(Baonghean.vn) - In 1992, the 29th ICAO General Assembly passed resolution A29-1 declaring December 7 every year, starting from 1994, as International Civil Aviation Day to highlight and promote the benefits of international civil aviation.
The Wright brothers' first successful flight on December 17, 1903 marked the beginning of flight and civil aviation. The dream of flying in the air from centuries ago had come true.
From the early flights to World War II, the aviation industry has developed strongly in many countries around the world. At that time, the objective requirement for coordination of aviation activities between countries was global.

Based on the proposal of the United States and after consultation among the main allies, the United States Government invited 55 countries to attend the International Civil Aviation Conference in November 1944 in Chicago. 54 countries attended this Conference.
At the end of the Conference, a Convention on International Civil Aviation was signed by 52 countries. Accordingly, the International Civil Aviation Organization (ICAO) was established as a means to ensure international cooperation at the highest level for the unification of regulations and standards, procedures and methods of organization of civil aviation matters. At the same time, the International Transit Services Agreement and the International Air Transport Agreement were signed.
The most important work done at the Chicago Conference was in the technical field. This Conference laid the foundation for the establishment of rules and regulations relating to the entire aviation industry, bringing flight safety a great step forward and paving the way for the adoption of a common air navigation system worldwide.

The Provisional International Civil Aviation Organization (PICAO) carried out the basic purposes of the Chicago Convention on International Civil Aviation until April 4, 1947. ICAO officially came into operation after receiving sufficient ratifications of the Convention from member states.
For over 65 years, air transport has been a catalyst for fundamental economic, social and cultural transformation. Through ICAO, the civil aviation industry of countries has received much assistance and international cooperation. Since its inception, ICAO has created and continuously updated Standards and Recommended Practices (SARPs), as well as related policies and guidelines for countries.
ICAO embodies the spirit of cooperation and dedication of 190 countries to achieve the safe and orderly development of civil aviation worldwide.

Vietnam became an official member of ICAO on April 12, 1981.
In 1994, the ICAO General Assembly adopted Resolution A29-1 to designate December 7 as “World Civil Aviation Day” and to commemorate the 50th anniversary of the founding of ICAO.
In 1996, at the initiative of ICAO and with the assistance of the Government of Canada, the United Nations General Assembly officially adopted a Resolution recognizing December 7 as "International Civil Aviation Day" and included it in the system of official UN commemorative days.
The purpose of the global observance is to create and reinforce awareness of the importance of international civil aviation in the socio-economic development of countries around the world and of ICAO's role in promoting the safety, efficiency and regularity of international air transport./.
