The Standing Committee of Nghe An Provincial Party Committee directed the implementation of renaming blocks, hamlets, villages, and residential groups with the same name.

One of the important contents in Conclusion No. 578-KL/TU dated July 10, 2025 of the Standing Committee of Nghe An Provincial Party Committee is to direct the implementation of renaming blocks, hamlets, villages, and residential groups with duplicate names after the rearrangement of commune-level administrative units.

Previously, implementing Resolution No. 1678/NQ-UBTVQH15 dated June 16, 2025 of the National Assembly Standing Committee, Nghe An province completed the arrangement of commune-level administrative units, reducing from 412 to 130 communes and wards.

This merger has contributed to streamlining the apparatus and improving the effectiveness of State management in the two-level local government (province and commune), but at the same time, it has also given rise to a number of shortcomings, notably the duplication of names in blocks, hamlets, villages, and residential groups.

Currently, Nghe An province has 3,797 blocks, hamlets, villages, and residential groups under 130 communes and wards. After the merger, in the same administrative area at the commune level, there has been a situation where many grassroots residential units have the same name.

This situation not only causes difficulties in administrative management and determining residential addresses, but also affects the implementation of online public services, the operation of the national population database, and the daily trading and trading activities of the people.

At the recent 31st session of the Provincial People's Council, many delegates reflected on this situation of duplicate names, and at the same time requested the province to provide unified direction and guidance for communes to review and rearrange residential units and arrange non-professional staff suitable for the new model.

To promptly overcome the above shortcomings, the Provincial Party Committee Standing Committee assigned the Provincial People's Committee Party Committee Standing Committee to lead and direct the Provincial People's Committee and relevant agencies to guide the implementation of renaming blocks, hamlets, villages, and residential groups with duplicate names in newly formed commune-level administrative units after the merger.

According to the Law on Organization of Local Government, the authority to decide on the establishment, reorganization, dissolution, naming, and renaming of blocks, hamlets, villages, and residential groups belongs to the People's Council at the commune level.

The implementation process needs to ensure democracy, transparency, and broad public consultation, while being consistent with the historical, cultural, and traditional characteristics of each locality.
