The Standing Committee of Nghe An Provincial Party Committee gave its opinion on the policy of building a Martyrs Temple in the province.
(Baonghean.vn) - On the morning of April 28, at the regular meeting of April 2021, the Standing Committee of Nghe An Provincial Party Committee gave opinions on the investment policy for the project to build a memorial to martyrs in the province.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the meeting. Also attending were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Xuan Son - Chairman of the Provincial People's Council; representatives of leaders of a number of Central Party Committees, members of the Provincial Party Standing Committee; leaders of a number of relevant departments and branches.

At the meeting, the Party Committee of the Provincial People's Committee reported 4 contents that need to be focused on clarifying in accordance with the direction of the Provincial Party Standing Committee in Notice No. 2182-TB/TU regarding the martyrs memorial project of Nghe An province.
Accordingly, in terms of type, the project is identified as the Temple of Martyrs of Nghe An Province. The whole province currently has over 45,000 martyrs, of which more than 26,000 martyrs have not found their remains (accounting for 59.05% of the total number of martyrs in the province), many martyrs have no relatives to worship.
Therefore, there needs to be a place to worship and remember the martyrs' merits, a place for people to offer incense and flowers every day and on holidays in accordance with the spiritual worship culture of the Vietnamese people.
This project will create a unique, closed architectural complex, combining traditional and modern elements. Through a nationwide survey, there are currently 13 provinces that have built provincial Martyrs Temples.

The project is located in the Southeast area of Dung Quyet mountain, Trung Do ward, Vinh city, Nghe An province, with an area of 2.7 hectares (can be expanded by 0.7 hectares adjacent to National Highway 1A).
This location is the planning area of "Small war park" located in the planning complex of Quyet Mountain Park, so it is very suitable for the construction of the provincial Martyrs' Temple, due to its relatively large area, open space, connecting many major roads of the country and the province; in accordance with the planning of Vinh City People's Committee approved by the Provincial People's Committee;...
Regarding the subjects of worship, the project will worship martyrs from Nghe An and other localities who sacrificed their lives for the cause of national liberation, protecting the Fatherland, and for noble international duties.

According to the Party Committee of the Provincial People's Committee, the project has a total investment of about 80 billion VND (including compensation, site clearance, leveling and technical infrastructure investment), from the budget of the Ministry of Labor, Invalids and Social Affairs, the provincial budget, the Gratitude Fund and social mobilization. The implementation period is from 2022 to 2025. The scale of construction investment includes: 1-storey martyrs' temple, 1-storey administrative and reception building; other auxiliary items.
Speaking about this content, Chairman of the Provincial People's Committee Nguyen Duc Trung committed that when implemented, he will direct the completion of the project within no more than 3 years, striving to complete it within 2 years.
Comrade Nguyen Xuan Son - Chairman of the Provincial People's Council analyzed and proposed to clarify the operation and management work so that the Nghe An Provincial Martyrs Temple can promote its effectiveness.

Concluding this content, Provincial Party Secretary Thai Thanh Quy shared that the construction of a memorial project to commemorate the heroic martyrs, including the heroic martyrs of Nghe An province, is in accordance with the morality and tradition of the nation and country.
Based on the report of the Party Committee of the Provincial People's Committee, the Provincial Party Secretary assessed that there was sufficient basis including sentiment, responsibility, methods, procedures, especially taking full advantage of opinions, including those of the people, to approve the investment policy for the project to build the Martyrs Temple of Nghe An province.

The Provincial Party Secretary noted that after being approved by the Provincial Party Standing Committee, it is necessary to unify in the document that the project is: Temple for martyrs of Nghe An province; at the same time, it is suggested that although only phase 1 is implemented, it is necessary to have a comprehensive, methodical, and complete plan of the area of 2.7 hectares on the entire project area.
In particular, comrade Thai Thanh Quy requested that specialized agencies need to have effective management solutions to promote the value of the Martyrs Temple of Nghe An province.
Also at the working session, the Provincial Party Standing Committee listened to and gave opinions on the investment project of the Cultural Tourism Area belonging to the "Special National Monument Area of President Ho Chi Minh Memorial" in Kim Lien commune, Nam Dan.
