He added a few more points: The police and the army must be vigilant and resolute in suppressing internal and external enemies. They must rely on the people to complete their tasks well; when the people are organized and united, anything can be done.
The People's Public Security Forces must always help, organize, and educate the people, making every citizen their servant. Only then will they be effective, especially in ethnic minority areas. They must pay attention to the customs and habits of the people, always help and educate the people, and make the people trust and respect the cadres. Then the people will help them to the fullest extent, sometimes even sacrificing for us.
For units in the border areas or on islands, this must be given utmost attention, and the people must be helped, and every day every way must be found to educate, assist, and organize them. To do this, it is necessary to have a firm grasp of the policy towards ethnic minorities.
Another point is that we must be frugal in building the Army, and the same goes for the Police. We should not set up many desks and typewriters, avoid bureaucracy, uselessness, and impracticality. We must remember to be frugal. Another point is that for our brothers in remote and difficult places, where we have to climb mountains and wade through streams, our superiors must pay more attention than for units in the city. But at the same time, these units must also have a spirit of perseverance and self-reliance to some extent.
For example: Wherever the troops are stationed, they must grow vegetables, potatoes, cassava to eat, raise chickens, raise pigs to improve their own lives. Superiors must pay attention to the material and spiritual lives of soldiers, but soldiers must also have initiatives to improve their own lives. That is an experience. So Uncle Ho said: Wrong thoughts must be corrected; We must unite and learn from each other, always help each other to progress, must rely on the people, strive to unite and help the people. Cadres must take care of the spiritual and material lives of soldiers.

In the past, people lived in unsanitary conditions, scattered, and without organization. Now, you guys help people organize into hamlets, villages, and communes, which is good. Or you help train local militia, help the locality maintain and preserve order and security, suppress bandits and counter-revolutionaries, and even help cooperatives with tens of thousands of working days during the harvest season. Those are good points.
Another good point is the increase in production, savings, and self-reliance. I heard reports that some units were 50% self-sufficient in food, some were 3 months self-sufficient in food, that was good. One thing I was very pleased about was hearing that all units had organized to help the locality build more than 100 Party cells and 300 youth union cells. That was very good and commendable.

Uncle told you guys a few points that you must strengthen further in the future, try to strengthen even more. First of all, you must always raise your vigilance and be ready to fight. It is not enough for you guys to be vigilant, you must also make the people vigilant and help you and your unit in your work.
Second, the organization and work plan must be further strengthened. You have done a good job in border protection, but I heard that you are still inexperienced. And if you are inexperienced, then the officers in charge must bear a large part of the responsibility.
Third, we must unite, unite closely, unite internally, unite the army and the people. You are stationed in many places that are ethnic minority areas, so we must fully implement ethnic policies, and we must do it skillfully.
Fourth, we must try to study politics, professional skills, military, culture and current events.
Fifth, the emulation movement must be persistent and continuous. You guys have competed and achieved, but Uncle Ho told us to be persistent and continuous. Uncle Ho was very pleased to hear that in the units, 29% were Party members and 60% were Youth Union members. That is nearly 90% of the Party and Youth Union. In the Army, that is a very strong force.
