Nghe An province's working group works with Nam Dan district on administrative unit arrangement orientation
On the afternoon of April 1, the Working Group to review, research and orient the arrangement of administrative units at all levels and the construction of a two-level local government led by Comrade Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of Nghe An Provincial People's Committee, had a working session with Nam Dan district.
Attending the meeting were representatives of the leaders of the Provincial People's Council Committees, the Office of the National Assembly Delegation and the Provincial People's Council, and representatives of the Departments of Home Affairs, Finance, Construction, Finance; Culture, Sports and Tourism; Ethnicity and Religion and the Office of the Provincial People's Committee.
Also attending were the Standing Committee of Nam Dan District Party Committee and relevant departments and offices.

At the meeting, representatives of Nam Dan district leaders reported on the socio-economic development situation in the first quarter of 2025 and the work of arranging administrative units and building a 2-level local government model of Nam Dan district.
In the first quarter of 2025, the Party Committee and authorities at all levels of Nam Dan district will focus on leadership and direction, promptly concretize policies, resolutions, develop plans, programs, and scenarios for direction and operation.
The total budget revenue in the first quarter of 2025 is estimated at 82.2 billion VND, equal to 23% of the estimate assigned by the District People's Council, an increase of 34% over the same period in 2024; the district budget expenditure is estimated at 211 billion VND, equal to 26% of the estimate assigned by the District People's Council, an increase of 9% over the same period in 2024. Nam Dan district has also disbursed 46,399 billion VND of public investment capital, reaching 56.05%.

Trade and service activities in the area have developed strongly; agricultural production has been directed according to plan; disease prevention and control have received attention; culture and society have had many positive changes; National defense and security have been ensured.
Implementing Resolution 18-NQ/TW dated October 25, 2017 of the Party Central Committee and the conclusions and directions of the Politburo, the District People's Committee has completed the work of arranging, merging and establishing specialized agencies under the District People's Committee on schedule. Along with that, the district has also reviewed, arranged and transferred redundant communal civil servants due to the merger of administrative units and deployed the implementation of the policy of streamlining the payroll for cadres, civil servants and public employees.

Nam Dan district reported to the working group on the proposed plan to rearrange administrative units at all levels, build a 2-level local government model; the plan to arrange staff and civil servants when rearranging and reorganizing administrative units; the plan to arrange and use public assets; the plan to locate the headquarters of new administrative units and public service units after the rearrangement.
At the meeting, Nam Dan district also raised a number of problems and recommendations related to land use rights auctions; compensation and site clearance for the project to expand National Highway 46, the Nam Dan town bypass and a number of projects in the area;...
Concluding the working session, Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee, Head of the working group acknowledged and highly appreciated the results achieved in the first quarter of 2025 of Nam Dan district. Notable among these results were the budget revenue, expenditure and disbursement of public investment capital all exceeding the set targets; completing the dossier for approval of the advanced new rural district.

Comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee emphasized that, in parallel with the task of arranging administrative units and organizing local governments at two levels, the district needs to focus on the tasks of socio-economic development, national defense and security.
The Vice Chairman of the Provincial People's Committee requested Nam Dan district to focus on urging the disbursement of public investment capital; speed up the construction progress of projects under national target programs in the area; focus on completing settlement records of completed works and projects, and not leave outstanding debts.
Besides, it is necessary to continue to pay attention to supporting the construction and repair of houses for poor and near-poor households, especially policy families, to ensure the set plan and progress.
Regarding the work of administrative unit arrangement, the Vice Chairman of the Provincial People's Committee highly appreciated the leadership and direction of the Party Committee and the Nam Dan district government, which has had many ways of doing things, creating consensus among cadres, party members and people on the policy of arrangement and streamlining.

Vice Chairman of the Provincial People's Committee Bui Dinh Long suggested that the district study carefully, thoroughly, logically, and reasonably, ensuring scientific factors in natural and social conditions during the merger; pay attention to naming and arranging surplus assets. In particular, pay attention to arranging the administrative center in accordance with the regional planning, ensuring the operational capacity of the new government after the merger.
At the same time, focus on reviewing the training level, expertise, age, and work experience of the staff, civil servants, public employees, and workers to be proactive in developing plans for staff arrangement after the rearrangement. Pay attention to resolving policies for staff, civil servants, especially those who retire according to Decree 178.
The district also needs to proactively disseminate and widely propagate the policy of streamlining the organizational apparatus, doing a good job of political and ideological work, creating high consensus and unity in society, especially among cadres, party members and people in the area about the Party and State's policy on the policy of arranging 2-level administrative units.
