The plan to develop Nghe An Friendship General Hospital into a special-class hospital has been issued.
The People's Committee of Nghe An province has just issued a plan to upgrade Nghe An Friendship General Hospital to a special-class hospital - the highest standard medical facility currently regulated by the Ministry of Health.
Recently, the People's Committee of Nghe An province issued Decision No. 2529/QD-UBND promulgating the Project to develop Nghe An Friendship General Hospital into a special-class hospital.
The plan states: Currently, there are 6 hospitals of special category nationwide, including: Military Central Hospital 108, Viet Duc Friendship Hospital, Bach Mai Hospital, Thai Nguyen Central Hospital, Hue Central Hospital, and Cho Ray Hospital.
Besides the top-tier hospitals located in major cities that are the centers of the country, Thai Nguyen Central Hospital and Hue Central Hospital are regional-level specialized hospitals.
Specialized regional hospitals in disadvantaged and densely populated areas have helped to complete Vietnam's healthcare network, enabling people, especially those in difficult circumstances, to easily access advanced and specialized medical techniques right in their local areas.
Nghe An province is located in the central part of the North Central region, bordering the Lao People's Democratic Republic to the west. It holds significant importance for international cooperation, with healthcare being one of the key areas of collaboration.
Nghe An currently has a highly developed healthcare system, including:Nghe An Friendship General HospitalIt is a Grade 1 hospital, the highest-level general medical examination and treatment center in Nghe An province; and also the highest-level center for examination and treatment in Internal Medicine, Surgery, and Obstetrics and Gynecology in the North Central region.

Due to its large population and diverse and complex disease patterns, a significant number of people each year suffer from rare and life-threatening illnesses that are beyond the capacity of provincial hospitals and must be transferred to central hospitals for treatment.
Furthermore, given the low living standards of people in Nghe An province and other provinces in the region, transferring patients for treatment would lead to economic and time waste, overload central-level hospitals, and compromise security and order.
The project affirms that, in implementing Resolution No. 39-NQ/TW dated July 18, 2023, of the Politburo on building and developing Nghe An province until 2030, with a vision to 2045, and the action programs of the Government and Nghe An province, the construction of Nghe An Friendship General Hospital into a special-class hospital is a key task, consistent with the orientation of Resolution 39, and also meets the aspirations and rights of the people.
According to the plan, during the period 2025-2027, Nghe An Friendship General Hospital will maintain the criteria already achieved and complete the remaining criteria as stipulated in Circular No. 06/2024/TT-BYT. Specifically, it requires 100% of heads of clinical and paraclinical departments to have a doctoral degree or specialist level II qualification; and at least 70% of treating physicians and 60% of head nurses, head technicians, and head midwives to have postgraduate qualifications.
At the same time, the hospital must ensure that 95% of surgical techniques and procedures belong to the special, type I and type II categories; organize departments and wards towards in-depth specialization, implement modern and complex techniques, and submit a dossier requesting special ranking when all criteria are met.
From 2028 onwards, the hospital will continue to strengthen, maintain, and develop its standards as a top-tier hospital, while focusing on key tasks such as:
Improve organizational structure, build recruitment mechanisms, and attract high-quality human resources; ensure 100% of postgraduate staff complete their courses on schedule; send staff for in-depth specialized training, and assign responsibilities and obligations after training.
Complete the list of specialized medical procedures, reduce the rate of patient transfers to higher-level hospitals, ensure bed occupancy rates reach over 95% per year; develop cutting-edge specialties to be on par with regional and international standards.
Renovate and upgrade dilapidated facilities; increase green spaces and parks; invest in modern information technology infrastructure to support digital transformation.
Coordinate with central-level hospitals and medical universities to provide training and technology transfer; strengthen international cooperation, especially with countries with advanced healthcare systems; continue to provide guidance and technical support to healthcare facilities in the region, including those in the Lao People's Democratic Republic.
