On August 30, at the Quang Ngai Provincial Party Committee, Comrade Ha Ban - Member of the Party Central Committee, Deputy Head of the Central Organization Commission announced Decision No. 2311-QDNS/TW, dated August 21, 2020 of the Party Central Committee Secretariat on the transfer, rotation, and appointment of Comrade Dang Ngoc Huy - Deputy Head of the Delegation Affairs Committee of the National Assembly Standing Committee to join the Executive Committee, Standing Committee of the Quang Ngai Provincial Party Committee and hold the position of Standing Deputy Secretary of the Quang Ngai Provincial Party Committee, term 2015-2020.

Presenting the decision and speaking at the conference, comrade Nguyen Thanh Binh, member of the Party Central Committee, Deputy Head of the Standing Committee of the Central Organizing Committee, congratulated comrade Dang Ngoc Huy on his new assignment; at the same time, he requested that he quickly approach the work, be proactive, creative, strive, practice, be responsible, dedicated to the work, be close to the grassroots, truly seek advice, and together with the collective of the Provincial Party Executive Committee, successfully lead the implementation of the goals and tasks set out by the Quang Ngai Provincial Party Congress for the 2015-2020 term.

Comrade Dang Ngoc Huy, born in 1975, hometown Ung Hoa district, Hanoi city; qualifications: Bachelor of Economic Law, Master of Law, Senior Political Theory; he has completed the new knowledge training course for strategic planning cadres, course XIII.

Comrade Dang Ngoc Huy has held many positions in many different units such as: Expert of the Department of Law, Department of Legislative Affairs, Office of the National Assembly; Secretary of the Party Central Committee, Vice Chairman of the National Assembly; Deputy Director, Director of the Department of Legislative Affairs; Secretary of the Politburo, Vice Chairman of the National Assembly.

In June 2017, he was appointed to the position of Deputy Head of the Delegation Affairs Committee and Deputy Chief of Office of the National Assembly Party Delegation.

Previously, on August 29, at the Ca Mau Provincial Party Committee, Comrade Mai Van Chinh, member of the Party Central Committee, Deputy Head of the Central Organization Committee, presented Decision No. 2313-QDNS/TW of the Party Central Committee Secretariat on comrade Le Quan, member of the Party Committee, Deputy Minister of Labor - Invalids and Social Affairs, ceasing to hold the position of member of the Party Committee of the Ministry of Labor - Invalids and Social Affairs, transferring, rotating, and appointing comrade Le Quan to participate in the Executive Committee, Standing Committee of the Provincial Party Committee and hold the position of Deputy Secretary of the Ca Mau Provincial Party Committee, term XV, 2015-2020.

Comrade Le Quan, born in 1974, in Binh Hai commune, Binh Son district, Quang Ngai province, is a National Assembly Delegate of the 14th term, 2016-2021 term.

Comrade Le Quan graduated with a Bachelor's degree in Business Administration from the University of Commerce; a Master's degree in Business Administration from the French-Vietnamese Center for Management Training; a Master's degree in Management Science from Grenoble Business School and a PhD in Management Science from Toulon University (France). He is an expert in human resource development and entrepreneurship and was awarded the title of Associate Professor in 2009. In 2018, Comrade Le Quan was recognized as a qualified Professor of Economics, and is also the only Professor of Economics to be recognized this time.

Before being appointed as Deputy Secretary of the Ca Mau Provincial Party Committee, Comrade Le Quan was appointed by the Prime Minister as Deputy Director of Hanoi National University in 2014; From 2017 to present, he was appointed as Deputy Minister of Labor, War Invalids and Social Affairs, concurrently as Member of the Presidium of Vietnam Friendship Organizations; Vice President of the Vietnam - France Friendship Association.
