Minister of Planning and Investment inspects progress of coastal road project in Nghe An
On the afternoon of December 8, comrade Nguyen Chi Dung - Member of the Party Central Committee, Minister of Planning and Investment inspected the progress of the coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) through Nghe An province.
Joining the delegation, on the side of Nghe An provincial leaders, there were comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches, sectors and localities.
The coastal road project from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) from Km7 - Km76 has a total actual length of 59.91km, a total investment of 4,651 billion VND with a scale of a grade 3 delta road, 5 large bridges and 3 small bridges.

The project has been implemented since February 2022. To date, the capital allocated for the project is 3,625 billion VND, of which 798.6 billion VND in 2024 alone. To date, 3,438 billion VND has been disbursed, reaching 94.86%, of which 612 billion VND was disbursed in 2024, reaching 76.65%.
In the site clearance work, up to now, 58.88km have been approved, reaching 98.2%, with 1.02km remaining. Of which, Hoang Mai town has 0.04km left; Quynh Luu district has 0.43km left; Dien Chau district has 0.05km left; Nghi Loc district has 0.5km left.

To date, the total value of implementation is VND 2,458 billion/VND 2,791 billion, reaching 88%. According to the contract, the project construction progress is 48 months, ending in February 2026. However, the Department of Transport is directing the construction to be completed in the third quarter of 2025.
Of which, for the route section, the roadbed construction will be completed before April 30, 2025; the foundation and road surface construction will be completed before June 30, 2025 and the handover will be completed before September 2025.

Regarding the bridge section, Tan Long, Kenh Nha Le, Lach Van, Nghi Quang bridges have been completed. Hoang Mai and Nghi Tan bridges will be completed in December 2024. Lach Quen and Cua Thoi bridges will be completed in January 2025.
However, the site clearance work has not been completed yet to be handed over to the construction unit, currently there is still 1.02km with 49 households.
According to the Department of Transport, the reasons are that the work of confirming the origin of land is difficult; the conversion of land use and forest use purposes takes a lot of time; some households request compensation and support beyond the prescribed policies...

After listening to the report, Minister of Planning and Investment Nguyen Chi Dung acknowledged and highly appreciated the efforts of Nghe An province and the contractors who actively coordinated to speed up the construction progress, striving to complete the project 6 months ahead of the contract.
In order for the route to be effective after it is put into operation, Minister Nguyen Chi Dung requested Nghe An province to do a good job of managing the spatial planning along both sides of the route, avoiding encroachment, attracting potential investors, developing the coastal economic corridor, ensuring civilization and modernity.
Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Nguyen Duc Trung said that the issue requested by the Minister had been directed by the provincial leaders and required local authorities to strictly implement; at the same time, he affirmed that the province would be determined and strive to complete the project on schedule, soon put the project into operation, serving the socio-economic development requirements of Nghe An province.
