Resolutely removing obstacles to clear land for coastal road through Nghe An
By the end of September 2024, the coastal road project through Nghe An still had some sections that had not yet been handed over. Currently, localities are focusing on removing obstacles and resolutely clearing the land as soon as possible.

Quynh Luu district is a locality with many areas that have not been cleared for construction.coastal road project, with more than 500m route length.

In Quynh Thuan commune, Mr. Nguyen Van Linh - Vice Chairman of the Commune People's Committee said: The locality has 144 households, with a length of nearly 3km in the area.land clearancecoastal road project through Nghe An. By early October, 142 households had signed documents and received compensation for land clearance, while 2 households had not yet received documents.
Of the 142 households that have received money, 6 households have not yet demolished their houses or handed over their land. The reason is that the people have requested the State to issue land use right certificates in the resettlement area; along with that, the resettlement location currently has no electricity grid.
Ms. Vu Thi Chat's family is one of two households that have not yet had a compensation file for land clearance. Ms. Chat stated that because the District Compensation, Support and Resettlement Council prepared a compensation file based on the garden land price of 58 million VND/51.9m2, while the family requested compensation based on the residential land price, the file has not yet been signed.

Next door, Mr. Bui Ngoc Tiep's household also does not have a compensation file for land clearance. Mr. Tiep and his wife said that, according to the road boundary, the edge of the coastal road is close to the steps in front of the house, so the family petitioned the district, willing to give up the entire residential land plot to go to the resettlement area; or else, compensate for the recovered land area according to the origin of the residential land before 1980. Because in 2015, Mr. Tiep and his wife bought the land plot from a household that had lived there since before 1980. However, by the end of September, the district's Compensation and Land Clearance Council had not yet responded in writing.

Mr. Tran Van Suu in Phu Yen village is one of the 6 households that have received money but have not yet handed over the land. Mr. Tran Van Suu said that his family has received all the compensation money for land clearance, but because the State has not yet granted the right to use the land in the resettlement area, his family has not been able to move.

Quynh Nghia Commune is a locality that still has land issues with 4 households in hamlets 5, 6 and 7. Contacting Ms. Nguyen Thi Binh, 1 of the 4 households that have not yet handed over the land, it is known that the family has not signed the documents because they believe that, according to the documents, the compensation for her family is 13 million VND/m2, while some other households are compensated at 14 million VND/m2, which is unreasonable.

Like Mrs. Binh's family, Mr. Ho On's family also requested the Land Clearance Council to adjust the compensation price to 14 million VND/m2.2.
According to information from the Compensation, Support and Resettlement Council of Quynh Luu district, the coastal road project passing through 9 communes of this locality has a length of 16.17km, with a total affected area of 406,838.7m2.2; number of affected households is 1,791 households.

By the end of September, the District People's Committee had approved a compensation and support plan for 1,771 affected households, with a total amount of nearly VND394 billion. Up to now, the entire route has been handed over for 15.65km, reaching 96.78%; thus, the remaining problems are in 3 communes: Quynh Thuan, Quynh Nghia and Tien Thuy.
In response to the fact that some households questioned the difference in compensation prices for residential land, Mr. Nguyen Minh Thanh - Head of the Department of Natural Resources and Environment of Quynh Luu district said that based on the measurement of the recovered land area, the price consultancy unit then verifies and examines, then gives the specific land price of each household's land plot. That is, the land value is based on reality, not all residential land plots have the same value.
The slow issuance of land use right certificates and grid power supply for resettlement areas is due to the time-consuming procedures for connection records and grid handover. After the construction of infrastructure for resettlement areas, due to the lack of re-measurement, the procedures for issuing certificates to households are incomplete. In the coming time, the district will focus on directing the departments to coordinate in issuing land use right certificates to people, in order to soon hand over the site for the project.

Dien Chau handed over all the land in October?
In Dien Chau district, the land for the coastal road project has been handed over for 24.25/24.44km, reaching 99%, with only 190m remaining through Dien Thanh commune with 7 households. It is known that of these 7 households, 5 have signed documents, received support money for land clearance and 2 have not signed documents.

Ms. Ho Thi Tam - Chairman of Dien Thanh Commune People's Committee said: All households agree with the State's policy of building a coastal road project. However, the main problem is that it is very difficult for the locality to find land to arrange resettlement sites for households, so some households, although having received money, cannot move because they cannot buy land and build houses. Currently, the district and commune are focusing on finding solutions, besides, propagating and mobilizing households to hand over the land as soon as possible according to regulations.
Through the discussion, Mr. Le Manh Hien - Vice Chairman of Dien Chau District People's Committee said: The consistent viewpoint of the locality is determined to hand over the site for the project early, besides, people also need to clearly understand the importance of this project, thereby accompanying the project to complete on schedule.
Currently, the site clearance work in the district has made progress. In early October 2024, 3/7 households agreed to leave and voluntarily dismantled their houses and handed them over to the construction unit. For the remaining 4 households, the locality is continuing to propagate and mobilize, and will have a plan to find land for households without auction so that people can move to their new homes soon. The district is determined to complete the site clearance for the coastal road project by October 15.

In Nghi Loc district, up to now, the land for the coastal road project with a length of 9.06 km/9.66 km has been handed over, reaching 93.7%. According to the district People's Committee, there are still 12 households that have not signed the documents to hand over the land, the main reason is that people have not agreed with the compensation price for residential land.
The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) has a total length of 64.47km, with a total investment of 4,651 billion VND. The project will start construction from February 2022 with a contract progress of 48 months.
According to the report of the Project Management Board of the Department of Transport, the progress of handing over the project site by early October reached more than 97%. Specifically, Hoang Mai town has handed over 9.36km/9.42km, reaching 99%; Quynh Luu district has handed over 15.59km/16.17km, reaching more than 90%; Dien Chau has handed over 24.25km/24.44km, reaching 99%; Nghi Loc has handed over 8.94km/9.66km, reaching 93%.

In early June 2024, inspecting the progress of the coastal road project, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung requested localities to focus on resolving the issue and handing over the site before June 30, 2024. The Chairman of the Provincial People's Committee requested the Department of Transport to direct contractors to concentrate, arrange sufficient machinery, equipment, and human resources to speed up the project's construction, and strive to complete it before December 30, 2024.
