(Baonghean.vn) - On the morning of April 10, the Executive Committee of the Nghe An Provincial Party Committee, term XIX, 2020 - 2025, held the 12th Conference.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council chaired the conference.

GOAL: TO BECOME A BETTER PROVINCE IN THE COUNTRY, WITH STRONG CULTURAL IDENTITY OF NGHE

Pursuant to Decision No. 1179/QD-TTg dated August 4, 2020 of the Prime Minister approving the task of developing the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050, the Party Committee of the Provincial People's Committee has directed the Provincial People's Committee to direct the Department of Planning and Investment (the agency in charge of developing the provincial planning) to coordinate with the Provincial Planning Consulting Unit and departments, branches and localities to develop the Planning Orientation Framework for Nghe An Province for the period 2021-2030, with a vision to 2050; report to the Standing Committee of the Provincial Party Committee on November 30, 2021.

Based on the Provincial Planning Orientation Framework and the provincial planning task, the Department of Planning and Investment and the Consulting Unit directly worked and discussed with departments, branches and localities to develop a draft report with 49 proposed integrated contents and a Provincial Planning Synthesis Report.

The provincial planning dossier was approved by the Provincial Planning Council (Provincial Council) on April 14, 2022; the Provincial People's Committee met to approve it on April 26, 2022. On May 19, 2022, the Provincial Party Standing Committee listened to and commented on the draft Provincial Planning.

Nghe An Provincial People's Committee has collected opinions from central ministries, branches, People's Committees of provinces in the North Central region; relevant agencies, organizations, individuals, and communities according to regulations; coordinated with the Provincial Vietnam Fatherland Front Committee to organize a social feedback conference on the content of the draft Provincial Planning on May 23, 2022.

Based on the opinions at the meeting of the Provincial Party Standing Committee, comments from ministries, branches, provincial People's Committees, relevant organizations and individuals; the Provincial People's Committee has directed the Department of Planning and Investment to coordinate with the Provincial Planning Consulting Unit and departments, branches and localities to complete the dossier and submit it to the Provincial Planning Appraisal Council for the period 2021-2030, with a vision to 2050 (National Appraisal Council).

On November 14, 2022, the National Appraisal Council approved and issued a report on the appraisal of the Nghe An Provincial Planning for the period 2021-2030, with a vision to 2050.

Based on the opinions of the Appraisal Council, the Party Committee of the Provincial People's Committee directed the Provincial People's Committee to direct the Department of Planning and Investment and the Provincial Planning Consulting Unit to continue to coordinate with departments, branches and localities to study, receive, explain and complete the Provincial Planning dossier.

Accordingly, the general goal of the Plan is to strive by 2030 for Nghe An to become a fairly developed province of the country and imbued with the cultural identity of Nghe An; the economy to develop dynamically, rapidly and sustainably; to be a center of trade, healthcare, education - training, science - technology, industry and high-tech agriculture in the North Central region; to have a synchronous and modern infrastructure system; the material and spiritual life of the people to be constantly improved; cultural and historical values, marine ecosystems, islands and forests to be preserved and promoted; to firmly ensure national defense and security.

Vision to 2050, build Nghe An to become a comprehensively developed, ecological, civilized, modern province of the country and imbued with the cultural identity of Nghe An; develop in balance and harmony between regions and in the fields of economy, culture, society, environmental protection, adaptation to climate change and firmly ensure national defense and security; truly be an important driving force for development of the North Central region; the material and spiritual life of the people reaches a high level; cultural, historical values, marine, island and forest ecosystems are preserved and promoted.

According to the plan, Nghe An aims for an average growth rate of gross regional domestic product (GRDP) in the 2021-2030 period of about 10.5-11.0%/year. GRDP structure: industry - construction accounts for 42.0 - 42.5%; service sector accounts for 39.0-39.5%; agriculture, forestry and fishery accounts for 13.5 - 14.0%; and product taxes minus product subsidies account for 4.5-5.0%. State budget revenue in the area increases by an average of about 12%/year. GRDP per capita in 2030 will reach about 7,500 - 8,000 USD.

To achieve the above goals, Nghe An province focuses on maximizing resources to develop 2 growth engine areas, 3 strategic breakthroughs, 4 economic corridors, 5 pillar sectors, and 6 urban centers.

Two growth drivers include: Vinh City expansion and Nghe An Southeast Economic Zone expansion.

Three strategic breakthroughs include: Completing synchronous institutions and policies; strongly improving the investment and business environment with outstanding competitiveness associated with promoting administrative reform; focusing on building and creating a breakthrough in the socio-economic infrastructure system in a synchronous and modern direction to meet development requirements; comprehensively developing human resources, science, technology, innovation associated with promoting the cultural values ​​and people of Nghe An:

The four economic corridors include: Coastal economic corridor; Ho Chi Minh road economic corridor; National Highway 7A economic corridor; National Highway 48A economic corridor.

The five pillars of development include: Industrial development, focusing on processing and manufacturing industries; supporting industries; development of trade, services, education and training, high-quality healthcare; tourism development based on three focuses: cultural and historical tourism; resort tourism, entertainment and sea sports; eco-tourism, adventure tourism associated with the community; development of high-tech agriculture; development of the marine economy associated with ensuring national defense and security.

Six urban centers include: Vinh expanded urban area; Hoang Mai urban area (developed in association with Quynh Luu); Thai Hoa urban area (developed in association with Nghia Dan); Dien Chau urban area; Do Luong urban area; Con Cuong urban area.

The plan also clearly shows the development plan of sectors and fields; technical infrastructure development; social infrastructure development; national defense and security; plan for organizing socio-economic space, functional areas; plan for planning urban and rural systems; plan for planning construction of inter-district and district regions; plan for environmental protection, nature conservation and biodiversity in the province; plan for protecting, exploiting and using resources; plan for exploiting, using and protecting water resources, preventing and overcoming the consequences of damage caused by water; plan for preventing and combating natural disasters and responding to climate change; plan for allocating and zoning land according to functional areas and land types to each district-level administrative unit; building a list of provincial projects and priority order of implementation; building solutions and resources to implement the plan.

CAREFULLY PREPARE FOR PRIME MINISTER'S CONSIDERATION AND APPROVAL

Speaking at the conference, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung discussed and clarified the contents of the Provincial Planning; thereby affirming that the province has carefully implemented all steps according to regulations. In addition, in the process of implementing the Plan, the province also faced the same difficulty as many other provinces and cities, which is that it can only implement according to the land allocation targets in Decision No. 326/QD-TTg on allocating national land use planning targets for the period 2021 - 2030, with a vision to 2050, and the 5-year national land use plan 2021-2025.

Therefore, some of the set targets such as adding to the planning, the planned 23 industrial parks in the economic zone and outside the economic zone have not been realized, but only a maximum of 12 industrial parks can be added, including 9 industrial parks in the economic zone and 3 industrial parks outside the economic zone. Therefore, in the planning, when adjusting and supplementing land indicators, the province will add more industrial parks according to the set targets.

In addition, Chairman of the Provincial People's Committee Nguyen Duc Trung also said that to meet the electricity demand of investment attraction projects, the province has directed to supplement the planning of transformer stations to meet the increasing demand for electricity consumption for industry.

Based on research, discussion and clarification of many related contents, the Provincial Party Committee has approved the draft Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050; as a basis for submitting to the Provincial People's Council for consideration and approval of the planning, for submission to the Prime Minister for approval.

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy requested that provincial agencies closely follow the plan, implement steps according to regulations, and promptly submit it to the Prime Minister for consideration and approval.
