On April 1, Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the working group to review, research, and orient the arrangement of administrative units at all levels and build a 2-level local government model working in Vinh city.

The working group included members of the Provincial Party Executive Committee: Pham Tuan Vinh - Deputy Secretary of the Provincial Party Committee; Nguyen Viet Hung - Director of the Department of Home Affairs, leaders of the Office of the National Assembly Delegation and the Provincial People's Council, the Office of the Provincial People's Committee, and leaders of the Departments of Construction, Finance, Culture, Sports and Tourism, and Ethnicity and Religion.

Attending the meeting were comrades: Phan Duc Dong - Member of the Provincial Party Standing Committee, Secretary of the City Party Committee, Chairman of Vinh City People's Council; Tran Ngoc Tu - Deputy Secretary of the City Party Committee, Chairman of Vinh City People's Committee and departments, offices and units of Vinh city.

Before working with the leaders of Vinh city, comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and the working delegation inspected the actual urban beautification work, preparing for the Cua Lo beach tourism season in 2025. In recent days, despite unfavorable weather, wards, communes, restaurants, and accommodation facility owners have focused on beautification work, preparing well for the conditions to welcome tourists in the 2025 beach tourism season.

This is the first tourist season that Cua Lo beach area has merged into Vinh city, so the urban beautification has had positive changes. Along with the investment in the city's infrastructure, restaurants and accommodation establishments have invested funds, decorated the landscape, creating a more attractive space. Wards and communes have actively promoted and guided businesses to upgrade facilities, decorate shops, lighting systems, and at the same time improve the quality of services and manners of serving tourists coming to the coastal city.

Vinh City is actively completing the construction of bathing spots for tourists, marking out stopping and parking spots; and cleaning the beach. Vinh City leaders said that the city is making every effort to launch the 2025 Cua Lo beach tourism season in the most thoughtful way. Of which, there are 3 areas that tourists will be exempted from when coming to Cua Lo in the 2025 tourist season: Free parking according to regulations; free bathing and free use of Wi-Fi.

The 2025 Cua Lo tourist season is expected to open on April 19, 2025 on a grand scale... with many unique and attractive activities such as: Bicycle performance, sea daisy ao dai, basket boat rowing competition, national sports tournaments, tourism fair and OCOP products, culinary, cultural and artistic exchanges...

Comrade Bui Thanh An suggested that the wards and communes of Vinh city should actively accompany the tourism businesses in the area to be ready for the new tourist season with better quality and better impressions for tourists. In that process, focus on ensuring food safety, environmental sanitation, and ensuring security and order for tourists coming to Cua Lo. Those activities contribute to continuing to promote socio-economic development in the area, creating growth momentum in the tourism and service sectors of the whole province.

Reporting to comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and comrades in the Working Group, comrade Tran Ngoc Tu - Deputy Secretary of the City Party Committee, Chairman of the Vinh City People's Committee said that the city's first quarter budget revenue is estimated at 2,200 billion VND, reaching 70% of the plan assigned by the province, up 13% over the same period.

The city has also just conducted research steps to rearrange administrative units under the direction of the Central and the province; at the same time, actively promoting socio-economic development activities, digital transformation, focusing on public investment disbursement, developing cultural and social fields, ensuring security and order in the area. The spirit that the city thoroughly conveys to officials and civil servants at all levels is to best serve the people and businesses, not to interrupt work due to the rearrangement of administrative units.

Comrade Bui Thanh An pondered and asked: How can the new administrative units in Vinh city maintain their role as the leading units and driving force for the development of the whole province? Vinh city leaders have proposed many solutions, on that basis, they continue to consult with all levels, sectors, provincial leaders and experts to plan appropriate strategies and solutions for each stage.

Comrade Bui Thanh An said that the arrangement of new administrative units of Vinh city will be carried out in accordance with the instructions of the Central Government and the province and closely study the reality to promote high efficiency. The city needs to clearly define the task of maintaining the growth rate, promoting trade, services, tourism and budget collection.

