The Standing Committee of Nghe An Provincial Party Committee gives opinions on the socio-economic situation

ECONOMY ON POSITIVE RECOVERY PATH

According to the report of the Party Committee of the Provincial People's Committee, in the first 6 months of the year, Nghe An's socio-economic situation continued to achieve positive results. The gross regional domestic product (GRDP) growth rate is estimated at 8.44%, higher than the growth scenario set for the first 6 months of the year at 7.7-8.3%.

Nghe An has the second highest growth rate in the North Central region, and ranks 18th out of 63 provinces and centrally-run cities. Total export turnover of goods is estimated at nearly 1.2 billion USD, up 24.4% over the same period in 2021, reaching 56.33% of the plan. State budget revenue in the first 6 months of the year is estimated at 10,100 billion VND, reaching 67.4% of the estimate; of which domestic revenue is estimated at 9,126 billion VND.

As of June 15, 2022, the province has attracted 50 new projects and adjusted 59 projects; the total newly granted and increased capital is more than VND 26,435 billion, of which the newly granted capital is nearly VND 13,257 billion; an increase of 13.64% in the number of projects and 1.68 times in total investment capital compared to the same period in 2021.

The cultural and social fields continue to receive attention and direction; social security is ensured, especially focusing on disease prevention and control, ensuring people's health. Administrative reform, strengthening discipline and order are given attention and direction; the application of information technology in administrative reform is vigorously implemented.

At the meeting, the opinions of the comrades in the Provincial Party Standing Committee were unanimous, highly appreciating the results achieved in the first 6 months of the year; at the same time, discussing a number of contents that need to be focused on directing and resolving such as: handling material facilities after merging communes and hamlets; compensation regime for the team of block and hamlet cadres; handling issues related to people's reflections such as domestic water in Vinh city;...

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee, Chairman of the Nghe An Provincial People's Committee Nguyen Duc Trung analyzed the reasons for the results achieved in the above indicators, in which the Covid-19 epidemic has been controlled; at the same time, continuing to promote the spirit of democracy, solidarity and unity within the province and localities.

The results achieved in the first 6 months of the year are remarkable and encouraging; however, analysis of the international situation and context affecting our country in the last 6 months of the year shows that there are huge challenges to achieving the growth target of 8.5 - 9.5% this year.

Determined to stick to the growth scenario in the third and fourth quarters of 2022, the Chairman of the People's Committee of Nghe An province pointed out a number of challenges that need to be resolved related to the land fund limit for developing economic zones, industrial parks and meeting human resources needs for businesses. Along with that, Nghe An is also determined to untie the "bottleneck" regarding airports and deep-water seaports.

In particular, regarding the “bottleneck” of administrative reform, Chairman of the Provincial People’s Committee Nguyen Duc Trung reiterated the very strong viewpoint of the Provincial Party Committee Standing Committee on this issue and that there have been changes in practice over the past time. However, the awareness, attitude and responsibility of a number of cadres and civil servants in a number of sectors and fields towards enterprises still have issues; at the same time, the Provincial Competitiveness Index (PCI) also has issues that need more drastic direction.

Emphasizing the spirit of leadership and drastic management to open up "bottlenecks", especially related to administrative reform, comrade Nguyen Duc Trung requested comrades in the Provincial Party Standing Committee to continue to accompany the Party Committee of the Provincial People's Committee and the Provincial People's Committee to further improve the effectiveness of this work.

RESOLUTIONATE MANAGEMENT; REGULAR INSPECTION AND SUPERVISION

Concluding the socio-economic content, Nghe An Provincial Party Secretary Thai Thanh Quy acknowledged that through statistical indicators in the first 6 months of the year, the province's economy is on a very good recovery path; at the same time, it demonstrates the province's sustainable vision and approach to development.

The Provincial Party Secretary also acknowledged: The spirit of decisive leadership and maintaining solidarity and unity have made important contributions to the implementation of goals and tasks in the past time.

Analyzing and forecasting that the situation in the last 6 months of the year will still face many difficulties and challenges, while the requirements are very high, the head of the Provincial Party Committee requested to continue promoting the spirit of drastic management, inspection, urging, and reminder so that each sector, field, and each leader must focus highly in leading and directing the implementation of tasks.

Along with that, the Provincial Party Secretary requested to focus on preparing the contents of the Summary of 10 years of implementing Resolution 26 of the Politburo; completing the draft Provincial Planning Report for the period 2021 - 2030, with a vision to 2050 to report to the Government; speeding up the disbursement of public investment capital.

The Provincial Party Secretary also requested to focus on removing infrastructure bottlenecks for airports and deep-water seaports and disbursing public investment capital for key projects such as coastal roads, Vinh - Cua Lo road; Oncology Hospital; as well as carrying out site clearance and leveling of mines to serve the construction of the expressway to contribute to completing the Nghi Son - Dien Chau section in August 2023 and the Dien Chau - Bai Vot section in May 2024; urging to focus on implementing tasks to expand the administrative boundaries of Vinh city.

The head of the Provincial Party Committee also requested to be proactive in responding to natural disasters and extreme weather events; at the same time, solving social issues of concern, especially clean water, waste, environmental issues from hydropower and mineral exploitation; continuing to do a good job of information, communication and press work.

Comrade Thai Thanh Quy also requested to enhance the effectiveness of the administration of all levels, continue to promote administrative reform and digital transformation. Regarding this content, the Provincial Party Secretary directed the Provincial Party Committee Office to organize meetings and dialogues between the Provincial Party Committee Standing Committee and provincial-level officials and civil servants in the coming time.

Also at the meeting, the Provincial Party Standing Committee discussed the assessment of the competitiveness of local authorities and departments, branches and sectors of Nghe An province in the period of 2021 - 2025; gave opinions on the draft Project to develop Vinh University into Vinh University.
