The Standing Committee of Nghe An Provincial Party Committee will issue new regulations on cadre rotation.

On the morning of March 30, at the 4th Conference, the 19th Nghe An Provincial Party Committee listened to and commented on the draft summary report of Resolution No. 02-NQ/TU dated March 15, 2016 of the Provincial Party Committee on rotation and transfer of Party members and leaders and managers for the period 2016 - 2020 (Resolution No. 02). PROPOSAL TO EXTEND THE TRANSFER PERIOD

The draft summary of Resolution No. 02 pointed out the advantages and difficulties in the work of rotating cadres in the province, assessed the dissemination and promulgation of documents for implementation at the provincial and district levels; the results of rotating and mobilizing cadres under the management of the Provincial Party Standing Committee and cadres under the management of departments, branches, districts, cities and towns.

Accordingly, after 5 years of implementation, the total number of cadres rotated and transferred is 1,387, of which 95 are cadres from the Provincial Party Standing Committee; 1,292 are cadres from districts, cities, towns and provincial departments, branches and sectors.

Based on the achievements, the report provides a general assessment of the advantages, limitations, causes, lessons learned, tasks, and solutions for the rotation and transfer of cadres in the coming time.

Speaking at the conference, comrade Bui Thanh Bao - Secretary of Tan Ky District Party Committee suggested that the report should further evaluate the work of rotating and assigning party members, as well as the quality of leadership and management of those transferred and assigned after completing the rotation period in the past 5 years.

The head of Tan Ky District Party Committee suggested that in the future, when rotating cadres, they should be assigned to the position of head, and limited to deputy position; at the same time, the rotation period should be extended compared to present (36 months for men, 24 months for women);...

The Secretary of Tan Ky District Party Committee proposed that the Provincial Party Committee Standing Committee consider selecting a number of young and capable cadres to be rotated in two cycles in two different environments (the first time in the district is difficult, after having produced products, it is easier to rotate back to the district) for training and practice to prepare strategic cadres for the province in the next 10-15 years.

Comrade Nguyen Van Hai - Secretary of Tuong Duong District Party Committee also said that the work of rotating cadres from district to district in the 5 years of implementing Resolution No. 02 is still limited and suggested that this matter needs more attention in the direction of rotating cadres in district-level units with similar characteristics, such as mountainous districts; thereby training and creating a source of cadres, especially cadres who are ethnic minorities.

Nghia Dan District Party Committee Secretary Hoang Thi Thu Trang expressed her opinion that when Party officials are transferred to communes, their positions will still belong to the district, while those in government agencies will be transferred to the commune. This issue has advantages but also difficulties for both Party and government officials, so there needs to be unity.

EVALUATE TRANSFERRED OFFICERS OBJECTIVELY, FAIRLY, AND ACCURATELY

Concluding this content, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee assessed that the implementation of Resolution No. 02 on rotation and transfer of cadres has been carried out in a more disciplined manner; the rotation period is relatively good for cadres (male 36 months, female 24 months); a number of young, female, ethnic cadres with high capacity, potential, and in the planning have been exposed to practice at the grassroots level; many comrades through rotation have been recognized and honored by the organization. Also, through the implementation of Resolution No. 02, localism has been overcome, as well as helping to improve capacity in weak localities.

After summarizing Resolution No. 02, based on the practical situation, as well as many new regulations of the Central Government on cadre work that need to be specified to unify and synchronize leadership and direction work in the whole province, the Provincial Party Standing Committee will issue new regulations on cadre rotation work, in the direction of referring to the scope and subjects of cadre rotation from the province to the district and grassroots levels for unified implementation in the whole province.

The Provincial Party Secretary said that the requirements for the new regulation are to clarify the subjects of rotation and transfer, especially the direction will mention more about the subjects of rotation; redefine more clearly the rotation time and rotation plan; have solutions and reference bases to comment and evaluate rotated cadres objectively, impartially and accurately; research mechanisms and policies for rotated cadres.

At the meeting on February 24, 2021, the Provincial Party Standing Committee agreed to assign the Provincial Party Committee's Organizing Committee to preside over and coordinate with relevant agencies to continue researching and advising on the completion of the draft Regulation on rotation of cadres of the Provincial Party Standing Committee, expected to submit to the Provincial Party Executive Committee for comments at the second quarter meeting of 2021 before the Provincial Party Standing Committee promulgates and implements it.

The conference also gave opinions on the draft report summarizing the implementation of Resolution No. 08-NQ/TU, dated February 13, 2012 of the Provincial Party Executive Committee on developing and improving the quality of human resources in the 2011-2020 period.

Regarding this content, in the coming time, the Provincial Party Secretary also requested to focus on high socialization to improve the quality of human resources to meet the labor needs of investment attraction projects, as well as labor in the agricultural and rural areas associated with planning and accurate forecasting of labor market needs.
