Coastal road project worth over 4,600 billion VND in Nghe An has more than 1km of land clearance remaining

By December 2024, the site clearance for the coastal road project through Nghe An had reached 98.2%. Up to now, the project is still waiting for the site clearance because some households have not agreed on the compensation price.

Many problems at the grassroots level

Nghi Loc district has 4 communes in the coastal road project, including Khanh Hop, Nghi Quang, Nghi Tien and Nghi Yen, affecting 539 households using land, of which 96 households have residential land and 263 households have agricultural land. The total land area recovered for the project is 17.8 hectares. By December 17, 2024, the site clearance compensation work has been basically completed and the site has been handed over for 9.46 km/9.66 km, reaching 97.9%. The reason is that some households with residential land in Nghi Quang commune have not yet cleared the site.

Currently, the coastal road project passing through Nghi Quang commune is temporarily suspended due to the lack of land clearance through Thanh Vinh 2 hamlet. Mrs. Tran Thi Ngo's family is one of the households that has not signed compensation documents in Thanh Vinh 2 hamlet.

It is known that in addition to the 3 children who built houses on residential land subject to land clearance, Mrs. Ngo's family also has the family of her son Nguyen Ngoc Quynh building a 2-storey house with an area of ​​150m2.2since 2018. This is the land that Mrs. Ngo's family encroached on along the coast. Therefore, the Nghi Loc District Compensation, Support & Resettlement Council applied a support level of 30% of the value of the property on the land, without granting resettlement land.

Speaking to reporters, Ms. Dang Thi Tham (Mr. Quynh's wife) said that the reason for not signing the documents is that the family requested the State to increase the compensation for assets on the land to a reasonable level and arrange resettlement accommodation for the family.

Also in Thanh Vinh 2 hamlet, Mr. Nguyen Hai Trung’s family has a 4-room house, of which the land clearance for the coastal road project only takes up 1 room and some auxiliary works. The family hopes that the authorities will create conditions to renovate the remaining part of the house to live in. This is also the reason why Mr. Nguyen Hai Trung’s family has not yet signed the land clearance compensation documents.

Mr. Nguyen Duc Tho - Vice Chairman of Nghi Loc District People's Committee said: All households subject to site clearance will receive compensation according to State regulations.

For Nguyen Ngoc Quynh's household in Nghi Quang commune, if compared according to regulations, they will not receive any support, because the family built a house on encroached land, while the time of building the house was after 2013, so the land must be restored to its original condition. However, due to the nature of the project's site clearance, the province has agreed to provide additional support equal to 30% of the land value for demolition. In the past, the district coordinated with the commune to send notices to households and mobilize and propagate, but the family has not yet signed the documents.

For Mr. Nguyen Hai Trung's household, according to regulations, when the household has received compensation from the State, it must demolish all assets on the land, then rebuild the house on the remaining land area, so the renovation of the house for living is being considered.

“The district’s solution is to initially handle some areas that have received the people’s consent. For households that still deliberately refuse to accept, the locality will continue to mobilize and propagate based on State regulations. The goal set by Nghi Loc district is to hand over the entire site for the coastal road project by the end of January 2025 at the latest.”

Hoang Mai town has handed over the land for the coastal road project of 9.38 km/9.42 km, reaching 99.5%; 0.04 km remains. According to the investigation, the part of the land that is stuck in Hoang Mai town has only one household left, Mr. Tran Van Danh's household in Son Long village, Quynh Lap commune.

According to the land recovery notice of Hoang Mai town, dated November 28, 2024, the land area recovered from Mr. Danh's family at plot number 156, map sheet number 23, in Son Long village is 1,669.2m2.2, is residential land and land for annual crops. However, up to this point, Mr. Tran Van Danh's family has received compensation of 200m2Residential land where the family previously built a house; the remaining area of ​​land for annual crops has not yet signed documents and handed over the site to the project.

Mr. Nguyen Ba The - Head of the Urban Management Department of Hoang Mai town said: "According to Decision No. 33/2024/QD-UBND of the Provincial People's Committee, the remaining land area of ​​Mr. Danh's family will be compensated with more than 2 billion VND. However, the town is currently proposing that the province apply a different support policy that is more beneficial to Mr. Danh's family. When the province has comments, the town will proceed with compensation according to regulations. If the family still does not accept, the locality will organize enforcement."

In Quynh Luu district, the coastal road project passes through 9 communes of this locality with a length of 16.17 km, total affected area of ​​406,838.7 m2.2; the number of affected households is 1,791 households. However, as of December 17, the site clearance for the coastal road project has only reached 97.34%, currently stuck at 23 households, with a length of 0.43 km.

Of which, Quynh Nghia commune still has 8 households, with a length of 0.2 km; Tien Thuy commune still has 4 households, with a length of 0.02 km and Quynh Thuan commune still has 11 households, with a length of 0.21 km. The reason is that there are still many problems in the process of compiling compensation records for land and assets on the land, causing households to continue to petition.

For example, the family of Ms. Vu Thi Chat in Thuan Loi village, Quynh Thuan commune is one of the households that has not yet had a compensation file for land clearance. Ms. Chat stated that because the District Compensation, Support & Resettlement Council prepared a compensation file based on garden land price, while the family requested compensation based on residential land price, the file has not yet been signed.

Mr. Nguyen Minh Thanh - Head of the Department of Natural Resources and Environment of Quynh Luu district said: Currently, the district continues to mobilize households to agree to hand over the site to the project before December 31, 2024. In case any household does not agree, the district will develop a plan to enforce land recovery to hand over the site to the construction unit in accordance with regulations, ensuring project progress.

Currently, compensation for site clearance is applied according to Decision No. 33/2024/QD-UBND, dated September 30, 2024 of the Provincial People's Committee promulgating regulations on compensation, support and resettlement when the State acquires land in Nghe An province.

Dien Chau District is a locality that has made great efforts in site clearance for the coastal road project. Mr. Le Manh Hien - Vice Chairman of Dien Chau District People's Committee said: Up to now, there is only one household that has not yet handed over the site. The district has directed the relevant agencies and Dien Thanh town government to continue to mobilize and hand over the site to this household as soon as possible.

Strive to complete the project in the third quarter of 2025

The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 - Km76 has a total actual length of 59.91 km, a total investment of 4,651 billion VND, with a scale of a grade 3 delta road, 5 large bridges and 3 small bridges. The project has been implemented since February 2022. To date, the capital allocated for the project is 3,625 billion VND, of which 798.6 billion VND in 2024 alone. To date, 3,438 billion VND has been disbursed, reaching 94.86%, of which 612 billion VND was disbursed in 2024, reaching 76.65%.

In the site clearance work, by mid-December, 58.89 km had been approved, reaching 98.2%; 1.02 km/49 households remained. Of which, Hoang Mai town had 0.04 km; Quynh Luu district had 0.43 km; Dien Chau district had 0.05 km; Nghi Loc district had 0.5 km. Up to now, the total value of implementation was 2,458 billion VND/2,791 billion VND, reaching 88%.

According to the contract, the project construction schedule is 48 months, ending in February 2026. However, the Department of Transport is directing the construction to be completed in the third quarter of 2025.
