Stuck in site clearance, the project to upgrade Hanh Dich Street (Que Phong) is behind schedule

The project to upgrade the road from the center of Hanh Dich commune to Long Tien village (Que Phong) is behind schedule due to land clearance problems.

In early March 2025, despite the sunny weather, according to our observations, very few vehicles and machinery of the construction unit were deployed on the route from the center of Hanh Dich commune to Long Tien village, Hanh Dich commune, Que Phong district. Meanwhile, local authorities and people are looking forward to the project being completed soon for convenient travel, creating momentum for socio-economic development.

The representative of the project construction unit said that currently, the project is stuck with land clearance. Specifically, the route is stuck with 4 points related to protective forests, with a length of 2 km (due to having to cut curves on the route); stuck with 14 low-voltage power poles, fiber optic cables and 1 high-voltage double power pole; stuck with land clearance for crops of many households in the area.

In addition, during the construction process, the slope had to be lowered and the road widened at dozens of points, but large quantities of "orphaned rocks" were encountered, affecting the construction progress. The most difficult points were at the slope of Ban Cong bridge, at Km0+500 and Km2+400.

The project to upgrade the road from the center of Hanh Dich commune to Long Tien village, Hanh Dich commune (Que Phong) is invested from the capital of the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, with a total investment of more than 49 billion VND. The scale of the mountain road is grade V, the roadbed is 6.5m wide; the asphalt concrete road surface is 3.5m wide, with a longitudinal ditch system; the route length is approximately 5 km.

The project started construction at the end of March 2024 and is scheduled to be completed by the end of December 2025. According to data from the Que Phong District Construction Investment Project Management Board, as of early March 2025, the project's construction volume reached about 70% of the roadbed; the bridge, culvert, and drainage items reached 80 - 98%. The construction value reached about 18 billion VND, reaching 42% of the total construction package value; the roadbed, culvert, and drainage have not been constructed yet.

Talking to us, Mr. Bui Van Hien - Vice Chairman of Que Phong District People's Committee said: Currently, in the district, there are still a number of projects stuck in site clearance, including the Project to Upgrade the road from the center of Hanh Dich commune to Long Tien village.

Currently, the District People's Committee is continuing to direct departments and branches to speed up the site clearance process. For the electricity poles that have not been relocated, the district has proposed that the province support the relocation, but in the immediate future, the district will take the lead in coordinating with local authorities, the Electricity sector and related departments to relocate them soon to hand over the site to the project.

Regarding the intersections on the route, related to protective forests and households' assets, due to problems with mechanisms and policies on protective forest management, up to now, all levels and sectors have not been able to resolve them.

Today (March 5), leaders of Que Phong District People's Committee directly went to the projects to resolve problems related to site clearance, in order to speed up construction progress and capital disbursement.
