Nghe An province's working group reviews and orients the arrangement of administrative units in Nghia Dan district.
On the afternoon of April 1, the Working Group to review, research, and orient the arrangement of administrative units at all levels and the construction of a two-level local government had a meeting with Nghia Dan district.
The delegation was led by Mr. Hoang Phu Hien - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee. Attending the meeting were representatives of leaders of provincial departments, branches and sectors and Nghia Dan district.

At the meeting, representatives of Nghia Dan district leaders reported on the socio-economic development of the district in the first quarter of 2025. Accordingly, in recent times, the Party Committee and the government of Nghia Dan district have made many drastic and specific innovations in leadership and direction to implement the set socio-economic targets, continuing to have positive changes.

Notably, the growth rate in the first 3 months of 2025 (added production value at 2010 comparative prices) reached 12.26% over the same period in 2024. Of which: Agriculture, forestry and fishery increased by 5.62%; industry - construction increased by 14.93% (industry increased by 16.48%; construction increased by 6.12%); service sector increased by 18.86% over the same period in 2024.
Budget revenue in the first quarter of 2025 (as of March 28, 2025) reached VND 48,856 million, reaching 30.98% of the estimate assigned by the District People's Council and 33.07% of the estimate assigned by the Provincial People's Committee. As of March 20, 2025, the entire district has disbursed more than VND 81.7 billion in public investment capital, reaching 51.41%. The cultural and social sectors continue to receive attention and direction.

Social security work is carried out promptly and effectively. National defense, political security, and social order and safety are ensured.
The work of implementing the arrangement of administrative units is carried out methodically, on schedule and according to the direction of the Central and the province. The arrangement of commune-level administrative units ensures the principle of streamlining and efficiency, without causing major disruption to the operation of the government apparatus and people's lives. The reception and settlement of administrative procedures is carried out in a stable, continuous, smooth and effective manner without interruption or delay.

At the meeting, the District People's Committee proposed that the province remove difficulties and obstacles of the locality, such as requesting the province to issue a document guiding the detailed and specific grouping and classification to determine the temporary suspension of renovation and repair of office buildings, purchase and lease of assets; advance investment capital for works and projects and report on the overall implementation status and total outstanding debt in localities during the implementation of the plan to innovate and reorganize the apparatus according to Official Dispatch No. 1547/UBND-KT dated March 3, 2025 of the Provincial People's Committee.

The locality also recommended that the province soon issue a document guiding the implementation of Decree 67 so that districts have a basis to resolve policies for cadres, civil servants and public employees in the organization arrangement and streamlining of the apparatus. It is recommended that the Provincial People's Committee provide guidance on adjusting the planning of towns and remote areas when there is a plan to determine the center of commune clusters to have land funds for construction in new communes, avoiding overlap and waste; the Department of Agriculture and Environment should provide guidance so that the planning and land use plan can be forecasted and implemented early to determine locations and projects for new communes (after the arrangement).

Propose that the Department of Education and Training advise the Provincial People's Committee to direct, orient and implement a synchronous school and classroom network planning, in accordance with the policy of building a 2-level local government organization model.
After listening to the leaders of Nghia Dan district report on the situation and the opinions of the meeting participants, comrade Hoang Phu Hien - Vice Chairman of the Provincial People's Committee, Head of the Working Group acknowledged and highly appreciated the results of leadership, direction, and implementation in all fields of Nghia Dan district.

The Vice Chairman of the Provincial People's Committee requested Nghia Dan district to closely follow the directive documents of the Central Government and the province to focus on reviewing the local socio-economic development tasks.
Nghia Dan district needs to strengthen discipline, administrative discipline, rectify working style, promote responsibility, sense of responsibility, and public ethics of officials and civil servants in performing public duties. Review difficulties and obstacles, support and serve people and businesses, and strongly promote production and business activities in the area.

In addition, Nghia Dan district needs to focus on implementing drastic solutions to accelerate the disbursement of public investment. The district classifies projects to focus on directing; strengthens discipline and administrative discipline in managing financial revenue and expenditure.
The district also needs to pay attention to disease prevention and control, health care for people, forest fire prevention, prepare good conditions for the high school exam in the area; urge the progress of housing construction for poor households; and grasp the situation of ensuring security and national defense.

Regarding the work of arranging administrative units, the Vice Chairman of the Provincial People's Committee requested Nghia Dan district to be urgent, closely following the instructions of the Central Government and the province, to make a comprehensive assessment based on factors of area, population, culture, history, regional connectivity, etc., to propose a suitable and scientific plan for arranging administrative units in accordance with the criteria and regulations, creating the highest consensus.
At the same time, review the training level, expertise, age, and work experience of the staff, civil servants, public employees, and workers to be proactive in developing plans for staff arrangement after the rearrangement. Pay attention to resolving policies for staff, civil servants, especially those retiring under Decree 178.
The district needs to proactively grasp and widely propagate the policy of reorganizing and streamlining the apparatus, doing well the political and ideological work, creating high consensus and unity in society, especially among cadres, party members and people on the policy of the Party and State on reorganizing administrative units and building a 2-level local government.

Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested Nghia Dan district to review and report to the province on the progress of unfinished construction projects, propose appropriate implementation plans, avoid waste, and promote project efficiency.
