The Chairman of Nghe An Provincial People's Committee has just signed and issued a Decision to establish Working Groups to review, research, and orient the arrangement of administrative units at all levels and build a 2-level local government model.
Accordingly, the People's Committee of Nghe An province will Established 5 Working Groups to review, research, and orient the arrangement of administrative units at all levels and build a 2-level local government model in Nghe An province.

The teams are headed by a Vice Chairman of the Provincial People's Committee, a representative of the Department of Home Affairs as deputy head, and representatives of relevant departments, branches, sectors and localities as members.
The Working Groups are under the direct direction of the Chairman of the Provincial People's Committee and are responsible for performing assigned tasks; directing localities to carry out the arrangement of administrative units.
Tasks of the Working Groups:
Check, evaluate the current situation and give opinions on the plan to arrange administrative units according to assigned areas (after the People's Committees of localities submit the plan to arrange administrative units), specifically:
- Scientific and effective plan to arrange grassroots administrative units (commune, ward).
- Plan for arranging staff and civil servants when implementing administrative unit rearrangement and reorganization.
- Plan for arrangement and use of public assets; plan for locating new administrative unit headquarters and public service units after arrangement.
Completion time:before April 7, 2025.
Assign the Heads of the Working Groups to be responsible for directing the assigned areas; establish a Working Group consisting of members of departments and branches (if necessary). Proactively develop the Group's Work Plan and Program and implement it to ensure progress. During the implementation process, if there are any difficulties or problems, report to the Chairman of the Provincial People's Committee.
The Chairman of the Provincial People's Committee assigned the Chairmen of the People's Committees of districts, cities and towns, who are members of the Working Groups, to review and urgently develop plans to arrange administrative units to ensure progress and compliance with regulations based on the standards prescribed in the draft Central Project (according to the instructions in Official Dispatch No. 837/SNV-XDCQ&CTTN dated March 20, 2025 of the Department of Home Affairs) and the practical situation of the locality.
