In this conclusion, the Provincial Party Executive Committee proposed 9 tasks and solutions for the last 6 months of 2024; requiring Party committees, Party organizations, authorities, and sectors to overcome difficulties, proactively, creatively, and resolutely organize and effectively implement the following key contents:

1. Focus on reviewing the socio-economic development goals and targets of the Resolution of the 19th Provincial Party Congress, term 2020 - 2025 and of 2024 to strengthen leadership, direction, and administration, promptly implement solutions to remove difficulties and obstacles, boost production and business, promote growth in sectors and fields, and strive to achieve the highest goals and targets set.
2. Continue to closely coordinate with central ministries, branches and sectors to develop and submit to the Government and the Prime Minister for promulgation new mechanisms and policies for the implementation of the National Assembly's Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; at the same time, focus on promptly concretizing the contents according to the authority delegated by the National Assembly. Coordinate with central agencies to complete documents to submit to competent authorities for approval of projects: Project on expanding administrative boundaries and urban space of Vinh city; Project on rearranging commune-level administrative units for the period 2023 - 2025; Project on expanding the Southeast Economic Zone and renaming it Nghe An Economic Zone; Land use plan of Nghe An province for the period 2021 - 2025... Speed ​​up the progress of developing programs and projects under the Action Program to implement Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo.
3. Continue to strongly improve the investment environment, attract investment in a practical and effective manner; actively implement solutions to support and develop enterprises; promptly resolve difficulties and obstacles for investors, determined to maintain the position in the top 10 localities attracting the most foreign direct investment (FDI) in the country in 2024. Focus on directing compensation, support and resettlement work, promptly handle problems related to site clearance of projects, especially key projects to ensure the set progress. Accelerate the completion of procedures for implementing major projects in the Southeast Economic Zone and industrial parks and clusters; Cua Lo Deep-water Port Expansion Project, Vinh Airport... Continue to effectively implement Resolution No. 13-NQ/TU dated June 1, 2023 of the Provincial Party Standing Committee on strengthening the Party's leadership in the management of investment projects using land in the province.
4. Resolutely and effectively implement solutions to promote disbursement of public investment capital, especially the three national target programs. Review disbursement capacity, resolutely transfer capital plans from slow-disbursing projects to projects with good disbursement progress, with demand and disbursement capacity, in which priority is given to urgent projects and key works. Focus on budget collection management, review revenue items to ensure achievement of assigned estimates; grasp the supply and demand situation of goods, control market prices; promote connectivity, promote e-commerce development, trade promotion, support businesses in finding markets and consuming goods. Deploy the development of the 2025 plan to report to competent authorities; Proactively review and evaluate the implementation of the medium-term public investment plan for the 2021-2025 period and forecast investment needs for the 2026-2030 period to ensure proactiveness, quality and efficiency.

Promote administrative reform in a drastic, effective and substantive manner; strictly implement administrative discipline and order, improve public ethics of cadres and civil servants, especially leaders, to create a stronger change in administrative reform. Strengthen digital transformation in agencies, units, levels and sectors. Focus on urging and removing bottlenecks in administrative reform to create a clear change in the quality of public service provision to reduce time and costs, creating convenience for people and businesses. Continue to review and arrange the organization of local apparatus to be streamlined, effective and efficient, associated with streamlining the payroll, restructuring the staff, civil servants and public employees and preparing well for the Party Congresses at all levels for the 2025-2030 term. Deploy the development of the Socio-Economic Development Plan and the State budget estimate, the public investment plan for 2025 to ensure quality and progress.

Implement well the connection between labor supply and demand, support and introduce jobs, especially research solutions to focus on attracting the labor force to meet the labor recruitment needs of businesses and investors in the province. Promote hunger eradication and poverty reduction, ensure social security and policies for people with meritorious services; continue to effectively implement the Program to mobilize and support the construction of houses for the poor and people with difficult housing circumstances in the province in the period of 2023 - 2025. Deploy tasks for the 2024 - 2025 school year in accordance with regulations; complete the target of building schools that meet national standards in 2024. Closely monitor and proactively take measures to prevent and control epidemics; improve the quality of medical examination and treatment. Direct and organize well the events and major holidays of the country and the province in accordance with the practical situation.
7. Implement well the State management in the fields of natural resources, environment, natural disaster prevention and response to climate change. Proactively monitor and have timely and effective prevention and response plans to minimize damage caused by natural disasters. Focus on agricultural production plans to ensure the season; prevent and control diseases on crops and livestock; complete the targets of new rural construction in 2024.
8. Continue to perform well the tasks of local defense and military; organize well the defense and civil defense drills in 2024. Strengthen the work of ensuring political security, social order and safety, fire and explosion prevention, natural disaster prevention and search and rescue. Continue to replicate the model of drug-free communes, typical communes in the movement "All people protect national security" in the province. Perform well the work of receiving people, resolving complaints and denunciations; promptly and thoroughly handle cases from the grassroots level, avoid complications and prolongation. Continue to innovate and improve the effectiveness of foreign affairs activities.
