On the morning of September 27, the Standing Committee of Nghe An Provincial Party Committee held its regular meeting for September 2024.

Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; representative of the Central Inspection Committee in charge of Nghe An; comrades in the Standing Committee of the Provincial Party Committee and leaders of relevant departments and branches.
Proposed model of public-private partnership
The Provincial Party Standing Committee gave opinions on the draft Project to build a Center for Innovation and Startup in the North Central region.

In the current development trend, innovation is an urgent and inevitable requirement in development, and has become the driving force of growth and development.
Therefore, the construction of the Project to build the North Central Region Innovation and Startup Center aims to concretize Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on the construction and development of Nghe An province to 2030 and vision to 2045; Resolution No. 162/NQ-CP dated October 4, 2023 of the Government promulgating the Action Program to implement Resolution No. 39-NQ/TW dated July 18, 2023 and Action Program No. 68-CTr/TU dated November 15, 2023 of the Nghe An Provincial Party Committee to implement Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo.
Thereby, gradually promoting Nghe An to develop into the Center of the North Central region in terms of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture,... as the target of Resolution No. 39-NQ/TW.

At the meeting, the Provincial Party Standing Committee discussed the selection of a model for the North Central Region Innovation and Startup Center in Nghe An that is suitable to the actual conditions and situation so that when put into operation, it will achieve the highest efficiency.
Speaking, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung said: Currently, in our country, there are 3 operating models of innovation and startup centers: formed by the State, by the private sector and a model combining the State and the private sector (public-private partnership - PPP).
According to the opinion of the head of Nghe An Provincial People's Committee, for the North Central Region Innovation and Startup Center, a model combining the State and the private sector should be chosen, along with which the province needs to propose a number of strong incentive mechanisms and policies.
On that basis, the Chairman of the Provincial People's Committee proposed that the Provincial Party Committee Standing Committee agree to allow an extension of the time for submitting the Project to the Prime Minister instead of October 2024 as planned to develop the Project to ensure effectiveness and suitability to reality. The Provincial People's Committee will report to the Prime Minister on this content if the Provincial Party Committee Standing Committee approves.
Research and propose attractive incentive mechanisms and policies
Concluding this content, with the viewpoint that the construction and organization of effective innovation center activities must have the role and participation of the private sector, especially large economic groups with potential and experience, Provincial Party Secretary Thai Thanh Quy requested that the Party Committee of the Provincial People's Committee lead relevant agencies to study and develop the Project on the North Central region's innovation and startup center according to the above thinking direction.

To do so, the Provincial Party Secretary requested to study and propose to the Government and the Prime Minister, if exceeding the authority or contrary to current legal regulations, they can propose to the National Assembly to allow Nghe An to pilot attractive incentive mechanisms and policies on land, taxes, and State mechanisms to support enterprises to call for and attract large enterprises to join the province in the process of building the Center.
With that viewpoint, Provincial Party Secretary Thai Thanh Quy agreed to postpone the submission to the Government and Prime Minister of the Project on building the North Central Region Innovation and Startup Center until October 2025 to ensure quality, suitability to reality, and effective operation.
In the working program, the Standing Committee of the Provincial Party Committee agreed on the policy of allowing the establishment of the Nghi Loc District Construction Plan until 2030, with a vision to 2050, and gave opinions on many other important contents on inspection, supervision, and Party discipline enforcement, and issued a Regulation amending and replacing Regulation No. 20-QD/TU, dated March 28, 2023 on the framework of standards, titles, and evaluation criteria for cadres under the management of the Standing Committee of the Provincial Party Committee...
