Reflecting to the provincial working delegation, Mr. Phan Xuan Hoa - Deputy Head of the Southeast Economic Zone Management Board said: Legal documents are still overlapping, inconsistent and constantly changing, causing difficulties for state management agencies in managing construction planning, investment management, labor management, environment...
There is still a situation where, in order for an investor or a project to be implemented quickly and not miss the opportunity to attract investment in the province, the Board is forced to grant licenses first and update administrative procedures later. Therefore, there are investment projects that have come into operation but the administrative procedures have not been fully completed.
Therefore, to ensure proper implementation of legal regulations on administrative procedures, the Southeast Economic Zone Management Board recommends that relevant departments, branches and investors need to actively and smoothly coordinate to avoid delays in implementing investment licensing procedures.

Previously, reporting on the implementation of administrative reform, the representative of the Southeast Economic Zone said that the Board had established an administrative reform steering committee to inspect and urge the implementation of this work. Accordingly, 60 procedures under the authority of the Board have been publicly implemented on the public administrative service network, reaching 100%; the time to handle administrative procedures has been reduced by the Board by 10% - 15% compared to regulations.
In 2016, 368 applications were received and 363 applications were returned on time, the rest were returned with additional requests as required. By April 2017, 75 applications were received and returned on time. Currently, the Board has 7 specialized departments and offices with 39 staff and 1 contract of 68. The Southeast Economic Zone Management Board has completed the job position project. In 2016 and 2017, the work positions of some officers and employees were changed.
The Southeast Economic Zone and industrial parks have attracted 185 investment projects, including 154 foreign investment projects with a total investment capital of 1,449.3 million USD. In 2016, enterprises paid over 947 billion VND to the state budget, creating jobs for more than 17,000 people.

Concluding the meeting, the representative of the inspection team assessed that the administrative reform work of the Southeast Economic Zone Management Board achieved many good results, and many implementation contents were of high quality.
However, the delegation also requested the leaders of the Southeast Economic Zone Management Board to pay more attention to the inspection and review of the implementation of administrative reform procedures; direct the activities of party cells to be more orderly and qualitative, especially the review in the spirit of Resolution 4 of the Central Committee (term XII) associated with administrative reform. Overcome the situation of low usage of official emails by officials and employees (more than 3.3%).
