Promulgating the Project to build Nghe An General Friendship Hospital into a special-class hospital
The People's Committee of Nghe An province has just issued a project to upgrade Nghe An General Friendship Hospital to become a special-class hospital - a group of medical facilities with the highest standards currently according to regulations of the Ministry of Health.
Recently, the People's Committee of Nghe An province issued Decision No. 2529/QD-UBND promulgating the Project to build Nghe An General Friendship Hospital into a special-class hospital.
The project clearly states: Currently, the country has 06 special-class hospitals, including: 108 Military Central Hospital, Viet Duc Friendship Hospital, Bach Mai Hospital, Thai Nguyen Central Hospital, Hue Central Hospital and Cho Ray Hospital.
In addition to the special-class hospitals located in major cities that are the centers of the country, Thai Nguyen Central Hospital and Hue Central Hospital are regional special-class hospitals.
Specialized regional hospitals in disadvantaged, densely populated areas have helped complete Vietnam's healthcare network, helping people, especially those in difficult circumstances, easily access advanced, specialized medical techniques right in their localities.
Nghe An province is located in the center of the North Central region, bordering the Lao People's Democratic Republic to the west, and has great significance for international cooperation, in which cooperation in health is one of the important contents.
Nghe An currently has a very developed health system, includingNghe An General Friendship Hospitalis a grade 1 hospital, the final line of general medical examination and treatment in Nghe An province; at the same time, the final line of medical examination and treatment in the fields of Internal Medicine, Surgery and Obstetrics and Gynecology in the North Central region.
Over time,Nghe An General Friendship Hospital11,128 techniques have been deployed from provincial to central levels, including many advanced techniques such as organ transplantation, vascular intervention, open heart surgery, reproductive support, in-depth development of robotic surgery, endoscopic surgery in various specialties...
With a large population and a rich and complex disease pattern, every year a large number of people suffer from rare and serious diseases beyond the capacity of provincial hospitals and have to be transferred to central hospitals for treatment.
Besides, the living standard of people in Nghe An province and other provinces in the region is still low, transferring treatment will lead to economic and time waste, overloading the central line, and security and order will not be guaranteed.
The project affirms: Implementing Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 and action programs of the Government and Nghe An province, building Nghe An General Friendship Hospital into a special-class hospital is a key task, in line with the orientation of Resolution 39, as well as meeting the aspirations and interests of the people.
According to the Project, in the period of 2025 - 2027, Nghe An General Hospital will maintain the achieved criteria and complete the missing criteria according to Circular No. 06/2024/TT-BYT. In particular, it is required that 100% of heads of clinical and paraclinical departments have a doctorate or specialist II degree; at least 70% of treating physicians and 60% of head nurses, chief technicians, and head midwives have postgraduate degrees.
At the same time, the hospital must ensure 95% of surgical techniques and procedures belong to special groups, types I and II; organize departments and rooms in the direction of deep specialization, deploy modern and complex techniques and submit a proposal for special classification when fully meeting the criteria.
From 2028 onwards, the hospital will continue to consolidate, maintain and develop the standards of a special-class hospital, while focusing on key tasks such as:
Complete the organizational structure, build a recruitment mechanism, attract high-quality human resources; ensure 100% of postgraduate training staff complete the course on schedule; assign staff for specialized training, attach responsibilities and obligations after training.
Complete the list of special technical categories, reduce the rate of transferring patients to higher levels, ensure bed utilization rate reaches over 95%/year; develop key specialties on par with regional and international standards.
Renovate and upgrade degraded items; increase green space and parks; invest in modern information technology infrastructure to serve digital transformation.
Coordinate with central hospitals and medical universities to train and transfer technology; strengthen international cooperation, especially with countries with advanced healthcare; continue to direct and provide technical support to medical facilities in the region, including units of the Lao People's Democratic Republic.
