able to be agreed upon orally as before.

The agreement on the family line must have the following main contents: Personal information of the family line owner and members (full name, ID number, date of birth and place of residence); Number of members; Family part; Time of the family line, family opening period; Form of family contribution, family receipt...

Also according to this Decree, the interest rate when playing with profit cannot exceed 20%/year.

The Decree takes effect from April 5, 2019.

3. Fishing vessels over 15m long are only allowed to fish in offshore areas.

Decree 26/2019/ND-CP of the Government regulates the management of fishing vessel activities in Vietnam's sea areas.

Specifically as follows:

- Vessels with a maximum length of 15m or more operating in offshore areas are not allowed to operate in coastal and offshore areas.

- Vessels with a maximum length of 12m to less than 15m operating in offshore areas are not allowed to operate in offshore and coastal areas.

- Vessels with a maximum length of less than 12m operating in coastal areas are not allowed to operate in offshore and offshore areas.

In addition, fishing vessels registered in a province are only allowed to operate in the coastal areas of that province; except in cases where there is an agreement on fishing vessel activities in coastal areas between the People's Committees of the two provinces.

This Decree takes effect from April 25, 2019.

4. Three cases where businesses must conduct internal audits

According to Decree 05/2019/ND-CP of the Government on internal audit, there are 3 cases where enterprises are required to conduct internal audit, including:

- Listed company;

- Enterprises in which the State owns more than 50% of the charter capital are parent companies operating under the parent-subsidiary model;

- State-owned enterprises are parent companies operating under the parent company - subsidiary model.

The Government also encourages other enterprises to conduct internal audits by hiring independent auditing organizations.

The Decree takes effect from April 1, 2019.

5. Each stall in the wholesale market must be at least 3m wide.2

National technical regulations on wholesale markets and auction markets for agricultural, forestry and fishery products issued together with Circular 11/2018/TT-BNNPTNT are officially applied.

According to this Regulation, the location in the market where the activities of processing, preserving, gathering, buying and selling products are carried out; including stalls, stalls, kiosks, and stores are fixedly arranged within the market according to the construction design and have a minimum standard area of ​​3m2.2.

Wholesale markets must be separated from stores and petrol depots by a minimum distance of 80m, and separated from environmentally polluted areas and waste treatment areas by a minimum distance of 500m.

Roads for moving and transporting products in the market's business area must be at least 1.5m wide; Stalls or shelves for displaying products must be made of durable, easy-to-clean materials, suitable for the nature of each product.

Circular takes effect from April 1, 2019.

6. New guidelines on determining university admission targets

Circular 01/2019/TT-BGDDT, recently issued by the Ministry of Education and Training, has added a number of new regulations related to determining regular university enrollment targets, including:

- For newly opened training majors in the year of enrollment, the quota determined for that major must not exceed 30% of the training capacity of the major;

- Universities that have not violated enrollment regulations for 3 consecutive years and have a rate of 90% or more of graduates having jobs/year will be allowed to increase their quota by a maximum of 10% compared to the previous year for majors that do not have an accreditation program.

- If there are students who are screened, after determining the above quota, the quota can be increased by no more than 25% of the average number of screened students in the 4 years preceding the year of enrollment.

This Circular takes effect from April 12, 2019.

7. Daytime inpatient treatment at traditional medicine hospital

Circular 01/2019/TT-BYT of the Ministry of Health on daytime inpatient treatment at traditional medicine examination and treatment facilities.

This Circular stipulates that the appointment of inpatient treatment during the day at these facilities is decided by the doctor and must meet the following criteria:

- The patient's health condition and illness require inpatient treatment but do not necessarily require 24/7 monitoring and treatment at a medical examination and treatment facility;

- Time for monitoring and inpatient treatment during the day for patients is at least 4 hours/day at the medical examination and treatment facility.

- If the patient's medical condition can be treated as an outpatient, inpatient treatment during the day is not applicable;

For patients who do not reside in the same province or city where the medical examination and treatment facility is located, they can receive inpatient treatment during the day or 24/7.

The Circular takes effect from April 15, 2019.
