On August 17, the Criminal Investigation Department of Dak Lak Province Police arrested Nguyen Hoang Toan (40 years old). This man has been wanted by Nghe An Province Police for the crime of Rape for over 9 years.

According to the records, on the evening of June 11, 2007, Toan went to his wife's parents' house to drink but asked permission to return home early because his wife had just given birth. Seeing this, Toan's sister-in-law asked to go with him in the car to visit her and her niece. When the two of them arrived at the cemetery, seeing that there were no people around, Toan used force to rape his sister-in-law.

Toan confessed that after being accused, he fled to many places, staying in some places for only a few days, at most a month. In early 2008, he went to Ea Vy commune, Ea H'leo district, Dak Lak to make a living by drilling wells and cutting trees for hire. There, he got married and had two children.

During his time at his wife's house, Toan did not disclose his background or personal information, which made many people suspicious and reported him to the authorities. In early 2015, knowing that the police had tracked him down, Toan fled to Krong Buk district, applying for a job as a rubber tapper until he was arrested.
