The coastal road project through Nghe An has now handed over 97% of the land. Localities are making efforts to persuade the remaining households to agree to receive compensation and hand over the land for the project soon.

Dozens of households have not yet handed over their land.

In Nghi Quang commune, there are 18 households in Thanh Vinh 2 hamlet in the area.land clearancefor the coastal road project has not yet handed over the site.

The family of Ms. Nguyen Thi Hai (husband is Nguyen Hong Duong) is among the four households whose documents have been approved by the local government, but have not signed or received the money.

Ms. Hai said that the family's residential land is 14m wide and 30m long, of which the 10m part behind the house is used to build outbuildings, which the family expanded and encroached on Lach Lo River since 2002, and is not within the area granted a red book. Therefore, the local government has filed a dossier to reclaim nearly 80m2.2 encroached land and support for the property on the land at a price of 58 million VND. Ms. Hai said that the level of support for property on the land was unreasonable, so she did not sign the documents.

According to the reporter's records, all of Ms. Hai's family's outbuildings, which were temporarily built last year, have now deteriorated.

Similarly, 3 adjacent households including Ho Thi Ty, Tran Van Thang and Tran Thi Ngo are also subject to the reclamation of encroached land area, but have not yet submitted their documents.

For Ms. Nguyen Thi Thu Huong's family, the reason for not signing the documents is that the family proposed not to receive compensation, but to request a plot of land in the resettlement area. "The family had 112m2, of which 87m2is land that has been expanded and encroached upon. Because my family has many children, I would like to exchange it for a plot of land in the resettlement area," said Ms. Nguyen Thi Thu Huong.

It is known that currently many households in Nghi Quang commune have not yet had their records completed by the local authorities.

Mr. Hoang Manh Hung's family, a civil carpenter, is one of the households subject to land clearance for the coastal road project. He said: The family is subject to land clearance for the coastal road project, but has not yet received compensation documents for land clearance from the local government, so they do not know the specifics.

"My family works in civil carpentry, so we hope that the State will soon have a land clearance file so that the family can find a stable place for long-term production. The family's point of view is to fully support the land clearance for the project," Mr. Hung shared.

Mr. Dau Khac Than - Secretary of Nghi Quang Commune Party Committee said: The locality has 65 households subject to site clearance for the coastal road project. As of August 9, 47 households have signed documents agreeing to the compensation and site clearance plan. For the remaining 18 households, 4 households have approved, have not signed the documents, have not received money; 5 households have documents but have not signed and 9 households are still stuck, have not completed the documents. "The locality is continuing to measure and count to complete the documents for the remaining 9 households in accordance with State regulations. The locality's viewpoint is that in August 2024, it will be determined to step up propaganda, explanation, and mobilization of people to understand and agree with the State's policies and guidelines, and promptly hand over the entire site for the project" - Mr. Dau Khac Than said.

According to the Compensation, Support and Resettlement Council of Nghi Loc District Project, the coastal road project through Nghi Loc District has a total length of 9.66km, passing through 4 communes including Nghi Yen, Nghi Tien, Nghi Quang and Khanh Hop. Up to now, the handover of agricultural land and relocation of 97/97 tombs has been completed. For residential land, there are 97 households, of which Nghi Quang commune has 65 households, Nghi Yen commune has 32 households. Currently, the only remaining problem is the land in Nghi Quang commune.

In Dien Chau district, the coastal road project site has been handed over for 24.14/24.44km, reaching 99%, with only 300m remaining through Dien Thanh commune with 7 households. It is known that of these 7 households, 5 households have signed documents, received support money for site clearance but have not relocated and 2 households have not signed documents.

Mr. Pham Quoc Huy in Hamlet 6, Dien Thanh Commune is one of the 5 households that signed to receive support money for site clearance for the coastal road project. In early 2024, the family received 320 million VND from the State to support 900m2agricultural land, including housing (housing built on agricultural land). The reason why the family has not relocated and given up land for the project, Ms. Cao Thi Oanh (Mr. Pham Quoc Huy's wife) said, is because she has not found a new place to live, while the amount of support cannot buy a plot of land.

The remaining 4 households that also received land clearance support money, including Phan Thi Chien; Phan Van Vu; Dau Thi Hue and Phan Huu Chinh, also faced similar situations.