Continuing to promote the leading role, together with the Southeast Economic Zone, businesses create development momentum. Vinh City, including the old Cua Lo, has made a positive contribution to the province's budget revenue. In 2024 alone, Vinh City, including the old Cua Lo, collected more than 46% of the total budget revenue of Nghe An province. The question is how to maintain that "performance" when establishing new administrative units of wards and communes?

The Standing Vice Chairman of the Provincial People's Committee suggested that Vinh City should promote urban beautification, promote public investment disbursement, attract investment resources from enterprises, improve urban and infrastructure, and upgrade Cua Lo beach tourism services. In the immediate future, synchronously carry out beautification solutions to serve well the upcoming 2025 beach tourism season.

Administrative units in Vinh need to further promote their role as centers of education, healthcare, services, business, finance, and tourism, creating development momentum for the entire Nghe An province. Along with that, continue to deploy solutions to implement the new Resolution of the Politburo on investment in science and technology development, prioritizing private economic development in the new period.

To do so, in addition to clearly defining the offensive ideology of cadres and civil servants, it is necessary to continue administrative reform, most conveniently apply the results of digital transformation, spread to each citizen the awareness of building a civilized urban area, promote historical values, traditions, culture and the spirit of solidarity of the people towards the administrative unit after the arrangement.

Comrade Bui Thanh An also requested functional forces, ward and commune officials to go to blocks and hamlets to mobilize the active participation of people to turn Vinh city into a "drug-free" area, ensuring security and order, creating a safe, civilized and modern living environment, contributing to promoting socio-economic development in each residential area.

Take the initiative to solve the problem well

During the working process with the leaders of Vinh city and units, comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee shared the large and urgent workload in arranging administrative units, while simultaneously handling administrative procedures for people and businesses.

Comrade Bui Thanh An affirmed that the arrangement of administrative units is a major revolution in the arrangement of the apparatus with the goal of making the administrative apparatus system operate effectively, efficiently, and effectively, better serving the people and businesses. Therefore, each cadre and civil servant of the city, wards and communes themselves need to enhance their sense of responsibility and dedication so that when establishing new administrative units, they can quickly operate with higher work efficiency than at present.

During the implementation of the arrangement, the city and wards and communes need to rectify their working style according to the direction of comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee in the documents urging the rectification of discipline and administrative discipline at agencies and units in the province.

The Standing Vice Chairman of the Provincial People's Committee emphasized: "The cadres and civil servants of the communes and wards in Vinh city are the most agile and professional team in the grassroots apparatus system in Nghe An. Therefore, we hope that each cadre and civil servant needs to promote their high level and make more efforts in handling administrative procedures for people and businesses, promoting economic development, social stability, building wards and communes in Vinh into attractive urban areas, creating momentum for the overall development of the whole province".

Comrade Bui Thanh An also requested the leaders of Vinh city and wards and communes to continue studying the arrangement of the administrative apparatus, arranging cadres and civil servants reasonably, promoting efficiency and effectiveness of work. Along with that, there are plans to handle public assets when arranging administrative units of wards and communes, avoiding loss and waste.

The Standing Vice Chairman of the Provincial People's Committee reiterated three main requirements that the city and its units must implement synchronously, namely: Timely deploy the work of arranging administrative units; Continue to maintain growth momentum to achieve a growth rate of 10.5% in 2025 with the whole province and prepare well for Party Congresses at all levels, term 2025-2030, towards the 14th National Party Congress.

The Standing Vice Chairman of the Provincial People's Committee talked with many people who came to do administrative procedures, grasped their thoughts and reflections. Thereby, he requested the city leaders and the City Public Administration Service Center to continue to have solutions to carry out administrative procedures faster for the people.

Comrade Bui Thanh An also emphasized that in the process of arranging the two-level local government, the Department of Home Affairs needs to advise the Central Government and the province to arrange a reasonable system of public administrative service centers to best serve the people and avoid overload as it is now.
