Nghi Son - Cua Lo coastal road: Concentrating on the final stage, determined to remove the final 'bottleneck' of site clearance
The Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) Coastal Road Project not only contributes to the completion of the transport infrastructure network but also opens up new development space for the socio-economic, tourism and national defense - security of coastal areas. With such a scale, this key project is receiving special attention from all levels, sectors and localities, determined to reach the finish line soon.
Great effort
The coastal route Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 to Km76 is a national key traffic project. With a total investment of more than 4,651 billion VND, the route is designed according to the level III plain standards, with a 12m wide roadbed and 11m wide road surface.
This project is divided into 2 packages, in which package XL01 is implemented from Km7+00 to Km48+250; package XL02 is implemented from Km48+250 to Km76+00. The whole project has 8 bridges spanning river mouths and canals. Of which, there are 5 large bridges: Hoang Mai, Lach Quen, Cua Thoi, Lach Van, Nghi Quang and 3 small bridges: Tan Long, Nha Le canal, Nghi Tan.

Construction began in February 2022 and is expected to be completed in early 2026. Once completed, the route promises to be an important driving force for local economic development. In particular, the project will help connect key economic zones in the region from Thanh Hoa to Nghe An; connect Vissai International Seaport, Cua Lo Port, DKC Port and key tourist areas located along coastal localities, contributing to improving local competitiveness.
In addition to its economic significance, the route also plays a special role in ensuring national defense and security, creating favorable conditions for force mobilization and quick response to emergency situations. At the same time, the route is also an important landscape axis, promoting coastal tourism development, opening up new spaces for coastal tourist cities in Nghe An.
According to the report of Nghe An Department of Construction, as of August 2025, the XL01 and XL02 packages have completed more than 91% of the volume. The project has also been allocated capital of 4,037.6 billion VND, of which 435.9 billion VND will be allocated in 2025. The entire 56 km route of roadbed, road base, and asphalt has been basically completed; large and small bridges have all been completed.
In particular, implementing the direction of the Provincial People's Committee, construction units are making every effort, determined to shorten the progress, mobilize maximum human resources and machinery, continuously construct, striving to basically complete all items by the end of 2025, early 2026, to put the project into operation, serving local socio-economic development.

Create consensus, remove bottlenecks in land clearance
In addition to the positive results in construction progress, the site clearance work of this project has also been actively resolved by the localities, especially in areas with problems. Up to now, the entire route has handed over the site, reaching more than 99%. Only 2 households in Tan Mai ward (belonging to the old Hoang Mai town), and Quynh Phu commune (belonging to the old Quynh Luu district), are being actively mobilized by the local authorities to hand over the site soon.
Specifically, in Tan Mai ward, there is still Mr. Tran Van Danh's household in Son Long village (old Quynh Lap commune). It is known that the land area recovered from Mr. Danh's family belongs to plot number 156, map sheet number 23, with an area of 1,669.2m2.2, is residential land and land for annual crops. Although Mr. Danh's family has received compensation for 200m2residential land, but did not receive compensation for the remaining annual crop land.

The local government, since the time Hoang Mai town was still in operation, has approved and paid many times, but Mr. Danh's family still does not agree with the relocation costs. At the same time, they petitioned about the origin of the land and requested compensation for the cold storage built on land for growing annual crops.
Ms. Nguyen Thi Huong - Chairman of Tan Mai Ward People's Committee said: Mr. Danh's petitions have been answered by the local government many times, however, the family still refuses to hand over the site. In order to hand over the site on time to the construction unit, the locality has now completed the enforcement plan and is waiting for the competent authority to approve it.
In Quynh Phu commune, the new locality was established on the basis of merging Thuan Long, Van Hai, Phu Nghia communes of Quynh Luu district (old). Although the new government apparatus has been in operation for less than 2 months, it has shown a strong and synchronous spirit in the work of site clearance to serve this project.

In particular, immediately after receiving the task from the People's Committee of Quynh Luu district, the commune government proactively propagated, mobilized, and organized many direct dialogues to resolve problems with related households. Specifically, on the morning of August 5, 2025, the People's Committee of Quynh Phu commune organized a dialogue with two households of Ms. Ho Thi Truong and Mr. Truong Dac Quy in Minh Son village (former Phu Nghia commune), these are households whose land was affected by the Coastal Road Project. Both families even filed a complaint with the Provincial People's Committee.

At the dialogue, thanks to persistent advocacy and thorough explanation of the people's concerns, by August 14, 2025, both households agreed to hand over the site, creating favorable conditions for the construction unit to continue implementing the project.
Currently, in Quynh Phu commune, there is only one household, Mrs. Vu Thi Chat, in Thuan Loi village, who has not yet handed over the land. The area that Mrs. Vu Thi Chat is using belongs to plot 155, map 299, with an area of 269.4m2.2,In which, the area within the clearance scope is 51.9m2(located on the road's ditch). Currently, the People's Committee of Quynh Phu commune has also approved the agricultural land compensation plan for Mrs. Chat's family, however, the family has not yet agreed and requested support according to the price of garden land and residential land and 100% of the value of assets on the land.
Mr. Ho Van Thanh - Chairman of the People's Committee of Quynh Phu commune said that the locality is continuing to propagate and mobilize, at the same time, completing the necessary procedures for Mrs. Chat's household to soon hand over the site, ensuring the overall progress of the project.

On August 11, Chairman of the Provincial People's Committee Le Hong Vinh also inspected and directed to speed up the construction progress of the coastal road. In particular, the Chairman of the Provincial People's Committee also emphasized that the remaining work, although not large in volume, is crucial to completing the entire route, especially the problems related to site clearance.
Therefore, the Chairman of the Provincial People's Committee requested localities to continue to strengthen dialogue, mobilization and persuasion so that people can clearly understand the meaning and importance of the project for socio-economic development and community life. In case all measures have been fully applied but consensus is still not reached, local authorities will resolutely handle the matter in accordance with the provisions of law, ensuring timely completion, quality and safety.
It can be seen that early removal of the "bottleneck" of the site not only helps the contractor to implement the closed construction of the entire route, but also saves costs, avoids wasting time and resources. More importantly, this is a prerequisite for the project to be completed on schedule, put into operation in time, and promote the proposed socio-economic efficiency.
