Based on the opinions of the delegates raised at the group discussion session; the discussion session in the hall, the chairman of the meeting, comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested Director of the Department of Labor - Invalids and Social Affairs Doan Hong Vu to explain and clarify a number of issues related to vocational training and attracting workers to work in enterprises in the province.

Comrade Doan Hong Vu - Director of the Department of Labor, War Invalids and Social Affairs said: The reflection of the delegates related to high-quality vocational training in the province not meeting the requirements of the market, lack of facilities, lack of teachers in vocational training facilities in rural and mountainous areas is completely correct.

Currently, the province has 43 vocational training facilities and vocational training facilities; in which colleges and intermediate schools only train 21% of the province's training scale. The training program with the minimum required knowledge volume according to the program prescribed by the Ministry of Labor - Invalids and Social Affairs.

Therefore, when students graduate, they cannot meet the specific positions and jobs required by each enterprise, especially FDI enterprises and enterprises investing in modern equipment; it requires time to continue improving during the working process to be able to firmly establish their skills.

On the other hand, there are many unskilled workers in the province and FDI enterprises mainly recruit unskilled workers, so when recruiting, they must train and mentor workers to be able to join the production line.

Regarding facilities and vocational education teachers, in recent times, the province has paid great attention through allocating capital from national target programs, additional central resources and concentrated provincial budget for schools, aiming to improve facilities, equipment and supplement 147 more staff and teachers mainly under the autonomous mechanism.

For vocational education and continuing education centers that have not yet benefited from the national target program, the province has proposed that the Central Government study and pay additional attention in the coming period.

To continue improving the quality of vocational training, according to the Director of the Department of Labor, War Invalids and Social Affairs, it is necessary to continue implementing Project No. 14 of the Provincial Party Committee and the vocational education network planning approved by the Central Government, which has been integrated into the Provincial Planning. Currently, the Department of Labor, War Invalids and Social Affairs is also advising the Provincial People's Committee to re-evaluate the implementation of Project No. 14 of the Provincial Party Committee on vocational training in order to develop goals and tasks for the 2025-2030 term.

Regarding the discussion of the Provincial People's Council delegates on the labor recruitment situation which is still in a local shortage and difficult, causing concern for businesses, especially FDI enterprises, the Director of the Department of Labor - Invalids and Social Affairs said: Due to the rapid increase in investment attraction in the province in recent times and there are enterprises investing in need of tens of thousands of workers, therefore, there are times when enterprises have difficulty in recruiting workers. This is an issue that the province is concerned about, and a conference has been organized between state management agencies, vocational training institutions, enterprises, and representatives of workers to discuss.

After the conference, solutions were proposed from the State side, the attention of the political system, especially in management work, creating a favorable environment for businesses; strengthening the connection between businesses and vocational training institutions; businesses are also interested in improving income, "retaining" workers.

Comrade Doan Hong Vu said: Currently, Nghe An's labor force outside the province is about 700,000 people and overseas labor force is 80,000 people; while the labor demand from enterprises each year is about 40,000 - 50,000 people. According to statistics, labor force working in the province currently accounts for about 38%, labor export is about 42%, working outside the province is about 12%.

Currently, the Department of Labor, War Invalids and Social Affairs has reported to the Provincial People's Committee to advise the Provincial Party Committee Standing Committee to issue a directive to strengthen the Party's leadership in connecting labor supply and demand, solving employment, and attracting labor to serve businesses in the province. After the Provincial Party Committee Standing Committee approved and issued this directive, the Department continued to advise the Provincial People's Committee to issue a methodical and synchronous plan, ensuring that the entire political system, organizations, and businesses take drastic action.

Besides solving labor supply and demand, comrade Doan Hong Vu suggested that the province pay more attention to social housing as well as other social welfare conditions for workers.

Regarding the minimum regional wage, the Central Government has just issued Decree No. 74 dated June 30, 2024 of the Government, in Nghe An, the minimum wage in some localities has been raised to region 2 - this is favorable to attract workers to work in the province. Currently, the regulations on region 2, region 3, region 4 wages for Nghe An are consistent with the general level in the country. On the other hand, the minimum wage in regions 1, 2, 3, and 4, according to Decree 74, is also balanced with the whole country, to ensure income for workers according to the standard of living, while ensuring that employers are enterprises with stable and developing production and business. On this issue, the Department accepted the opinions of the delegates and continued to recommend that the Central Government study raising the regional minimum wage for workers.
