Nghe An strives to hand over the site of the Nghi Son - Cua Lo Coastal Road Project
The Nghi Son - Cua Lo Coastal Road Project is entering the final stage of handing over the site. The project passes through Nghi Quang commune (Nghi Loc), and currently 45/65 households have agreed to the compensation plan, many households have demolished their houses and moved to the resettlement area. However, there are still many households that have not agreed, which risks slowing down the progress of this major national project.

The spacious 3-storey house of Ms. Nguyen Thi Nga and Mr. Vo Van Cuong in Thanh Vinh 2 hamlet, Nghi Quang commune (Nghi Loc) was built less than 5 years ago. One day in early June 2024, instead of being busy with her husband preparing for sea trips like every year, this year Ms. Nga stayed at home, cleaning up her belongings to prepare to demolish the house, and running back and forth to take care of building a new house in the resettlement area of the Nghi Son - Cua Lo Coastal Road Project through Nghi Quang commune.
Ms. Nga introduced her family's house that is about to be demolished, saying: "My house is located entirely in the land clearance area for the coastal road, it has to be dismantled. The State compensated for both the house and the land (300m2) with more than 2.5 billion VND, I bought land in the resettlement area and built a new house. The compensation for the new house may not be enough, but the family still agreed to relocate so that the project could be built soon. My family's point of view is to harmonize the interests of individuals and the collective. If everyone is attached to their own interests, how can there be wide and beautiful roads for travel?

As Ms. Nga and many people in Nghi Quang commune reflected, because the Coastal Road Project through the commune is still stuck in site clearance, many households request increased support and compensation costs, so the construction items are still in an unfinished state. Many roads are being dug up, raw materials, soil, and rocks are piled high, causing dust and local traffic congestion.
For example, at the land plot of Mr. Tran Van Dung's household, after Mr. Dung agreed to clear more than 250m2The family land behind his house is still littered with dirt, rocks, and stagnant water.
Mr. Dung added that the project road runs right behind the house, the family has demolished part of the kitchen, the entire sanitary works and the long-standing fish sauce factory. It has been a year since the land was handed over to the project, but some households have not agreed, causing the road to not be constructed, so many households still have to live with the scene of messy dirt, rocks and dust. Not to mention the piles of materials waiting for construction also affect traffic and drainage when it rains.
Like the family of Mr. Tran Van Dung and Ms. Nguyen Thi Nga, many other households that need to be cleared to hand over the land for the Coastal Road Project have proactively dismantled and relocated their houses after signing the compensation and resettlement agreement.
Nghi Quang Commune Party Secretary Dau Khac Than said that the Coastal Road Project passes through the commune, the total number of households affected in terms of land and assets on land is 65 households. As of June 18, 2024, 46 households have agreed to sign the documents and inventory records. Of which, 38 households have signed the documents agreeing to the compensation and site clearance plan.
Currently, 34 households have received compensation and support; 8 households have approved the public value; 9 affected households have been selected to receive 17/25 resettlement plots; the District People's Committee also organized a draw for the remaining 8 households on the afternoon of May 31, 2024, but the households still did not participate.

Removing obstacles
The coastal road section through Nghi Quang commune has 65 households affected. Although more than 2/3 of the households have agreed with the compensation, resettlement, and land handover plan for the project, up to now, there are still 19 households that have not agreed. Of these, the government has completed the documents for 9 households but has not signed the consent document for various reasons; 10 households are completing the documents.
Specifically, 10 households currently do not agree for reasons such as: some households request to increase land compensation price and change the purpose of use of more than 90 m2The remaining agricultural land is included in the residential land area such as Mrs. Hoang Thi Ha in Thanh Vinh 2 hamlet. The households of Mr. Nguyen Hai Tho, Nguyen Long Thanh and Nguyen Ngoc Thieu in Tan Lap hamlet have not agreed to the compensation price of 14 million VND/m2.2Mr. Thieu also requested compensation for housing area on aquaculture land. The District People's Committee considered 1 resettlement lot for these 3 households and invited them to draw lots twice, but the family did not participate.
Regarding the 10 households that are completing their documents, the leader of Nghi Quang Commune People's Committee said that among them, some households are waiting for opinions from competent authorities on support policies and solutions.

For example, in the case of Mr. Nguyen Van Phuc's household in Tan Lap 1 hamlet, the People's Committee of the commune worked with the family to agree on the boundary and boundary marker of 186.7m.2(according to the 2006 map), if it is within the project's planning, a compensation file will be prepared according to current regulations. The family's expansion and encroachment on the west side of the traffic safety corridor of Duc Thiet road (currently up to 327.5 m)22013 when requesting the procedure for granting the certificate) will be other support. However, the family has not agreed with the plan to support 30% of the value of moving assets and requested the investor to contract with the insurance company to inventory the current state of shaking and cracking of the family's house if there is damage as a basis for support.
Some other households such as Mr. Nguyen Hong Duong and Mr. Le Ke Huong in Thanh Vinh 2 hamlet are having to re-verify and complete the report on the cause and conditions for compensation for the increased area outside the Land Use Rights Certificate; if they are not eligible for compensation, they must report the time of asset formation to serve as a basis for preparing the support file. In case they are not eligible for compensation, they must request to return the field markers to separate the assets inside and outside the certificate. Some other households are stuck with the problem of their family building a house outside the boundary of the Land Use Rights Certificate, or building after the project planning, such as households Nguyen Van Kieu, Hoang Manh Hung, Tran Van Nho, etc., all in Thanh Vinh 2 hamlet.
Mr. Dau Khac Than said that in addition to the participation of Party committee officials, local authorities and organizations in propagating and mobilizing people to understand and agree with the State's policies and guidelines for the Nghi Son - Cua Lo Coastal Road Project, the Commune People's Committee has also made recommendations to higher-level departments and branches to support in removing obstacles to hand over the site on schedule.

The commune proposed that the Department of Transport advise the Provincial People's Committee to establish an interdisciplinary field working group to help the locality resolve difficulties in compensation and support for site clearance within its jurisdiction. It proposed that the District People's Committee continue to urge and help the commune complete reports on land origin, compensation conditions, and asset valuation...
For cases where records have not been established, there shall be a basis for establishing records and appropriate compensation policies for the people. Organize lotteries and adjust resettlement areas according to the legitimate requests of families eligible for approval. Direct and guide the process of establishing enforcement records and protecting construction in cases where people deliberately delay and do not comply with State policies as prescribed.
The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 - Km76 has a total length of 64.47 km, with a total investment of 4,651 billion VND, and has been implemented since February 2022 with a scale of a level 3 delta road. The whole project has 8 bridges. To date, the capital allocated for the project is 3,775 billion VND; the cumulative disbursement is 2,918 billion VND, reaching 78%. Localities have handed over 56.96 km/59.91 km of land, reaching 95%; there are still 2.95 km/134 households. In particular, in addition to Nghi Quang (Nghi Loc), the Nghi Son - Cua Lo Coastal Road Project passes through Quynh Luu district with a total length of 16.17 km. By May 30, 2024, 15.48 km/16.17 km of land had been handed over, reaching 96%.
