Determined to remove obstacles in implementing Project 06 “Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030”, Nghe An Judicial sector continues to promote digital transformation, in which people and businesses are the center. Many solutions have been implemented to enhance the effectiveness of state management, improve the quality of public services, towards a modern, professional and transparent judiciary.

Nghe An province has a natural area of 16,487 km2(the largest in the country), population of more than 3.4 million people. Of which, ethnic minorities account for 14.76% of the province's population, including 47 ethnic minorities living together, mainly concentrated in 12 districts and towns.
Awareness, computer literacy, and access to information technology of people in remote areas are still limited, leading to difficulties in exploiting and using information technology applications and Internet services.

Therefore, in order to change thinking, awareness, and ways of solving work to contribute to building digital citizens and digital society, the Judicial sector determined to continue to coordinate with relevant agencies to propagate and guide people, improve access and use of online public services, exploit information technology applications, contributing to improving the effectiveness of implementing Project 06 in the province.

From the reality in the area, when most people still cannot submit their own administrative procedure applications, civil status officials often have to do it for them, which takes a lot of time, while also having to take on many other jobs.
Mr. Phan Dinh Nguyen, a civil servant of the Justice - Civil Status Department of Xuan Hong Commune (Nam Dan) said that it is necessary to promote guidance and propaganda through specific models, such as the movement "popular digital literacy" that the Prime Minister has just launched to "eliminate illiteracy", improve digital skills for people, and gradually change the mindset from "doing it for you, doing it for you" to guiding people to do it themselves in the electronic environment.
From there, change the habit of using paper records to using electronic records; gradually form digital citizens, digital society...

In addition to propaganda work and equipping skills for users, Mr. Phan Huy Thanh - Chairman of Dien Loc Commune People's Committee (Dien Chau) expressed his opinion: To promote public services and connect administrative procedures in the electronic environment, it is necessary to pay attention to investing in essential facilities (network lines, computers, scanners, etc.) synchronously, meeting standards to serve people more effectively at the One-Stop Department of localities. Along with that, pay attention to and arrange a team of Justice civil servants to meet the requirements of digital transformation.
“The human factor is still the most important, therefore, the team of civil servants in the Justice - Civil Status sector must improve their professional qualifications, the ability to proficiently apply information technology; and information security skills in the network environment to better support people and businesses in performing online public services," said Mr. Thanh.


In the context that the whole country in general and Nghe An province in particular are focusing on merging and streamlining the apparatus, on March 21, 2025, Nghe An Provincial People's Committee issued Notice No. 192/TB-UBND on the conclusion of Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee at the Conference to summarize Project 06/CP in 2024 and deploy tasks in 2025.

Accordingly, Chairman of the Provincial People's Committee Le Hong Vinh requested that Heads of departments, branches, localities, and members of the Project 06/CP Working Group at all levels must clearly understand their position, role, importance, and especially their responsibility in leading and directing the drastic implementation of the assigned tasks at agencies and units with the principle of "only discussing, not discussing back"; urgently implementing the tasks of Project 06/CP in 2025 in the direction of "clear people, clear work, clear time, clear results, clear responsibilities". Do not let the arrangement and streamlining of state organizations at all levels delay or affect the implementation of the tasks of Project 06/CP.

From the direction of the province, the Nghe An Department of Justice has strengthened the direction of relevant departments to strengthen their adherence to the grassroots and practices to support and advise on solutions to remove difficulties and obstacles arising in the process of implementing the tasks of Project 06. Typically, the Department has promptly issued a plan, established a Steering Committee, and working groups to support the implementation of the 30-day and night campaign to complete the digitization of civil status data in the province from March 1 to before March 31, 2025, ensuring that 100% of civil status data in the province is digitized.
When the Ministry of Justice opened the feature to allow the exploitation of digitized data on the electronic civil status registration and management software. Nghe An Department of Justice issued Document No. 395/STP-HCTP dated March 14, 2025 on instructions for implementing Decree No. 07/2025/ND-CP of the Government amending and supplementing a number of articles of the Decrees in the field of civil status, nationality, and authentication.
It should be noted that the civil registration agency absolutely does not require citizens to determine their marital status (for Vietnamese citizens) but instead looks up information about the marital status of the person requesting marriage registration on the provincial administrative procedure settlement information system through connection with the Electronic Civil Registration Database and the National Population Database.

Previously, when the Government's Project 06 Working Group informed Nghe An that there were 2,337 cases of birth certificate issuance that did not follow the correct interconnection procedure (not signing the electronic copy, synchronizing the electronic copy of the birth certificate to the system to complete the interconnection...), the files were in the processing status and not transferred to another agency to continue the interconnection procedure.
To ensure the completion of assigned tasks according to the requirements of Project 06; improve the effectiveness of state management in the field of civil status; meet the requirements by June 30, 2025, all leaders, officials, civil servants of ministries, branches, localities (provincial, district, commune levels) must process work records online and use digital signatures to handle the work of the Prime Minister.

