The Standing Committee of the Party Committee of Nghe An Provincial People's Committee approved the investment policy for the Quynh Lap LNG project worth 2.11 billion USD.
On the afternoon of October 30, the Party Committee of Nghe An Provincial People's Committee held a meeting to discuss and give opinions on many important issues. Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Party Committee of the Provincial People's Committee chaired and directed the meeting.

There will be an open bidding to select investors for the Quynh Lap LNG project.
At the meeting, the Provincial Party Committee listened to and gave opinions on the proposal to approve the investment policy of the Quynh Lap LNG Thermal Power Plant project; this is a project on the list of important national power sources, included in the National Power Development Plan for the 2021-2030 period, with a vision to 2050.
The meeting heard a detailed report on the scale, location, total capital, technology and form of investor selection of the Quynh Lap LNG Thermal Power Plant project.
Based on the appraisal results of the Central Ministries, branches, provincial departments and branches and on the basis of current legal regulations, the Standing Committee of the Provincial Party Committee has agreed in principle to approve the project investment, agreed in principle to convert the purpose of forest land use for implementation, and agreed to apply the form of "open bidding" to select investors.
Accordingly, the Quynh Lap LNG Thermal Power Plant project has a capacity of 1,500 MW (including 2 units of 750 MW); an LNG storage with a capacity of about 250,000 m³, with an LNG recycling system; and a specialized port in Dong Hoi Wharf Area, Nghe An Seaport, with 1 liquid/gas wharf with a throughput capacity of 1.5 million tons/year and a synchronous technical infrastructure system.
The total estimated investment of the project is about 55,946 billion VND, equivalent to 2.11 billion USD, deployed in Tan Mai ward, Nghe An province. The land and sea area used is about 67.28 hectares (not including the ship turning area, the common breakwater of Dong Hoi wharf area, expected to add about 142.72 hectares), of which the mainland is 57.29 hectares, the sea surface and coast is 9.99 hectares.
Concluding this content, with the nature of a large-scale project with strategic influence, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee emphasized the request for the Provincial People's Committee Party Committee to absorb opinions and complete the submission to submit to competent authorities for consideration and approval of the investment policy, as a basis for implementing the next steps in accordance with the provisions of law.
According to the working regulations of Nghe An Provincial Party Committee, after the Standing Committee of the Provincial Party Committee and the Provincial People's Committee agree, the dossier will be submitted to the Standing Committee and the Standing Committee of the Provincial Party Committee for consideration and agreement on the investment policy. This is an important step as a basis for organizing the selection of investors according to regulations.
Quynh Lap LNG Thermal Power Plant Project currently has 5 investors submitting valid documents, including 4 foreign investors, including 2 Korean enterprises, 1 Japanese enterprise and 1 Qatari enterprise. The fact that many international investors are interested shows the attraction and great potential of the project.
Ensuring connectivity and efficiency between the Party, People's Council, People's Committee and Fatherland Front in the digital environment
At the working session, the Standing Committee of the Provincial People's Committee also gave comments on the Draft Project on Digital Transformation in the province's political system.
This is a project that serves as a basis for successfully deploying and realizing the goals of the 20th Congress of Nghe An Provincial Party Committee, term 2025-2030 and Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation in Nghe An province.
In particular, through the implementation of the Project, the activities of the political system are brought to a convenient and safe digital environment, meeting the requirements of operating two-level local governments; ensuring connectivity, efficiency, and no overlapping or disjointed tasks between the Party, People's Council, People's Committee and the Fatherland Front.
The draft project assesses the current status of digital transformation in the province, and at the same time points out the existing problems, difficulties, obstacles and causes, thereby determining the requirements and goals set for the coming period; at the same time, focusing on key viewpoints, goals, tasks and solutions.
In particular, the Project has developed key task groups on leadership and direction; raising digital awareness; developing digital human resources; perfecting digital infrastructure and platforms; building digital government, digital administration, digital economy, digital society; ensuring information security, network security; implementing Project 06 and digital transformation in Party agencies. The tasks are designed according to the principle of "clear work, clear time, clear responsible person, clear results, clear resources".
At the same time, there are key groups of solutions to effectively implement the goals and tasks of the Project, including strengthening leadership and management; perfecting institutions, mechanisms and policies; developing resources; building infrastructure and digital platforms; ensuring information security and network security, towards comprehensive, substantive and sustainable digital transformation.

Concluding the working session, Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee Le Hong Vinh assigned the Department of Science and Technology to fully absorb the comments and complete the Draft Project in accordance with regulations. Based on the analysis of a number of specific indicators, he emphasized that the determination of indicators must closely follow reality, ensuring feasibility and effectiveness in implementation; at the same time, it is required to pay attention to the form, style and structure of the document, ensuring consistency with the Party's document standards, before submitting it to the Provincial Party Committee Standing Committee for consideration and comments on promulgation.
At the meeting, the Standing Committee of the Provincial People's Committee also approved the investment policy for the Thanh Vinh Leather Shoe Factory and Factory Rental Project; the plan to handle the Vuc Mau Lake Floating Solar Power Plant project and the Khe Go Lake Solar Power Plant project and a number of other contents related to the inspection, supervision, organization, cadres, and party development of the Party Committee.
