Que Phong commune was established on the basis of merging 4 previous administrative units including: Nam Giai, Chau Kim, Muong Noc and Kim Son town of the old Que Phong district. Currently, with a natural area of 276.58 km², a population of nearly 23,000 people and 31 hamlets and villages, of which ethnic minorities account for over 74% (mainly Thai, Kho Mu and Kinh), Que Phong commune is identified as a comprehensive center of economy, culture - society, public administration, trade - services of the region.

The geographical location of Que Phong commune is also of strategic significance as it has 9,064 km of border adjacent to Hua Phan province (Laos), managing two national border markers No. 371 and 372. This is not only a great advantage in developing border trade and goods trading, but also the front line in the task of protecting sovereignty, maintaining political security and social order and safety.
On that basis, Que Phong commune is being oriented to become the core connecting and spreading development for the whole region. In the 2020-2025 term, under many difficulties and challenges such as rugged mountainous terrain, uneven population, limited infrastructure, a border of more than 9 km long with Laos with many potential risks, along with the severe impact of natural disasters, epidemics, especially the COVID-19 pandemic, the Party Committees of the former communes and towns, now the Que Phong Commune Party Committee, have demonstrated resilience, innovation and flexibility in leadership and direction.
Party building work has received comprehensive attention and has seen many innovations in both content and method. Political and ideological work has been carried out regularly, contributing to raising awareness and political capacity of cadres and party members. Party cell activities have become increasingly orderly and disciplined; the principle of democratic centralism has been maintained, and the leadership, education and fighting spirit of the party organization have been clearly promoted. The exemplary role, especially that of the leader, has increasingly become a driving force spreading throughout the entire political system.
During the term, the Commune Party Committee admitted 125 new Party members; organized inspections and supervision of 20 Party organizations and 16 Party members; disciplined 11 cases of violations, strictly maintained Party discipline and order. Mass mobilization work has had positive changes, with the maintenance of direct dialogue between the government and the people, promptly resolving the legitimate aspirations and wishes of the people, consolidating the people's trust in the Party and the government. The "Skillful Mass Mobilization" movement associated with building a cultural life and civilized urban areas has spread widely, associated with many effective models. The completion of the construction and repair of 508 houses for poor households is a vivid demonstration of the spirit of solidarity, sharing and humanity in the community.

In the economic field, Que Phong commune has made an important breakthrough. In 2025, the total production value of the whole commune reached nearly 1,924 billion VND, the average income per capita increased from 27.98 million VND in 2020 to 41.34 million VND. The economic structure shifted in a positive direction, with industry - construction accounting for the largest proportion, followed by trade - services and agriculture - forestry - fishery. Agriculture remained stable with food output reaching nearly 8,000 tons, livestock development in the direction of farms, aquaculture area reaching 88 hectares, output of 58.5 tons of fish; forest cover reached over 74%.
Industry and construction developed with typical products such as yellow flower tea, fermented wine, and Cuong Hoai sour meat recognized as OCOP products. The trade and service sector recovered quickly after the pandemic, with 579 business households and 49 enterprises operating effectively. Kim Son central market was invested with nearly 130 billion VND, many homestay and community tourism models were formed, creating momentum for the development of local tourism economy.
The local budget is effectively managed, the total budget revenue of the whole commune reaches 185.06 billion VND, ensuring spending for development investment and social security. The work of planning, land management, environmental protection and climate change response has many positive changes. The new rural construction program has achieved outstanding results, infrastructure is increasingly complete, the face of the countryside has many clear changes.

Culture and society have developed synchronously. The education sector has seen many improvements, many schools have met national standards, and the teaching staff has been standardized. Digital transformation has been promoted, 99.5% of administrative procedures have been resolved on time, population, land, and household registration data have been integrated; 100% of commune leaders use digital signatures. Cultural, sports, and communication activities have taken place in abundance, creating a vibrant competitive atmosphere and connecting the community. Healthcare has been strengthened, with more than 5,000 patients examined and treated during the term; the satisfaction rate reached 94%; health insurance covers 95% of the population. Social security has been ensured, with more than 2,500 workers employed, 158 people working abroad; the poverty rate has decreased sharply from 25.6% in 2021 to 15.1% in 2025.
Determining its position as a border area, Que Phong commune attaches special importance to national defense and security tasks. Political security, order and social safety are always maintained. Military training, exercises and recruitment have all met and exceeded targets. The model of "Drug-free commune" has been vigorously implemented and achieved positive results. Border patrol and control work is maintained regularly, contributing to building a peaceful and friendly border with Hua Phan province (Laos).
