Operating a two-level government and implementing the "four pillars": Nghe An maintains its development pace and speeds up preparations for the congress.

From July 1, 2025 to present, along with the whole country, Nghe An province officially operates a 2-level local government, in which the grassroots level includes 130 communes and wards.

The province has arranged 9,928 cadres, civil servants and public employees to work at the commune level, of which the Party bloc has 4,063 people; the government bloc has 5,865 people; at the same time, it has led, directed and arranged resources to complete facilities and materials to ensure smooth operation, especially the organization and operation of the Public Administration Service Centers at the commune level.

Reporting at the meeting, Nghe An Provincial Party Secretary Nguyen Duc Trung said: The commune-level public administrative service centers have initially created favorable conditions for people to access public services, in accordance with the spirit of "bringing the government closer to the people, serving the people in a timely and better manner".

In addition, from the practice of more than 15 days of implementing the two-level local government, the Secretary of Nghe An Provincial Party Committee reported and analyzed a number of arising contents in the operation of the new commune level, including the public administrative service center.

On that basis, the province proposed a number of contents such as: Improving the quality of operations of the Public Service System for birth and death registration and electronic civil status software; sharing, connecting, and synchronously integrating data between the Business Registration System in the electronic environment and the National Database System on Business Registration with the Information System for handling administrative procedures of provinces and cities.

In addition to local resources, the province proposed that the Central Government pay attention to providing additional funding for the province to invest in and equip facilities for communes; promptly issue documents regulating the specific number of staff for commune governments; support upgrading information technology equipment to serve online filing; provide more specific guidance on land use adjustment planning, commune-level construction planning (new)...

Economically, in the first 6 months of 2025, despite having to simultaneously implement many major tasks, Nghe An province still achieved an economic growth rate of 8.24%. Despite facing many challenges, the province is making maximum efforts to achieve the growth target of 10.5% in 2025 as assigned by the Government.

Culture and society have many positive changes, especially ensuring social security. The province is determined to complete the program of eliminating temporary and dilapidated houses before July 31, 2025. Up to now, 20,562 houses have been built and repaired, of the remaining 286 houses, only 38 have not yet started construction.

Notably, in the results of the high school graduation exam for the 2024-2025 school year, Nghe An led the country in average scores, continuing to affirm its position as a land of learning.

The province is focusing on directing the implementation of the "four pillars" including Resolutions 57, 59, 66, 68 of the Politburo; in which, for Resolution 57 on science, technology development, innovation and national digital transformation, Nghe An has set 81 tasks in 2025, especially focusing on digital transformation in the immediate future.

The preparation work for Party congresses at all levels in the entire provincial Party Committee has been directed to be carried out methodically, ensuring quality and progress. Nghe An Provincial Party Committee is drafting the Political Report and the Review Report of the Provincial Party Committee according to the correct procedures, ensuring quality and progress.

The draft Political Report has fully updated the latest directives of the Central Committee, and is structured in a concise, easy-to-remember, easy-to-understand, and easy-to-implement manner; at the same time, it absorbs and clearly demonstrates the Party's new policies.

In particular, the draft clearly defines the goal of turning Nghe An into a national growth pole, in accordance with the conclusion of General Secretary To Lam at the working session with the Provincial Party Committee Standing Committee on May 15, 2025. The province is currently continuing to collect comments for completion.

The work of preparing personnel for the Congress was also deployed synchronously by the Nghe An Provincial Party Committee, in accordance with procedures and regulations. The province registered with the Politburo's Working Group to review documents according to the Central's general plan.

Along with the preparation of documents and personnel at the provincial level, Nghe An Provincial Party Committee has issued guidelines for drafting documents and providing comments on documents at higher levels to 130 grassroots party organizations in communes and wards. To ensure the quality and progress of document approval at the grassroots level, the Provincial Party Committee has established 11 working groups, headed by members of the Provincial Party Standing Committee. Each group is assigned to be in charge of 11 to 13 grassroots party organizations, in order to seriously and properly review the congress, in accordance with the specific characteristics of each locality and organization.

At the meeting, comrades in the Standing Committee of Nghe An Provincial Party Committee and leaders of Truong Vinh Ward (representing the Party Committee and local government) reported on the operation situation and presented a number of recommendations and proposals. Members of the working delegation expressed their opinions and discussed many contents with Nghe An province, especially the operation of the government at the new commune level.

Towards the grassroots, solving at the grassroots

Concluding the meeting, comrade Nguyen Trong Nghia - Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Education Commission for Mass Mobilization acknowledged and highly appreciated the initial results that Nghe An province has achieved in implementing the two-level local government.

