As mentioned, up to now, the human resources of Nghe An tourism industry are still lacking in quantity and weak in quality. Therefore, in order for tourism to become a key economic sector, it is urgent to have effective solutions to improve the quality of human resources.

Recently, Nghe An province and tourism sector have implemented a number of solutions to improve the quality of human resources in the tourism sector. The province regularly directs departments and branches to monitor and grasp difficulties and obstacles to propose appropriate solutions to help the tourism sector develop quickly and sustainably. In particular, the Provincial Party Committee Standing Committee has issued a Project on training,Developing skilled human resourcesin Nghe An province in the period 2021-2025, with a vision to 2030.

In addition, the Provincial People's Committee has decided to issue a list of training occupations, training costs for each occupation, and specific support levels for each subject participating in elementary level training programs and training programs under 3 months in Nghe An province, including occupations related to tourism.

For the Department of Tourism, signed a memorandum of understanding on cooperation with Vinh University, Saigon Tourist Corporation, and Transport Marketing and Tourism Joint Stock Company (Vietravel), including the content of tourism development cooperation and training of tourism human resources for Nghe An. Organized seminars and conferences to discuss tourism development solutions, including discussing solutions for tourism human resource development in the province.

Every year, the Department of Tourism organizes at least 5 vocational training courses, training to improve the quality of labor in tourism service businesses. Advises on official dispatches to direct units and tourism service businesses to regularly review the entire team of leaders, employees, and workers, recruit fully and properly for all positions, and have a plan to train and improve service skills and civilized communication for all employees. Supports investors in expanding their business, investing in new tourist attractions, entertainment areas, and accommodation facilities in the province. Connects with local training facilities to provide labor for businesses.

According to Mr. Nguyen Manh Cuong - Director of the Department of Tourism, in order to build an increasingly professional and attractive image of Nghe An tourism, the tourism industry has had long-term orientations on human resource development. First of all, strengthening investment promotion, attracting large investors with experience in the tourism sector to exploit and develop resort tourism products, entertainment and recreation in Nghe An to create momentum, maintain and develop a high-quality workforce for the tourism industry. Another indispensable solution is to strengthen cooperation in training and development of tourism human resources between tourism businesses, training institutions and large enterprises, to link training with practice, enhance specialized training, and create conditions to improve the qualifications of the workforce in the tourism industry.

On the other hand, for training institutions, it is necessary to research and innovate training programs, content, and methods in the context of global integration and digitalization trends. The province's tourism human resources need to access new and more effective training methods. Training institutions should consider designing training programs and vocational training based on output standards - the capacity of each job position linked to the reality of the labor market; linking theoretical training and practical skills as well as practical experience and professional work handling skills. It is necessary to do a good job of orientation and vocational education right from the beginning to have the opportunity to attract quality learners to study at training institutions.

Discussing solutions to improve the quality of human resources in the tourism industry, Mr. Nguyen Duc Hien - Chairman of the Tourism Association, Director of Muong Thanh Song Lam Hotel said that the important issue is that tourism establishments must balance, plan, and determine human resource needs to strengthen training, retraining, and advanced training. Enterprises need to have connections and sign contracts with training establishments to have human resources to meet job requirements at each stage. Tourism establishments also need to coordinate, share, cooperate, and support each other in using labor resources. In particular, it is necessary to increase income so that workers can feel secure in their jobs.

Enterprises must build a salary scale according to skill level to encourage employees to self-study to improve their professional and foreign language skills. In addition, establish and strengthen cooperative relationships between enterprises and training institutions to support each other in theoretical and practical training so that the products of training institutions are closer and more practical to the tourism business; moving forward, it is possible to sign training cooperation contracts according to the specific requirements of enterprises.

Therefore, it is necessary to develop and expand vocational training, train high-quality human resources in the locality to meet development needs. Enterprises need to join hands with state management agencies to improve professional knowledge. The tourism industry needs to organize periodic training courses to test professional skills, build criteria, bases for evaluating and classifying human resources. To do so, it is necessary to raise awareness of the role, position and importance of human resources in the tourism industry; diversify the forms of training human resources in the tourism industry, ensuring both quantity and professional qualifications, skills, expertise and health; have preferential policies to attract, use and promote the role of high-quality human resources.
