The Provincial Party Standing Committee requested the establishment of a Steering Committee to connect labor supply and demand at all three levels: province, district, and commune, with a leader of the People's Committee as the Head of the Committee.

The Standing Committee of Nghe An Provincial Party Committee has just issued Directive No. 33-CT/TU dated January 8, 2025 on strengthening the Party's leadership in connecting labor supply and demand, creating jobs, and attracting workers for domestic enterprises and FDI enterprises in Nghe An province, period 2025 - 2030.

In this Directive, the Provincial Party Standing Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations to thoroughly grasp and well implement the four key tasks.

In particular, it is necessary to communicate, mobilize, and promote the attraction of workers working and studying in provinces and cities across the country (both Nghe An workers and workers from other provinces) to work in Nghe An. Forecast the labor demand of enterprises and organizations in the area; regularly post information on labor recruitment needs of enterprises and organizations on Radio and Television, Nghe An Newspaper; Website, Facebook, Zalo of the Provincial Employment Service Center, relevant professional agencies, social organizations and through grassroots radio. Monthly announce labor recruitment needs so that people know how to participate in recruitment.

The Provincial Party Standing Committee requested to review and grasp the number of workers in each commune, ward, town; district, city, town; the number of workers working outside the province to provide information, connect labor supply and demand; attract workers to enterprises, especially FDI enterprises in the province so that workers have the opportunity to find suitable jobs.

At the same time, focus on improving the quality and effectiveness of vocational training to meet the requirements of the labor market; focus on developing occupational groups suitable for the investment attraction process, especially FDI projects in the global supply chain of electronics and green energy that have been and are continuing to expand investment in the province, contributing to creating sustainable jobs for workers.

Strengthening state management in the field of labor and employment. Diversifying forms of consultation, connecting labor supply and demand, expanding the forms of "fairs"; "job fairs", "job exchanges" with the wide participation of businesses, organizations and workers to connect labor supply and demand effectively.

The Provincial Party Standing Committee assigned the Provincial People's Council Party Delegation and the Provincial People's Council leaders to strengthen supervision of the implementation of legal provisions on support policies for vocational training; organize supervision, promptly reflect difficulties and problems, propose adjustments and supplements to the mechanisms and policies of the Central and the province in the process of implementing the Directive locally.

The Party Executive Committee of the Provincial People's Committee shall lead the Provincial People's Committee to develop a plan to implement this Directive; establish a Steering Committee for connecting labor supply and demand in 2025 and the following years, headed by a leader of the Provincial People's Committee; direct the implementation and periodically or unexpectedly report to the Standing Committee of the Provincial Party Committee.

District, city, town Party Committees and affiliated Party Committees shall lead and direct the dissemination, deployment and implementation of this Directive; disseminate the Directive to cadres, party members and the people in the area; develop plans to implement the Directive; lead the establishment of a Steering Committee for connecting labor supply and demand at the district and commune levels, headed by a leader of the People's Committee, ensuring that it is suitable to the characteristics and situation of the locality.

The Vietnam Fatherland Front and provincial socio-political organizations proactively and actively propagate, mobilize and provide information to union members, association members and people to participate in the work of connecting labor supply and demand, solving employment, solving difficulties, and attracting labor for domestic enterprises and FDI enterprises in the province.

The above Directive was issued by the Provincial Party Standing Committee in the current context that Economic Zones and Industrial Parks in Nghe An province are being invested in and put into operation by many large-scale FDI enterprises, requiring the recruitment of many workers, especially highly skilled workers.

However, the province's labor force has not met the quantity and quality requirements. The local labor shortage affects the production and business of enterprises and affects the province's investment attraction.

Nghe An currently has 1.6 million workers and every year about 50 thousand people are added to the workforce. In the province, there are more than 15.5 thousand enterprises with nearly 350 thousand workers working.

Forecasting labor demand and information about the province's labor market are not really effective; enterprises in the province pay wages and income to workers which are still low compared to the national average; auxiliary works and social welfare are not synchronized... are the main barriers that make many workers choose to "leave home" to have higher income, in which the number of workers going abroad to work every year is relatively high.

At the 25th Session, the 18th Provincial People's Council held in December 2024,Director of Department of Labor, Invalids and Social Affairs of Nghe An Doan Hong Vusaid: Currently, Nghe An has about 700,000 workers working outside the province and about 80,000 workers working abroad.

For the past 3 consecutive years, Nghe An is the only province among 14 provinces in the North Central and Central Coast regions to be in the top 10 nationwide in attracting FDI capital. In 2024,Nghe An attracted 1.7496 billion USD of FDI capital, this figure for 2023 and 2022 is 1.603 billion USD and 961.3 million USD respectively. Accumulated to the end of 2024, in Nghe An province, there are 169 valid FDI projects with a total registered investment capital of more than 5.686 billion USD.
