Vice Chairman of Nghe An Provincial People's Committee Nguyen Van De works on the arrangement of commune level and abolishment of district level in Dien Chau.
Dien Chau district leaders proposed that the province soon have directions for the district level to develop a plan to rearrange the commune level.

On the morning of April 2, Comrade Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee, Head of Working Group No. 3 chaired the meeting to listen to and give opinions on the socio-economic development, national defense and security situation in the first quarter of 2025 and the construction of a 2-level local government model in Dien Chau district.
Attending the meeting were members of Working Group No. 3 according to Decision No. 857/QD-UBND dated March 26, 2025 of the Provincial People's Committee Chairman on the establishment of working groups to review, research, and orient the arrangement of administrative units at all levels and build models of local governments at all levels.
Working with the delegation, the leaders of Dien Chau district included comrade Ha Xuan Quang - Member of the Provincial Party Executive Committee, Secretary of the District Party Committee, Chairman of the District People's Council and comrades in the Standing Committee, Standing Committee of the District Party Committee, and leaders of the District People's Committee.
Soon issue instructions for districts to develop plans for commune-level arrangement.
Through the assessment at the meeting, it was shown that in the first quarter of 2025, the Party Committee in Dien Chau district had many drastic and specific innovations in leadership and direction to implement the set socio-economic targets.

The Standing Committee of the District Party Committee has promoted its comprehensive leadership role and closely directed the implementation of key tasks, especially the work of arranging and streamlining the organizational apparatus, ensuring unity from the district to the grassroots level.
The District People's Committee has directed departments, branches and localities to focus on implementing key tasks and solutions to direct and implement resolutions of the Government, the Provincial People's Council, the District People's Council and directives and instructions from higher levels; promptly advise and propose solutions to remove difficulties and obstacles in the process of implementing tasks, thanks to which, the socio-economic situation, national defense and security continue to have positive changes.
Total production value increased by 11.3% over the same period, total budget revenue is estimated at 140 billion VND. The disbursement rate of public investment capital sources as of March 31, 2025 reached more than 22 billion VND/plan of more than 126 billion VND.
The cultural and social fields continue to receive attention and direction. National defense, political security, social order and safety are ensured; Inspection, citizen reception and complaint and denunciation settlement are given attention and implemented well as soon as they arise and right at the grassroots level.
Dien Chau district has focused on directing drastic solutions to difficulties and obstacles in compensation and site clearance work, speeding up the progress of key projects of the Central and the province in the area such as: Project to renovate and upgrade National Highway 7; Nghi Son - Cua Lo coastal route; Tho Loc Industrial Park infrastructure (area of 500 hectares); Additional compensation for the Project to expand and upgrade National Highway 1A.

In particular, the work of implementing the arrangement of administrative units was carried out methodically. The District Steering Committee for the arrangement of administrative units was established, directing the preparation of plans on schedule and progress according to the direction of the Central and the province.
At the meeting, the leaders of Dien Chau district affirmed the district's spirit that "even if there is one more day of operation, the district level will still resolutely carry out the assigned tasks".
Regarding the preparation work for organizing a two-level local government, Dien Chau district has focused on directing the review and adjustment of the district's public investment plan; handling outstanding debts in basic construction; proactively reviewing and classifying archived records to hand over to the right authority when there is a policy.

Regarding the arrangement of commune-level administrative units, the district has prepared data of 32 communes and towns and developed plans. To ensure the overall progress, the leaders of Dien Chau district proposed that the province soon provide specific directions for localities to develop plans for the arrangement of communes to ensure compliance with central regulations, as well as suitability with geographical, population and cultural characteristics, as well as expanding space for development, creating consensus among the people when collecting opinions.
Dien Chau district leaders said that during the process of restructuring the apparatus, the district has focused on ideological work, creating consensus among cadres and civil servants. Up to now, many cadres in the area have agreed with the general policy and many have voluntarily resigned to facilitate the restructuring.
However, the district's viewpoint is that it is impossible to streamline mechanically. Personnel arrangement is carefully considered, comprehensively and objectively so as not to lose talented, enthusiastic people who play an important role in the operation of the apparatus.

Regarding the arrangement of cadres when abolishing the district level and merging the commune level, Dien Chau district recommends that the province soon issue a specific criteria framework. This will be an important basis to help ensure that the process of selecting and arranging cadres is carried out fairly and transparently, avoiding sentimentality or arbitrariness. At the same time, the district also recommends having clear instructions on the process and procedures for resolving the regime for cadres who retire according to Decree 178, ensuring timely benefits.
Develop a plan for commune-level arrangement to ensure proper direction and progress.
Concluding the meeting, Vice Chairman of Nghe An Provincial People's Committee Nguyen Van De acknowledged and highly appreciated the results of implementing tasks on socio-economic development, as well as the process of reorganizing commune-level administrative units; at the same time, shared difficulties and problems and acknowledged the recommendations of the district.

Regarding the arrangement of commune-level administrative units, the Vice Chairman of the Provincial People's Committee requested Dien Chau district to continue reviewing and researching optimal plans for the arrangement of administrative units in the area, ensuring compliance with the orientation of the Central and the province according to new criteria, suitable to the actual conditions of the locality, and on schedule.
In particular, it is recommended that Dien Chau district coordinate with neighboring sectors and districts to calculate plans to merge communes of two adjacent districts; study criteria for suitable locations of new commune headquarters; base on specific selection criteria for specific personnel of the new local apparatus; review land use planning in accordance with commune arrangement.

The Vice Chairman of the Provincial People's Committee also requested the district to proactively disseminate and continue to carry out extensive propaganda, orientation and mobilization on the policy of arranging administrative units at all levels, building a 2-level local government model, doing a good job of political and ideological work, creating high consensus and unity in society, especially for cadres, party members and people in the area; and implementing well the settlement of policies for cadres who have retired.

Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee acknowledged the recommendations and proposals of Dien Chau district and assigned the Department of Home Affairs to grasp and advise the provincial leaders to direct the arrangement of commune-level administrative units throughout the province.
