ECONOMY - SOCIETY 9 MONTHS OF OVERCOMING DIFFICULTIES

At the conference, the Provincial Party Executive Committee listened to and commented on the Report on the socio-economic situation and administrative reform work in the first 9 months of 2020; key tasks and solutions for the last 3 months of the year.

According to the assessment, the growth rate in the first 9 months of the year was lower than the same period due to the impact of the Covid-19 epidemic. Production and business activities of enterprises encountered many difficulties, especially industrial production, trade, tourism services, transportation, restaurants and hotels.

In that context, the province has been proactive and flexible in its management. Agriculture remains a bright spot. Industrial production also showed clear signs of recovery in the third quarter.

Therefore, the growth rate of gross regional domestic product (GRDP) is estimated to increase by 3.44% over the same period; budget revenue by the end of September reached VND 11,594 billion, reaching 76.2% of the estimate. Of which, domestic revenue is estimated to be over VND 10,786 billion, reaching 80.4% of the estimate.

However, some budget revenues have not met the assigned estimated progress, tax debts are still high. Investment attraction has decreased compared to the same period. Compensation and site clearance work still has many obstacles, especially for key infrastructure projects.

Speaking at the conference, comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council assessed that, in the difficult context, the province's GRDP and budget revenue have achieved relatively good progress; expenditure management ensures safety and effective use. Culture and society are stable and developing.

In addition, the Vice Chairman of the Provincial People's Council suggested that the province pay attention to inspecting, reviewing, and re-evaluating the operations of agricultural and forestry companies after the reorganization to have an orientation to improve operational efficiency and conversion, review and evaluate weak projects, urgent investments for mountainous people to complete; inspect key projects, slow to put into use or projects with investment attraction policies but not yet implemented...

Comrade Nguyen Xuan Hai - Director of the Department of Finance suggested that, in the current context, localities should continue to remove difficulties and create favorable conditions for businesses; at the same time, proactively review spending tasks, cut unnecessary expenses to ensure balance of spending tasks by the end of the year.

The secretaries of some districts and towns and leaders of some sectors also expressed their agreement with the results achieved by the province in the first 9 months of the year; at the same time, they raised some situations and recommendations from the practical leadership and direction work in the area such as issues arising after the merger of communes and hamlets; policies for cadres, civil servants, and non-professional cadres at the commune level; support for irrigation of tea plants;...

Secretary of Dien Chau District Party Committee Chu The Huyen suggested that in the last 3 months of the year, we should continue to focus on directing the prevention and control of African swine fever; have policies to mobilize and motivate people to produce winter crops effectively, avoiding leaving a lot of land fallow. In addition, in the field of education, we should pay attention to the quota of preschool teachers to meet the requirements of teaching and learning in the area;...

Comrade Nguyen Huu Sang - Secretary of Anh Son District Party Committee proposed that the province have a direction to have a management solution in the relationship between the regular police force taking on the positions of commune police with the district police and local Party committees and authorities.

PROVIDE SOLUTIONS FOR EACH INDUSTRY AND LOCATION

Regarding the last 3 months of the year, Nghe An Provincial Party Secretary Thai Thanh Quy noted that all sectors and levels should carefully review all work contents and set targets and emphasize the obstacles and difficulties that need to be focused on directing and resolving, in order to propose policies and solutions for each sector, field and locality.

In particular, in addition to the fields of agriculture and industry, the head of the Provincial Party Committee especially noted the need to continue to improve the effectiveness of administrative reform, including the requirement to resolve procedures in accordance with legal regulations, functions and tasks, but with determination to implement them quickly. In addition, it is necessary to promote the role and responsibility of leaders; improve the leadership and management capacity of all levels, especially the commune level.

In addition, all levels, sectors and localities must focus on disbursing public investment capital well in 2020 and the current period; at the same time, building public investment plans for 2021 and the 2021-2025 period must be focused and key based on careful consideration and analysis, to select projects with widespread and resonant effects, and resolutely not spread out.

The Provincial Party Secretary also noted the effective implementation of budget expenditures, especially those that need to be saved, cutting unnecessary expenditures, regulating the budget to ensure regular expenditures, social security, regimes and policies; at the same time, implementing solutions to collect budget to ensure the implementation of the estimates assigned by the Provincial People's Council.

In addition, comrade Thai Thanh Quy also noted that it is necessary to focus on ensuring security and order, especially during the preparation period for the 19th Provincial Party Congress and the 13th National Party Congress; not to let hot spots occur; to increase public reception, and to resolve complaints and denunciations from the people. Along with that, in the work of preventing and fighting the Covid-19 epidemic, it is necessary to continue to focus highly, with the mindset of being proactive, not subjective or negligent.

The Provincial Party Secretary noted that it is necessary to well implement the preparations for the 19th Provincial Party Congress; after the Congress, it will proceed to build regulations, action programs, assign tasks, and projects in a strict spirit, carefully consider, and select issues with focus, key points, and feasibility to implement the Congress Resolution.

The Party Committees and Party Committees at the grassroots level of the new term have developed regulations, action programs, and assigned tasks. Therefore, the Provincial Party Secretary requested that the spirit of the congress be conveyed to the people.

For issues that need to be added to the action program, the grassroots Party Committees will make adjustments once after completing the 19th Provincial Party Congress and the 13th National Party Congress.
