The two permanent members of the Security Council, Russia and China, as well as Kazakhstan and Bolivia, supported it.
However, the US, UK, France, Sweden, Ukraine, Italy and Uruguay voted against. Four other Security Council members, Ethiopia, Japan, Egypt and Senegal, abstained.
Earlier, Russia's permanent representative to the United Nations said that Moscow introduced a draft resolution on the OPCW mission's mandate because Security Council members refused to consider it after voting for a similar US project.