With the above request, Nghe An Department of Justice has issued a document to rectify the signing of electronic copies of Birth Certificates and Death Certificate Extracts when performing electronic interconnection of two groups of administrative procedures. In particular, it is requested that the People's Committees of districts, cities and towns thoroughly grasp and direct the Department of Justice, People's Committees of communes, wards and towns: Strictly implement the online civil status registration process according to the provisions of Decree 63/2024/ND-CP; fully implement the signing of electronic copies of Birth Certificates/Death Certificate Extracts in the system created to transfer to the personal electronic data management warehouse at the National Public Service Portal, the Provincial Administrative Procedure Information System.

At the same time, the Department will review and clarify the causes of cases of birth certificate issuance that do not comply with the above-mentioned interconnection procedures, coordinate with relevant agencies and units to find solutions to handle and complete the interconnection procedures on the province's administrative procedure settlement information system to synchronize with the interconnection public service software.

Regarding the shortcomings in the implementation of Model 8 at notary organizations, the Department of Justice has made a specific report, stating: In order for the use of authentication devices to be effective, accurate, maintain long-term use and be able to be replicated in many notary organizations, the Provincial People's Committee and the Provincial Police Department are requested to recommend Department C06 of the Ministry of Public Security to share authentication by fingerprints, expand the authentication information field about family relationships on the ID card; reduce the cost of subscription packages, increase the number of visits... to facilitate notary organizations when using this device in the future.

Along with that, notary organizations are allowed to use accounts to exploit the National Population Database, because these are organizations authorized by the State to provide public services. Nghe An Department of Justice also proposed to temporarily suspend or not require the use of authentication devices at notary organizations, if continued use can lead to risks in operations, increasing costs for notary organizations.

Identify 2025 as the year of "Accelerating the completion of institutions and infrastructure; digitizing, connecting, and sharing data; perfecting the ecosystem of digital applications and utilities provided to people and businesses, contributing to the digital transformation process, bringing the country into a new era, the era of national growth".

Ms. Hoang Thi Thu Trang - Member of the Provincial Party Committee, Director of the Nghe An Department of Justice said: The Justice sector will continue to vigorously implement the tasks of Project 06. In particular, focusing on: Reviewing and cleaning up population information, meeting the requirements of "correct, sufficient, clean, and alive" population data; effectively implementing 2 groups of administrative procedures related to birth and death registration; a new interconnected group on marriage registration, online confirmation of marital status; bringing online public services into practice.
Strengthening the reception of administrative procedures in the electronic environment, digitizing records, results of administrative procedure settlement, and online payment. At the same time, focusing on effectively implementing pilot models of the Project, including models assigned by the Project 06 working group of the Provincial People's Committee to chair.

The implementation process focuses on the goal of "taking people and businesses as the center, the subject, the target, the driving force and the resource of digital transformation" as Deputy Minister of Justice Nguyen Thanh Tinh emphasized at the Legal Forum "Digital Transformation in the Judicial Sector" in Hanoi on March 20.
The leader of the Department of Justice also said: To ensure the connection of data between the Civil Status Database and the administrative procedure settlement information system, on April 2, 2025, the Provincial People's Committee issued Official Dispatch No. 2525/UBND-KSTT, in which the Department of Justice was assigned to preside over and coordinate with the Provincial Police, the Provincial People's Committee Office and relevant agencies to proactively connect and share civil status registration data of citizens that have been updated in the electronic civil status database to the Provincial Administrative Procedure Settlement Information System. Limit the situation where civil status officials have to enter documents multiple times.

At the same time, coordinate with provincial departments, branches, sectors and relevant units to review and compile statistics on administrative procedures under their management that require submission of household registration papers, and propose reduction plans to report to the Provincial People's Committee.
In the immediate future, instruct civil registration agencies to proactively look up data, reduce the submission of documents during the process of handling administrative procedures, especially performing procedures for issuing copies of civil status extracts regardless of place of residence, and marriage registration procedures according to Government regulations.

Currently, citizens' personal information has been updated in the National Population Database, effectively serving the exploitation of citizens' information and data when performing administrative procedures and civil transactions.

However, the National Population Database has not yet fully and accurately updated information such as: permanent residence history, place of birth, parental information, marital status, etc. To ensure that population data is "correct, complete, clean, and alive", limit the requirement for people to provide identification documents or for state agencies to verify. Nghe An province recommends that the Ministry of Justice work with the Ministry of Public Security to find solutions to update these data fields into the National Population Database to better serve the reception and settlement of interconnected administrative procedures in the electronic environment.
