The Standing Committee of Nghe An Provincial Party Committee approved the Master Plan for the country's first high-tech forestry zone in Do Luong and Nghi Loc.

Nghe An expects to earn billions of dollars from exporting forestry products and create jobs for 60,000 to 70,000 workers when the North Central High-Tech Forestry Zone is formed.

Recently, at the regular meeting, the Standing Committee of Nghe An Provincial Party Committee approved the Planning Project for the High-tech Forestry Zone in the North Central region until 2045, with a total planning area of ​​618 hectares, including 3 specialized functional sub-zones.

Zone 1is a high-tech forestry seedling production center with a scale of about 48 hectares located in Nghi Lam commune, Nghi Loc district.

Zone 2is a high-tech wood and non-timber forest products processing production area with a scale of about 530 hectares in Nghi Van, Nghi Kieu communes (Nghi Loc) and Dai Son commune (Do Luong).

Zone 3is a trading floor combined with an exhibition introducing raw wood and processed products from wood and non-timber forest products with an area of ​​about 40 hectares, located in Khanh Hop commune (Nghi Loc).

The master plan for the construction of the High-tech Forestry Zone in the North Central region is established to determine the spatial arrangement, architecture, and relationships between functional zones, to meet the needs of infrastructure construction, effectively exploit land funds, and at the same time have a proactive plan in management and guidance of construction investment.

The planning identifies the construction of the first phase to exploit potential advantages in the most favorable conditions to develop facilities that are prerequisites and breakthroughs in the development of all 3 sub-zones; in which, investment capital is focused on constructing project items to create initial investment attraction for the High-tech Forestry Zone in the North Central region until 2045.

Completing, upgrading and constructing a number of key technical infrastructure items to create opportunities for projects to invest in the region.

Specifically, building important technical infrastructure systems, especially the traffic system, including the route connecting National Highway 7C and National Highway 48E.

Industrial park, public service area along the road connecting National Highway 7C and 48E. Nursery area, high-tech forestry seed production area.

Upgrading and investing in the synchronous construction of water supply, electricity supply, telecommunications and drainage systems in the high-tech forestry zone in the North Central region by 2045; investment project to build wastewater treatment plants in production areas; waste treatment and recycling plants using modern technology.

The total estimated investment is approximately 17.5 trillion VND, of which the State budget is approximately 1.1 trillion VND to implement key technical infrastructure projects (roads connecting National Highway 7C and National Highway 48E, 110kV transformer station, water supply station, wastewater treatment station...), accounting for 6.5% of the total investment.

Capital mobilized from domestic and foreign enterprises invested about 16.4 trillion VND, accounting for 93.5% of total investment.

At the recent regular meeting, the Standing Committee of Nghe An Provincial Party Committee approved the Planning Project; at the same time, it noted that in the process of calling for investment in the High-Tech Forestry Zone, it is necessary to pay attention to selecting capable and experienced investors.

The Provincial Party Standing Committee also agreed in principle to allow consultation to establish a High-tech Forestry Zone Management Board under the Provincial People's Committee according to Decree No. 10/2024/ND-CP of the Government regulating high-tech zones.

According to the process, after the Standing Committee of Nghe An Provincial Party Committee approves, the Project will be submitted to the 18th Provincial People's Council at the upcoming 21st Session for consideration and approval, as a basis for submission to the Ministry of Construction for appraisal and approval by the Prime Minister.

Previously, the North Central High-Tech Forestry Zone in Nghe An province was established by the Prime Minister in Decision No. 509/QD-TTg dated March 31, 2021, located in Nghi Loc and Do Luong districts.

This is the first high-tech forestry zone in the country with the expected goal of being a pioneer in developing modern forestry, producing high-quality wood and non-wood forest products according to the value chain.

Developing high-tech forestry zones in the North Central region has been identified as an important content in major policies of the Party and State in recent times.

Specifically, in Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, it was determined: "Promoting the effectiveness and spreading high-tech dairy farming projects, high-tech agriculture in Nghia Dan district; high-tech forestry zones, turning Nghe An province into a large wood production, processing and export center of the North Central region; developing forests along with the carbon credit market; focusing on developing non-timber forest product production, especially medicinal plants".

At the same time, Decision No. 376/QD-TTg dated May 4, 2024 of the Prime Minister approving the Planning of the North Central and Central Coastal Regions for the period 2021 - 2030, with a vision to 2050, also affirmed: "Encouraging the development of high-tech agricultural and forestry zones in areas with potential and suitable conditions; focusing on putting into operation high-tech forestry zones in Nghe An province".

Decision No. 1059/QD-TTg dated September 14, 2023 of the Prime Minister approving the Planning of Nghe An province for the period 2021-2030, with a vision to 2050, clearly states: "Building and developing a high-tech agricultural zone in Nghia Dan district with an area of ​​about 200 hectares and a high-tech forestry zone in the North Central region in Nghi Loc district and Do Luong district with a total area of ​​about 618 hectares, making Nghe An a major wood processing and export center of the North Central region and the Central Coast".
