The Standing Committee of Nghe An Provincial Party Committee requested to complete the commune-level party congress for the 2025-2030 term before August 31, 2025.
This is one of the important contents in Conclusion No. 578-KL/TU, dated July 10, 2025 of the Provincial Party Standing Committee on implementing a number of tasks after the rearrangement of commune-level administrative units.

The Provincial Party Standing Committee requested the Party Standing Committees of communes and wards to focus on leading and directing the preparation and organization of the Party Congresses at the commune level for the 2025-2030 term, to be completed before August 31, 2025.
Previously, Nghe An Provincial Party Committee issued Project No. 50-DA/TU dated June 16, 2025 to end the activities of the district-level Party Committee and the commune-level Party Committee (old); to establish the commune-level Party Committee (new). This establishment ensures consistency with the commune-level administrative unit system after the rearrangement, in accordance with the 2-level local government (province, commune).
According to the Project, the Provincial Party Committee has established 130 (new) commune-level Party Committees, including 11 ward Party Committees and 119 commune Party Committees. Before implementing the 2-level administrative unit, Nghe An had 20 district, city and town Party Committees with 1,035 grassroots Party organizations (584 grassroots Party Committees, 451 grassroots Party cells) and 184,466 Party members; of which there were 412 commune-level Party Committees (362 commune Party Committees, 33 ward Party Committees, 17 town Party Committees) with 6,451 subordinate Party cells and 162,447 Party members.
Also in Conclusion No. 578-KL/TU, the Provincial Party Standing Committee requested the Party Standing Committees of communes and wards to urgently review and complete all work of assigning, arranging, and organizing cadres, civil servants, public employees, and workers at the commune level; promptly consolidate, perfect, and stabilize the organizational apparatus of the commune-level political system, operate smoothly, effectively, and efficiently, ensuring the normal activities of people and businesses, especially in the fields of administrative procedure settlement, health care, education, culture, etc.
Cadres, civil servants and public employees must focus on their work, maintain their image and style, and uphold their sense of responsibility in serving the people.

At the same time, strengthen propaganda and guidance work so that people can understand the regulations, locations and new working methods of local State agencies; consolidate and maintain people's consensus and support for the implementation of the 2-level administrative unit; promote the spirit of solidarity and unanimity to successfully implement the 2-level administrative unit model, ensure the smooth, effective and efficient operation of the organizational system; protect the legitimate rights and interests of the people; care for social security and expand development opportunities for all classes of people.
Immediately after the commune-level Party Congress, the Provincial Party Standing Committee requested to focus on leading and directing the organization of the Congress of the Fatherland Front and socio-political organizations according to Directive 48-CT/TW, dated June 24, 2025 of the Secretariat on leading and directing the Congress of the Vietnam Fatherland Front and socio-political organizations at all levels towards the National Congress of the Vietnam Fatherland Front for the 2026-2031 term, to be completed before October 31, 2025.
The Standing Committee of the Party Committee at the commune level shall base on Official Dispatch No. 12-CV/BCĐ, dated June 20, 2025 of the Steering Committee for the arrangement of administrative units of the Government on guiding a number of contents for non-professional workers at the commune level when implementing a 2-level local government to arrange, organize, and resolve policies for non-professional workers according to regulations.