Tỉnh đã thống nhất nhận thức, tổ chức thực hiện bài bản, tạo được sự đồng thuận cao trong toàn hệ thống chính trị và trong Nhân dân. Bộ máy tổ chức đã được tinh gọn hợp lý; công tác tư tưởng, tổ chức, sắp xếp cán bộ được triển khai đồng bộ, khoa học; giải quyết tốt chính sách cán bộ.

Đặc biệt, tỉnh đã sắp xếp lại đội ngũ cán bộ ở cơ sở kịp thời, đảm bảo nguyên tắc "không để trống trận địa, không để đình trệ, gây khó khăn cho Nhân dân”; đảm bảo tốt an ninh, an toàn; đồng bào dân tộc thiểu số, đồng bào có đạo đều tin tưởng, đồng thuận và tích cực hưởng ứng các chủ trương mới.

Có được kết quả đó, đồng chí Nguyễn Trọng Nghĩa đặc biệt ghi nhận tinh thần lãnh đạo quyết liệt, trách nhiệm của cấp ủy các cấp; sự vào cuộc đồng bộ của hệ thống chính trị và nhất là vai trò nêu gương, tiên phong của đội ngũ cán bộ.

Trưởng ban Tuyên giáo và Dân vận Trung ương đồng thời ghi nhận công tác chuẩn bị đại hội Đảng các cấp theo Chỉ thị 45 của Bộ Chính trị; cũng như tình hình phát triển kinh tế - xã hội của tỉnh trong 6 tháng đầu năm, việc triển khai các nghị quyết trong “bộ tứ trụ cột”.

Trong thời gian tới, nhấn mạnh tinh thần chủ động với khí thế cao, đồng chí Nguyễn Trọng Nghĩa đã định hướng một số nhiệm vụ trọng tâm đối với tỉnh, đặc biệt phải quyết tâm thực hiện tốt các kết luận của Bộ Chính trị, Ban Bí thư gồm: Kết luận số 174-KL/TW về tiếp tục xây dựng tổ chức, hoạt động của đơn vị hành chính 2 cấp; Kết luận số 177-KL/TW về tiếp tục xây dựng tổ chức, hoạt động của đơn vị hành chính 2 cấp bảo đảm thông suốt, hiệu quả và Kế hoạch số 56-KH/BCĐ của Ban Chỉ đạo Trung ương về tổng kết Nghị quyết số 18-NQ/TW về tiếp tục hoàn thiện tổ chức bộ máy của hệ thống chính trị và chuẩn bị Đại hội đảng bộ các cấp.

Đồng chí lưu ý: Quá trình triển khai cần quán triệt thật sâu, thật kỹ các kết luận, kế hoạch của Trung ương gắn với thực tiễn địa phương, phát huy tối đa những kết quả đã đạt được, đồng thời huy động sức mạnh tổng hợp của toàn hệ thống chính trị, đặc biệt là đoàn viên, thanh niên, lực lượng vũ trang và sự đồng hành của các doanh nghiệp viễn thông, công nghệ tham gia hỗ trợ cơ sở, nhất là trong chuyển đổi số, vận hành công nghệ tại xã, phường.

Regarding socio-economic development, comrade Nguyen Trong Nghia suggested that Nghe An province should continue to focus on closely following the set goals, targets and tasks; in which it is necessary to closely link socio-economic development with ensuring national defense and security; pay deep and practical attention to implementing policies for ethnic minorities, remote areas, border areas, especially policies that are of interest to the people.

Regarding Party congresses at all levels, comrade Nguyen Trong Nghia noted that in the coming time, it is necessary to continue to thoroughly grasp the spirit of being proactive, promptly updating and integrating new points in the Central Committee's direction, especially after the upcoming Central Committee Conference, into the draft political report and related documents.

Along with that, he emphasized that personnel work must clearly demonstrate the spirit of innovation and breakthroughs in accordance with the requirements of the new term; in which, it is necessary to focus on narrow, specialized fields that need priority breakthroughs such as: Science - technology, culture, education; subjects that need to be facilitated for development such as young cadres, female cadres, ethnic minority cadres; ensuring that the next generation, inheritors, has reasonable development according to age, field, gender, and region.

In particular, comrade Nguyen Trong Nghia also noted the need to focus on leading and directing the successful organization of the Party Congress at the commune level. The organization process must ensure principles, promote the spirit of solidarity and cohesion within the organization; after the congress, the Party organization must be stronger than before.

In addition, the Head of the Central Propaganda and Mass Mobilization Commission also noted a number of contents to well organize the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term and the Fatherland Front congresses at all levels.

The Head of the Central Propaganda and Mass Mobilization Commission highly appreciated the efforts, determination and actions of Nghe An province in concretizing the major policies of the Central Government into life. He expressed his belief and expectation that Nghe An province would continue to promote its revolutionary tradition, worthy of being the homeland of President Ho Chi Minh, to be both a model of cultural development and a national growth pole as General Secretary To Lam expected and advised.
