The Secretariat issued a Directive prohibiting giving and receiving gifts for Tet 2020 in any form.
The Secretariat directed Party committees and authorities at all levels to proactively and plan to take good care of people's material and spiritual lives during Tet.
On December 10, Politburo member and Standing member of the Secretariat Tran Quoc Vuong signed and issued Directive No. 40-CT/TU of the Secretariat on organizing Tet 2020. Nghe An Newspaper would like to introduce the full text of the Directive:

In order to prepare well the conditions for people to celebrate the New Year of the Rat 2020 joyfully, healthily, safely, economically, creating momentum and excitement to successfully implement the Resolution of the 12th National Party Congress, well preparing for Party congresses at all levels towards the 13th National Party Congress, the Secretariat requests Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations at all levels to focus on leading, directing and organizing the good implementation of the following tasks:
1.Be proactive and have a specific plan to take good care of the material and spiritual life of the people during Tet, first of all, families with preferential policies, poor households with especially difficult circumstances, people in areas affected by natural disasters, epidemics, remote areas, disadvantaged areas, border areas, islands; workers in industrial parks, export processing zones..., ensuring that every family and every person can enjoy Tet and welcome spring.
Organize visits to families of martyrs, families of people with meritorious services to the country, veteran revolutionaries, Vietnamese Heroic Mothers, war invalids, sick soldiers, intellectuals, outstanding religious dignitaries, armed forces units and other forces on duty during Tet, especially in border areas, islands and difficult areas.
2.Continue to thoroughly grasp and implement Directive No. 41 of the 11th Party Central Committee Secretariat on strengthening the Party's leadership in the management and organization of festivals. The organization of year-end activities, receiving awards, celebrating the 90th anniversary of the Party's founding (February 3, 2020) and other anniversaries, cultural, sports and festival activities must be practical, effective, safe, economical, in line with civilized lifestyle, national cultural traditions and good customs and practices of each locality. The organization of fireworks displays to welcome the New Year and the Lunar New Year 2020 must be practical, in line with the conditions and capabilities of each locality, ensuring absolute safety and not using the state budget.
3.Continue to strictly implement Regulation No. 08 of the Party Central Committee on the exemplary responsibility of cadres and party members, first of all Politburo members, Secretariat members, and Central Committee members. Do not organize visits and New Year greetings to superiors and leaders at all levels. Strictly implement the policy of prohibiting giving and receiving Tet gifts to leaders at all levels in any form; prohibit the use of budget, means, and public assets against regulations for festival and entertainment activities during Tet.
4.Proactively grasp the situation, have effective plans to handle situations, avoid being passive or surprised; maintain territorial integrity, national sovereignty, political security, order and social safety. Absolutely protect the safety of key targets, projects, political, foreign affairs, cultural and social events of the country. Deploy a peak period of attacking and suppressing crimes; strengthen measures to prevent, combat and handle violations of the law and social evils; strengthen patrolling, controlling, ensuring traffic order and safety; prevent and fight fires and explosions. Continue to strictly implement the policy of banning the production, trading and setting off of firecrackers; resolutely handle violations... Manage the market well, stabilize prices, ensure the balance of supply and demand of goods and services, meet consumer needs before, during and after Tet. Strictly handle violations of security, order, smuggling, trade fraud, trading in counterfeit and poor quality goods, speculation, and hoarding for illegal profits. Proactively plan to ensure adequate means of transportation and public transport for people to travel conveniently during Tet. Do a good job of preventive medicine, ensure food safety and hygiene, environmental sanitation, and prevent and control epidemics.
Agencies, units and organizations have specific plans, arrange staff to handle and resolve all work promptly and strictly implement the information and reporting regime, ensuring smooth operation during the Tet holiday; not to affect the lives and production and business activities of people and enterprises. After the Tet holiday, agencies, units and enterprises must immediately get back to work.
5.Party committees, Party organizations, authorities, the Fatherland Front, socio-political organizations at all levels, especially members of the Central Executive Committee, leaders and leaders and managers at all levels must truly be exemplary and seriously take the lead in implementing Party regulations and State laws; seriously grasp and effectively organize the implementation of this Directive, creating a good start for 2020, ensuring the successful implementation of the set goals and tasks.
6. The Central Propaganda Department shall preside over and coordinate with the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism and relevant agencies to direct, guide and strengthen propaganda on mass media about the country's achievements, about activities celebrating the Party, celebrating Spring, cultural, sports and festival activities during Tet, ensuring a joyful, safe, healthy, economical and effective Tet; proactively fight against false and hostile arguments, and defeat sabotage plots of all kinds of subjects.
The Central Party Office presides over and coordinates with relevant agencies to grasp the implementation situation and report to the Secretariat on the results of the implementation of the Directive./.
