On that basis, Nghia Dan district synchronously deploys solutions to ensure the merger of communes on schedule.

Build a suitable roadmap

Implementing the policies and directions of all levels on the arrangement of administrative units (Us), Nghia Dan district has developed a Project to arrange commune-level administrative units for the period 2023 - 2025 in the area. Accordingly, the entire natural area and population size of Nghia Phu commune, the administrative unit with natural area and population size below 70% of the standard, will be merged into Nghia Tho commune (adjacent administrative unit) with natural area of ​​46.16% and population size of 284.24% compared to the standard to establish a new administrative unit, with the expected name of Nghia Tho commune.

Merge the entire natural area and population size of Nghia Hieu commune, the administrative unit with natural area and population size below 70% of the standard, Nghia Thinh commune with natural area below 20% and population size below 300% of the standard into Nghia Hung commune (adjacent administrative unit) with natural area 34.66% and population 139.24% of the standard to establish a new administrative unit with the expected name of Nghia Hung commune. After the arrangement, the office of Nghia Tho commune (new) is expected to be located at the office of Nghia Phu commune (current); the office of Nghia Hung commune (new) is expected to be located at the office of Nghia Hung commune (current).

The Standing Committee of Nghia Dan District Party Committee has issued many documents to lead and direct Party committees and authorities at all levels, especially heads of agencies, units and localities, to promote their roles and responsibilities in implementing this task.

The Standing Committee of the District Party Committee also promptly organized a dialogue conference with cadres and civil servants of communes subject to this stage of arrangement to listen to their thoughts, aspirations and recommendations; at the same time, assigned tasks to Party committees at all levels to continue to propagate to the people to understand the merger policy to create solidarity and high consensus in the process of implementing the merger policy in the area.

The District People's Committee directs competent agencies to compile statistics and review administrative units subject to rearrangement to develop plans and rearrangement options in accordance with the spirit of resolutions and conclusions of the Politburo, the National Assembly Standing Committee and directives and instructions of the province.

To effectively implement the Project, the Standing Committee of Nghia Dan District Party Committee has established a Steering Committee for the arrangement of administrative units at the commune level for the period 2023-2025, headed by the Secretary of the District Party Committee; assigned tasks to members of the Steering Committee and established 5 working groups to assist the Steering Committee in collecting voters' opinions. The Party Committees of the communes subject to the arrangement have established 5 Steering Committees for the arrangement of administrative units for the period 2023-2025, 5 working groups to assist the Steering Committee of the commune and established 27 groups to collect voters' opinions in the hamlets. At the same time, review and develop plans to resolve issues arising after the arrangement and merger.

Through organizing the collection of opinions from people in the communes subject to merger, the average rate of 5 communes collecting opinions reached over 97% of people agreeing with the merger plans; of which 13/27 hamlets reached 100% of the votes, the hamlet with the lowest number of votes was over 76%.

Create consensus in implementation

Along with reviewing and developing plans, the district directs departments, branches, the Fatherland Front, mass organizations, and localities to carry out the arrangement and promote propaganda about the purpose, requirements, and significance of the arrangement of commune-level administrative units; and propagate the guiding documents of the Central and the province on this work. On that basis, create unity in awareness and action among Party committees, authorities, cadres, party members, and consensus of people in localities subject to arrangement.

In Nghia Thinh commune, at first, some people were still wondering about the name, about the difficulties of students going to school and patients coming for initial medical examination and treatment if merged into Nghia Hung commune. The Party Committee and the commune government explained clearly to the people, the people understood that the arrangement of administrative units at the commune level was a necessary requirement, so after being propagated and disseminated, the majority of people trusted and agreed with this policy.

Comrade Vo Dinh An - Secretary of the Party Committee of Nghia Thinh commune said: "Immediately after the district's policy was issued, the Party Committee of the commune held a meeting to fully disseminate the documents of the Central and the province on the arrangement of commune-level administrative units to all cadres, party members and people in the area. Directing mass organizations and hamlets to step up propaganda about the district's Project to create high consensus and unanimity in the entire political system, cadres, party members and people. At the same time, doing a good job of grasping the thoughts and aspirations of party members and people to best ensure their interests when implementing the arrangement".

During the implementation process, there were a number of proposals from the people, and authorities at all levels propagated and had dialogues to create consensus on the common policy. Mr. Vu Van Hoat, a resident of Son Mong hamlet (Nghia Hieu commune) shared: "We fully support the merger policy, however, the distance from Son Mong hamlet to the current Nghia Hung commune headquarters is about 10km, which is not convenient for people to travel when carrying out administrative procedures and medical examination and treatment. So some people petitioned the competent authorities to consider merging the hamlet into Nghia Thanh commune."

Regarding that recommendation, the Party Committee and the commune government organized meetings, dialogues, and contacts with voters to disseminate and answer people's concerns and questions in order to create consensus. They instructed voters that if they have any recommendations or suggestions, they should write them directly on the opinion ballot to synthesize and fully recommend them to the competent authority. With many "reasonable and logical" solutions, the process of collecting voters' opinions here went smoothly, and the majority of people agreed and supported the merger into Nghia Hung commune as planned.

With early initiative and unity in propaganda orientation in many forms, from through cluster news conferences to key officials of hamlets in the merged commune; through short, clear propaganda articles broadcast on hamlet loudspeaker systems; mobile propaganda, through social networks, to meetings and people's meetings to propagate and explain. At the same time, on April 20, Nghia Dan district organized to collect voters' opinions in communes under the Project to arrange commune-level administrative units for the period 2023-2025. The activities were organized publicly, transparently and democratically, respecting the people's right to mastery, so they received high consensus and support from voters.

With the proactive participation of all levels of sectors and localities, along with the methodical, scientific, drastic, synchronous and practical propaganda and implementation methods, the implementation of the arrangement of administrative units at the commune level in Nghia Dan has been and is being implemented on schedule with high consensus. Hopefully, after the arrangement, the Party Committee, government and people in the new administrative units will continue to promote solidarity, create a strong driving force to promote local socio-economic development, and continuously improve the material and spiritual life of the people.

After completing the arrangement of commune-level administrative units, in the 2023-2025 period, Nghia Dan district will reduce from 23 communes and towns to 20 commune-level administrative units.
