Nghe An Provincial Party Committee's Organizing Committee guides on the standards for Party Committee members for the 2020-2025 term
(Baonghean.vn) - The comrades expected to be introduced as Party Committee Secretaries and Chairman of the People's Committee; key leaders of the People's Council and People's Committee for the 2021-2026 term, in addition to meeting the prescribed title standards, must be people with capacity and experience in managing and operating the activities of the People's Council and People's Committee; have knowledge and understanding of the fields in charge.
This is one of the contents in Instruction No. 51-HD/BTCTU dated October 28, 2019 of the Organizing Committee of Nghe An Provincial Party Committee guiding the personnel work of Party Committees at the grassroots and upper-level Party Congresses for the 2020-2025 term.
Accordingly, regarding the standards and conditions for Party Committee members, the Provincial Party Committee's Organizing Committee said that, based on the general standards stated in Directive No. 35-CT/TW, Instruction No. 26-HD/BTCTW; Circular No. 13-TT/TU (in Appendix 1) and Regulation No. 1953-QDi/TU, dated May 3, 2018 of the Provincial Party Committee Standing Committee on "Title standards, evaluation criteria, classification of cadres under the management of the Provincial Party Committee Standing Committee", Party committees at all levels specify the standards for Party Committee members in accordance with the situation and characteristics of each locality, agency, and unit, meeting the requirements of the Party Committee's tasks in the 2020-2025 term and the following years.

In particular, for some positions, consideration should be given to:
The comrades expected to be introduced as Party Committee Secretaries and Chairman of the People's Committee; key leaders of the People's Council and People's Committee for the 2021-2026 term, in addition to meeting the prescribed title standards, must be competent and experienced in managing and operating the activities of the People's Council and People's Committee; have knowledge and understanding of the fields in charge.
Party committee members expected to be nominated as candidates for the 15th National Assembly and People's Councils at all levels for the 2021-2026 term must meet the provisions of the Law on Organization of the National Assembly and the Law on Organization of Local Government; at the same time, they must have the qualifications, capacity and conditions to perform the tasks of National Assembly deputies and People's Council deputies.
Comrades expected to be introduced as key leaders at higher levels, in addition to meeting the prescribed title standards (secretary, deputy secretary, chairman of the People's Council, chairman of the People's Committee according to Regulation No. 90-QD/TW, dated August 4, 2017 of the Politburo), must have experience as key leaders at the direct subordinate level (except for cases of transferred or rotated superior officials).
In special cases where the person has not yet been a key leader at a direct subordinate level, the Party Committee directly managing the cadre must report on the cadre resources of the locality, agency, or unit; evaluate and comment on the qualities, abilities, and prestige of the personnel and propose to the competent authority for consideration and decision.
For those comrades who, when recruited, appointed, or nominated for candidacy, do not meet certain standards and conditions according to Notice No. 43-TB/TW dated December 28, 2017 of the Politburo, Party committees at all levels must review and thoroughly handle them in accordance with Conclusion No. 48-TB/TW dated April 26, 2019 of the Secretariat before considering recommending personnel to join Party committees at all levels.
Regarding the standards of political theory qualifications, the Provincial Party Committee's Organizing Committee clearly stated: Personnel recommended to join Party committees at all levels must have a political theory diploma for each subject and position according to regulations (the grassroots level is guided by the Standing Committee of the Party Committee at the higher level in accordance with general regulations).
In case of not being granted a political theory degree, one must:
Belonging to the category recognized as having equivalent political theory qualifications according to Regulation No. 12/QD/TC-TTVH, dated January 9, 2004 of the Central Organizing Committee and the Central Ideology and Culture Committee (now the Central Propaganda Committee);
Granted a certificate of equivalent political theory qualifications according to Regulation No. 256-QD/TW, dated September 16, 2009 of the Secretariat; Official Dispatch No. 2045-CV/BTCTW, dated December 29, 2016 of the Central Organizing Committee and Notice No. 389/TB-HVCTQG, dated May 8, 2017 of the Ho Chi Minh National Academy of Politics.