Ms. Dau Thi Hue, one of the two households that have not signed the documents and have not received the money in Dien Thanh commune, said that her family built a house, ancillary works, and a garden on an area of ​​600 square meters of agricultural land.2. The coastal road project passed through, forcing the family to have 360m of land confiscated.2land, resulting in the house being cut in half. According to the records, Ms. Hue's family received 295 million VND in support.

Her family requested the State to provide a new place to live, otherwise renovate the house on an area of ​​240m2.2The rest is for living. Because the local government has not given a specific answer, the family has not signed the documents.

According to Mr. Thai Ba Gac - head of Hamlet 6, Dien Thanh Commune, the reason these 7 households built houses on agricultural land was that this land used to be residential land of Hamlet 6, but due to the impact of storms and rains, in 1982, people moved to higher ground to live. Accordingly, the commune granted each household a plot of residential land, including these 7 households. However, these households have returned to living on agricultural land for the past decades.

Therefore, when clearing the land, the local government only prepared a dossier to provide partial support, according to State regulations. "For many months, local authorities at all levels, together with the hamlet committees, have directly learned about the aspirations of the people, and at the same time, disseminated to them the regulations on compensation and support for land clearance according to State regulations, but they still have not moved," said Mr. Thai Ba Gac.

Currently, compensation for site clearance is applied according to Decision No. 24/2022/QD-UBND, dated February 14, 2022 of the Provincial People's Committee promulgating regulations on compensation, support and resettlement when the State acquires land in Nghe An province.

Ms. Ho Thi Tam - Chairman of Dien Thanh Commune People's Committee said: The difficulty of the locality is that there is no 5% land fund, so the proposal of the above households is impossible. There is no other way, the commune will continue to coordinate with the district's site clearance board, mobilizing households to overcome difficulties to hand over the site on schedule.

Quynh Luu District is a locality that has not yet completed the site clearance for the coastal road project. According to the People's Committee of Quynh Luu District, as of August 7, the district has approved compensation and support plans for 1,854 affected households with a total amount of more than VND388 billion. The site clearance for the entire route has been handed over for 15.67/16.17km, reaching 96.9%.

Of which, 5/9 communes have handed over 100% of the land, currently 3 communes have not completed the handover of the land: Quynh Nghia commune has 4 households; Quynh Thuan commune has 2 households and Tien Thuy commune has 5 households. The reason why the households have not handed over the land is mainly due to problems with compensation for the level of impact and shared roads...

Mr. Nguyen Van Quy - Vice Chairman of Quynh Luu District People's Committee said that the district coordinated with local authorities and specialized agencies to continue to complete and approve some documents that are stuck in the measurement process, and at the same time mobilize the remaining households to agree with the plan and hand over the entire site before August 30, 2024.

In Hoang Mai town, the compensation and site clearance work for the coastal road project has been basically completed. According to the data of the Hoang Mai town Compensation and Site Clearance Council, there are currently only 2 households with a length of 0.1km. Of which, 1 household is in Quynh Lap commune and 1 household is in Quynh Loc commune.

Site clearance progress reached 97%

The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) has a total length of 64.47 km, with a total investment of VND 4,651 billion. The project will be implemented from February 2022 with a contract progress of 48 months. The value of construction output up to early August 2024 will reach about 83% of the contract.

According to the report of the Project Management Board of the Department of Transport, the progress of handing over the project site by early August 2024 is 58.19 km/59.91 km, reaching 97%, with 1.72 km remaining. Specifically, in Hoang Mai town, there is 0.1 km left, Quynh Luu 0.55 km, Dien Chau 0.3 km and Nghi Loc 0.8 km. The Department of Transport said that wherever the site clearance work is, contractors are focusing on speeding up construction to ensure progress according to plan.

Compensation for site clearance for local government projects is in accordance with State regulations. It is thought that households need to be clearly aware of the issue so that site clearance work can be completed soon.

In early June 2024, inspecting the progress of the coastal road project, Chairman of the Provincial People's Committee Nguyen Duc Trung requested localities to focus on resolving the issue and handing over the site before June 30, 2024. The Chairman of the Provincial People's Committee requested the Department of Transport to direct contractors to concentrate, arrange sufficient machinery, equipment, and human resources to speed up the project's construction, and strive to complete it before December 30, 2024.
