As mentioned, the human resources in Nghe An's tourism industry are currently lacking in both quantity and quality. Therefore, in order for tourism to become a key economic sector, effective solutions to improve the quality of human resources are urgently needed.

Recently, Nghe An province and its tourism sector have implemented several solutions to improve the quality of human resources in the tourism industry. The province regularly directs departments and agencies to monitor and identify difficulties and obstacles in order to propose appropriate solutions, helping the tourism industry develop rapidly and sustainably. In particular, the Provincial Party Standing Committee has issued a plan on training,developing a skilled workforcein Nghe An province during the period 2021-2025, with a vision to 2030.

In addition, the Provincial People's Committee has issued a decision promulgating the list of training occupations, the training costs for each occupation, and the specific support levels for each participant in basic-level training programs lasting less than 3 months in Nghe An province, including occupations related to tourism.

Regarding the Department of Tourism, it has signed memoranda of understanding for cooperation with Vinh University, Saigon Tourist Corporation, and Vietravel Joint Stock Company, which includes provisions on linking tourism development and cooperating in training tourism human resources for Nghe An. It has also organized workshops and conferences to discuss solutions for tourism development, including solutions for developing tourism human resources in the province.

Annually, the Department of Tourism organizes at least five vocational skills training courses to improve the quality of labor in tourism service businesses. It advises on directives to tourism service businesses to regularly review their entire leadership team, staff, and workers, ensuring full and qualified recruitment for all positions, and developing training plans to improve service skills and civilized communication and behavior for all employees. It supports investors in expanding their businesses and investing in new tourist destinations, entertainment areas, and accommodation facilities in the province. It also connects with local training institutions to provide labor for businesses.

According to Mr. Nguyen Manh Cuong, Director of the Department of Tourism, in order to build an increasingly professional and attractive image of Nghe An tourism, the tourism industry has long-term orientations for human resource development. First, it aims to strengthen investment promotion, attracting large investors with experience in the tourism sector to develop resort, entertainment, and recreational tourism products in Nghe An, thereby creating momentum, maintaining, and developing a high-quality workforce for the tourism industry. Another indispensable solution is to strengthen cooperation in training and developing human resources for tourism between tourism businesses and training institutions and large enterprises, in order to link training with practice, enhance specialized training, and create conditions for improving the skills of the workforce in the tourism industry.

On the other hand, for training institutions needing to research and innovate training programs, content, and methods in the context of integration and global digitalization trends, the province's tourism workforce needs access to newer and more effective training methods. Training institutions should consider designing training and vocational education programs that are based on output standards – the competencies of each job position linked to the reality of the labor market; linking theoretical training with practical skills, as well as practical experience and professional work handling skills. Effective career guidance and vocational education from the outset are essential to attracting high-quality learners to training institutions.

Discussing solutions to improve the quality of human resources in the tourism industry, Mr. Nguyen Duc Hien - Chairman of the Tourism Association and Director of Muong Thanh Song Lam Hotel - stated that the important issue is for tourism establishments to balance, plan, and determine human resource needs to strengthen training, retraining, and advanced training. Businesses need to establish links and agreements with training institutions to ensure a workforce that meets job requirements at each stage. Tourism establishments also need to coordinate, share, cooperate, and support each other in utilizing labor resources. In particular, it is necessary to increase income so that employees feel secure and committed to their jobs.

Mr. Dinh Trung Kien, Deputy Director of Saigon Kim Lien Hotel, suggested that businesses should regularly organize training to improve the skills of their employees, or invite reputable training institutions to organize short-term training courses with certification. Businesses should establish salary scales based on skill levels to encourage employees to self-study and improve their professional skills and foreign language proficiency. In addition, establishing and strengthening cooperative relationships between businesses and training institutions will help support each other in theoretical and practical training, making the training products more relevant and practical for the tourism business; eventually, cooperation agreements could be signed to provide training tailored to the specific needs of businesses.

According to Ms. Cao Thi Thanh, Deputy Director of Vietravel Nghe An Branch, tourism is identified as a key economic sector playing a crucial role in socio-economic development, therefore, improving the quality of human resources needs constant attention. Thus, it is necessary to develop and expand vocational training and high-quality personnel training locally to meet development needs. Businesses need to work together with state management agencies to improve professional knowledge. The tourism industry needs to organize regular training courses, conduct professional skills tests, and establish criteria and a basis for evaluating and classifying human resources. From the perspective of local tourism management, Mr. Pham Van Giang – Head of the Culture and Information Department of Quynh Luu District – believes that it is necessary to standardize the qualifications of tourism staff at the grassroots level. This includes recruiting staff with professional tourism degrees, and sending staff without professional qualifications to pursue a second degree to improve their skills and meet job requirements. From the perspective of a training professional, Dr. Nguyen Van Trung - Head of the Faculty of Tourism and Social Work, Vinh University, affirmed that the quality of human resources in the tourism industry plays an extremely important role in the industry's development. To achieve this, it is necessary to raise awareness of the role, position, and importance of human resources in the tourism industry; diversify training methods for human resources in the tourism industry, ensuring both quantity and professional qualifications, skills, expertise, and health; and implement incentive policies to attract, utilize, and promote the role of high-quality human resources.

Diversify training and development methods to suit the needs of developing human resources for tourism in the province, strengthen the connection between training institutions and tourism businesses, and meet the needs of tourism recovery and development in Nghe An in the coming period. Improve the quality of tourism human resource training to meet market demands and international standards. Focus on professional training for management staff.”
