92/94 commune-level administrative units subject to merger in Nghe An have completed collecting voters' opinions.

(Baonghean.vn) - In the process of arranging administrative units, there is a process of collecting voters' opinions. Up to this point, the whole province has had 92/94 communes, wards and towns subject to merger completed collecting opinions with a high consensus rate, from 61.5% to 100%.

Promoting democracy, respecting voters' opinions

Regarding the merger of administrative units, there are many issues that officials, party members and people are concerned about, such as the name of the new commune; the use of public assets, including commune headquarters, schools, and medical stations; the arrangement and assignment of officials and civil servants; issues arising after the merger such as the conversion of documents and the lives of people after the merger...

Localities have focused on propaganda work to get officials, civil servants, party members and people to agree on the merger plan. For example, in Thanh Chuong district, the District Steering Committee assigned the responsibility to the District Party Committee's Propaganda Department to develop a plan and orient propaganda content to send to each block and hamlet Party cell. The district assigned the responsibility to each member of the District Party Committee Standing Committee in charge of the area, and the head of the grassroots steering group to attend the expanded Party Committee meeting of the communes implementing the merger to propagate, and at the same time, listen to grassroots opinions, especially on the name and use of facilities after the merger.

Comrade Trinh Van Nha - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Thanh Chuong District said: According to the viewpoint of the district-level steering committee, in addition to the district's orientation, the names of the communes after the merger should respect the opinions of local officials and people. Therefore, although the district's initial orientation on the names of the merged communes of Thanh Giang and Thanh Mai was Bich Trieu or Tan Dan; however, through the meeting of the Party Executive Committees of the two communes, they proposed to take the name of Mai Giang commune. Similarly, the merged communes of Thanh Khe and Thanh Chi were oriented to be Vinh Tho, but the executive committees of the two communes discussed and decided to take the name of Thanh Qua commune.

In Thanh Mai commune, comrade Ha Quang Thang - Deputy Secretary of the Party Committee, Chairman of the People's Committee of the commune said: Propaganda work was carried out smoothly, from meetings to disseminate and propagate in the Party Executive Committee, the extended Executive Committee, the executive committee team and key cadres through the periods, to cadres, civil servants, party members, secretaries, hamlet chiefs, and heads of mass organizations. The locality also established mobile propaganda teams to each residential area to encourage people to raise awareness, consciousness, and responsibility to participate in voting to get opinions on the commune merger project.

Together, propagate to create a common consensus on the merger plan; localities focus on propagating to raise awareness, responsibility, rights and obligations of voters and people participating in collecting voters' opinions on the merger plan.

Mr. Nguyen Dinh Phung - Head of the Front Work Committee of Hamlet 9, Cong Thanh Commune (Yen Thanh) said: "Through the propaganda of the Party Committee, the commune government and the hamlet party cell, people clearly understand that the commune merger does not affect the people. We still work on our fields; life is still united; there is only one change in paperwork, but the government commits to providing maximum support for people to implement smoothly. Therefore, the whole hamlet has 293/308 voters participating in the consultation on the commune merger; of which, 290/308 (94.2%) voters agreed with the plan to merge Dong Thanh and Khanh Thanh communes into Van Tu commune.

In Xuan Lam commune, Nam Dan district, Mr. Pham Van Phu - a resident of hamlet 7 said: From the merger policy to the steps of the process of collecting voters' opinions on the commune merger project, the locality publicly informed voters and people. The organization of collecting voters' opinions was conducted publicly, democratically, and respected the people's right to mastery. The results of collecting voters' opinions showed that 100% of the hamlet's voters were on the final list to participate in the vote and 100% of voters agreed to the plan to merge Xuan Lam commune and Hong Phong commune into Xuan Hong commune.

Comrade Nguyen Ho The - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Xuan Lam Commune (Nam Dan) said: Before organizing the conference to collect voters' opinions, the commune organized a conference of the entire Party Committee to thoroughly educate Party members to raise awareness and responsibility in participating in collecting voters' opinions, at the same time, propagandize, do a good job of ideological work, create high consensus among the people.

On the day of the opinion gathering, the locality continued to assign cadres and civil servants to closely follow the area to propagate, guide and supervise the opinion gathering process. Accordingly, Xuan Lam commune had 5,200/5,200 voters, reaching 100% of voters participating in the vote to gather opinions, of which, 99.17% of voters agreed on the plan to merge Xuan Lam commune and Hong Phong commune into Xuan Hong commune.

Along with promoting democracy and respecting the people's right to be the masters, some localities have also facilitated people to give their opinions by organizing ballot distribution and collecting opinions at home for those who are in poor health, or busy with work, or are unable to vote at the concentrated area. In Quynh Luu district alone, in 15 communes, voters' opinions were collected with a total of 137 voter opinion groups distributing ballots and collecting opinions at each household.

92/94 units completed the consultation

Up to this point, all 13 district-level units with commune-level administrative units that must be merged in the 2023-2025 period have conducted voter consultations, with a total of 92/94 communes, wards and towns. Of these, 12/13 units have completed the consultation; except for Quynh Luu district, which has only completed 15/17 communes and towns (Quynh Doi and Quynh Hau communes are continuing to propagate to create consensus among the people before organizing the consultation).

As a result, the percentage of voters participating in giving opinions on the merger plan in localities was quite high, from 88.22% to 100%.

Specifically, there are 4 localities with 100% voter participation rate, including: Dien Chau district with 10/10 communes and towns; Cua Lo town with 7/7 wards; Nghia Dan district with 5/5 communes; Nam Dan district with 4/4 communes.

Next, Quynh Luu district has 14/15 communes and towns with the percentage of voters participating in the survey; Thanh Chuong district has 12/16 communes and towns; Yen Thanh district has 8/14 communes and towns; Tan Ky district has 3/4 communes; Hung Nguyen has 3/6 communes; Do Luong district has 1/2 communes; Anh Son district has 1/3 communes...

The results of the consultation with the percentage of voters agreeing to the merger plan in 92 communes, wards and towns that were consulted; the lowest was 61.5% and the highest was 100%.

According to Article 132 of the 2015 Law on Organization of Local Government: “After consulting voters on the establishment, dissolution, merger, division, and adjustment of administrative boundaries, if more than fifty percent (50%) of the total number of voters in the area agree, the agency developing the project is responsible for completing the project and sending it to the People's Councils of relevant administrative units for comments.”

Thus, according to the provisions of Article 132 of the Law on Organization of Local Government, the results of the voter consultation in 92 communes, wards and towns in the province all reached over 50% of the regulation; from 61.5% to 100%.

The high consensus of voters on the arrangement plan is an important legal basis for the People's Councils at the commune, district and provincial levels to hold meetings to approve the Project on arranging commune-level administrative units for the period 2023 - 2025 under their authority before submitting it to the Central Government for appraisal and approval for implementation. Currently, localities are focusing on organizing meetings of the People's Councils at the commune and district levels to consider and approve resolutions on proposing approval of the policy on arranging commune-level administrative units for the period 2023 - 2025.
