Nghe An: Some households have not yet handed over land for the coastal road project.
The 59.91 km coastal road project through Nghe An plays an important role in connecting transport infrastructure and developing the coastal economy. However, site clearance is still facing difficulties because some households have not agreed on the compensation plan.
Quynh Luu district to hand over site at the end of March 2025
Quynh Luu District is the locality with the most problems in site clearance for the Coastal Road Project in the province. According to the report of the District Compensation, Support and Resettlement Council, as of March 11, there are still 15 households with a length of 0.4 km (accounting for 2.47%) that have not been cleared; specifically, in Phu Nghia Commune, there are 7 households, in Thuan Long Commune, there are 8 households...

In Minh Son hamlet, Phu Nghia commune, there are 9 households in the area of land clearance for the Coastal Road Project. Mr. Le Van Han - Party Cell Secretary, Head of Minh Son hamlet said: Over the past years, authorities at all levels have organized many meetings to propagate and mobilize people to implement the policy of compensation, support and land clearance for the Coastal Road Project.
Up to now, out of 9 households, 6 have agreed to receive compensation and hand over the land, while 3 adjacent households have not signed the compensation documents, including households: Truong Quoc Deo, Ho Thi Truong and Truong Van Quy. The reason is that Mr. Truong Quoc Deo's household did not agree on the compensation plan for the garden land adjacent to the residential land; 2 households, Ho Thi Truong and Truong Van Quy, requested compensation for the garden land and the residential land plot.

Mr. Truong Van Quy expressed that his family lives on a piece of land of nearly 2,000m2.2This was passed down from our ancestors. When the Coastal Road Project passed, the State reclaimed more than 500m from the family.2, compensation records according to agricultural land prices, so the family wishes to be compensated by the local government according to the price of garden land and residential land.
Disagreeing with the proposal of the above 3 families, the Compensation, Support and Resettlement Council of Quynh Luu district and the Phu Nghia commune government continue to mobilize. If the households still do not agree, the Site Clearance Team will coordinate with the District Department of Agriculture and Environment to develop a compulsory plan to submit to the District People's Committee in the near future.

At the meeting with Phu Nghia commune on March 11, speaking to reporters, Mr. Tran Viet Dung - Chairman of Quynh Luu District People's Committee said: In reality, there are still many complicated issues related to land and assets of individuals and organizations in the work of clearing the coastal road. The district's viewpoint is to give strong direction and hand over the site to the project before March 30, 2025. However, in reality, there are some recommendations from the people that exceed the authority of the locality, the district will propose the province to resolve them soon.
In cases under the district's authority where households still do not agree, the district will develop a plan to enforce or protect construction to speed up progress according to the province's direction.

Will be enforced according to regulations
As of March 10, the site clearance work for the Coastal Road Project in Nghi Loc district has completed 9.51/9.66 km, reaching 98.5%. Currently, the locality is facing difficulties with 3 households in Nghi Quang commune, including Ms. Tran Thi Ngo, Mr. Nguyen Van Lam and Ms. Ho Thi Ty.

According to the Nghi Loc District Compensation, Support and Resettlement Council, Ms. Tran Thi Ngo's household had all of their residential land taken back and had their compensation and support plan approved. However, her family has not signed the documents because they believe that the compensation price for land and assets on the land is low, and at the same time, they request compensation for all construction works on the land managed by the Commune People's Committee.
Two households, Mr. Nguyen Van Lam and Ms. Ho Thi Ty, had part of their agricultural land confiscated, including an area of garden land. The district People's Committee approved the compensation plan and announced payment many times, but these households did not agree, saying that the compensation level was low and requested to be granted resettlement land.
However, according to the 2024 Land Law, these households are not eligible for resettlement. On December 11, 2024, Nghi Loc District People's Committee issued Official Dispatches No. 3482 and No. 3483 to respond to this issue.

Mr. Nguyen Duc Tho - Vice Chairman of Nghi Loc District People's Committee affirmed that the compensation and support were all implemented in accordance with the State's regulations. Through inspection, some households had construction areas exceeding the area of the Land Use Rights Certificate, and there were even cases of encroachment on coastal land. Compensation prices for land and assets on land were applied according to the common level of the district and province.
The district will continue to dialogue and propagate so that people understand and comply with the regulations. If households continue to protest, the district People's Committee will carry out enforcement procedures to ensure progress. We are determined to complete the handover of the land for the Coastal Road Project by April 15.

In Dien Chau district, by mid-March 2025, the progress of site clearance for the Coastal Road Project had reached 99.8%. Mr. Le Manh Hien - Vice Chairman of Dien Chau District People's Committee said: Currently, there is only one household that has not yet handed over the site, that is Mrs. Tran Thi Tuyen in Dien Thanh town. The district is completing the final procedures for this household, moving towards handing over the entire site for the project to ensure progress.

Hoang Mai town has handed over the land for the 9.38 km/9.42 km Coastal Road Project, reaching 99.5%; 0.04 km remains. According to research, the part of the land still stuck in Hoang Mai town also has only one household, Mr. Tran Van Danh's household in Son Long village, Quynh Lap commune.
Mr. Nguyen Ba The - Head of the Urban Management Department of Hoang Mai town said: Currently, the town is continuing to explain and persuade the family to receive compensation money and hand over the land to the project soon. If the family still does not accept, the locality will organize enforcement after 6 months from the date of the land recovery notice, which is November 28, 2024.
Local residents of the areas where the project passes through believe that the Coastal Road Project opens up a direction for socio-economic development for coastal areas, and most households have promptly complied with the land clearance policy. Therefore, local authorities need to have a decisive solution for the remaining households in accordance with the law so that the road can be completed soon.
The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 - Km76 has a total actual length of 59.91 km, a total investment of 4,651 billion VND, with a scale of a grade 3 delta road, 5 large bridges and 3 small bridges. The project will be implemented from February 2022.According to the contract, the project construction schedule is 48 months, ending in February 2026. However, the Department of Transport (Department of Construction) is directing the construction to be completed in the third quarter of 2025.
