(Baonghean.vn) - The report of the Land Clearance Board of the Coastal Road Project through Nghe An shows that the land clearance here is not yet complete.

Coastal Road Projectfrom Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) was approved by the Provincial People's Committee in Decision No. 4429/QD.UBND dated October 29, 2019, with a length of 7.44 km through Nghi Loc district (1.08 km) and Cua Lo town (6.36 km). After nearly 2 years of implementation, the site clearance work, despite being directed with attention, has not been completed, affecting the construction progress.

According to current reports, localities have cleared 6.55 km/7.44 km, reaching 88% (agricultural land 5.88 km; residential land 0.67 km), with 0.89 km of residential land remaining.

DistrictNghi LocThe section through Khanh Hop commune (1.08 km) has been handed over 1.01 km/1.08 km, reaching 93%; the remaining land at the intersection of National Highway 46 (3 households with houses) and 30m of the main route has 1 household with a main house that has not been handed over.

In Nghi Loc district, Mrs. Nguyen Thi Thu's household has a total area of ​​928.8 m2 (300 m2 of residential land + 628.8 m2 of garden land), of which the recovered area is 375.5 m2 of garden land, the remaining 553.3 m2 (300 m2 of residential land + 253.3 m2 of garden land) has been approved and the household has received money for the recovered area. Currently, the family requests compensation for the recovered area of ​​375.5 m2 of residential land and a plot of land in the resettlement area for the family of her child, the remaining 553.3 m2 for Mrs. Thu's household to continue using.The District People's Committee mobilized the family and agreed to arrange a resettlement plot with land use fees collected without auction. Currently, the District People's Committee and the family have found a location and are completing the procedures to hand over the resettlement land.

At the QL46 intersection, 12 households with residential land are affected (9 households with approved land and 3 households with unapproved land).

Currently, 9/12 households have been handed over the land, 3 households have not yet approved, 3 households have houses that have not been inventoried (Mr. Tran Minh Dieu, Mr. Tran Minh Tri, Mr. Hoang Hong Ha): It is not possible to distinguish between assets built on land with a certificate of ownership and on corridor land, so the assets cannot be inventoried.

Nghi Loc District People's Committee has established a team to re-determine the corridor boundary as a basis for making an inventory and counting to establish a compensation plan. The road foot and road corridor have been determined according to the Nam Cam Cua Lo road project in 2001, but are currently facing difficulties in determining the land plot boundary to carry out compensation for site clearance.

The section passing through Cua Lo town still has 37 households (0.82 km long) that are stuck. Specifically: In Nghi Hoa ward (30 households), the compensation plan has been approved for 28/30 households according to the adjusted unit price, while 2 households, Mr. Nguyen Khac Hau and Ms. Nguyen Thi Huong, have not yet approved the land compensation plan due to mutual boundary disputes. Currently, 28 households have received money for property and 27 households have received money for property + land; 13 households have handed over the project construction site. Other households have not received money because there are lawsuits reflecting that the compensation price is low compared to the market price.

In Nghi Hai ward, 22 households have approved the compensation plan for 22/22 households according to the adjusted unit price. Currently, 19 households have received money for assets and 7 households have received money for assets + land; 2 households have handed over the project construction site. Other households have not received money or handed over the site because there is a lawsuit reflecting that the compensation price is low compared to the market price.

Regarding the resettlement plan, 41 households/58 lots have been approved and 29 lots/58 lots have been allocated land in the field.

Recently, although the Department of Transport has actively coordinated and urged localities to implement site clearance, site clearance work in localities has progressed slowly, including due to the prevention and control of the Covid-19 pandemic. To ensure project progress and accelerate public investment disbursement, the Provincial People's Committee requested localities to urge and stick to the area to completely clear the site.
